Backgrund: Experience frm OECD cuntries shws a rich variety f rganisatins that have develped alngside fr-prfit enterprises and public rganisatins, pursuing a range f missins frm prductive gals t advcacy and grant-making activities. What these rganisatins share, and what sets them apart frm fr-prfit enterprises is the verall aim f their activities, which excludes the pursuit f prfit as an ultimate gal and its distributin t the wners. At the same time, such rganisatins present a wide variety f gals and bjectives, which can be synthesised alng tw axes: The entrepreneurship axis: sme f these rganisatins carry ut entrepreneurial activities, althugh they are nt-fr-prfit, thers pursue different functins: aggregatin f preferences and needs, re-distributin, advcacy. The beneficiaries axis: sme nt-fr-prfit rganisatins benefit the funders and the wners, prviding them with gds and services; ther benefits peple r grups, excluding the funders, ther mix the interests f funders/wners and external individuals. While the resulting framewrk is cmplex, and ften subject t different natinal cultures and legal framewrks, this range f nt-fr-prfit ecnmic activity can be usefully termed scial ecnmy. The histrical experience f OECD ecnmies therefre prvides evidence f the great ptential f scial ecnmy rganisatins (c-perative scieties, mutual rganisatins and ther nn-prfit rganisatins such as fundatins and assciatins) in supprt f lcal ecnmic develpment. Mst imprtantly, scial ecnmy rganisatins fulfil the fllwing bjectives: They cntribute t reducing market failures and their cnsequences n the welfare f peple and cmmunities in prly-functining markets. They help fster scial chesin in the presence f bth market failures and well-functining markets. They can prvide public and merit gds using resurces ther than public resurces. At the same, experience frm the Central Eastern and Suth Eastern Eurpean cuntries shws that refrms twards functining demcratic scieties and market ecnmies have resulted in grwing inequalities in the standard f living and a sharp rise in pverty. As physical and scial infrastructure deterirated, with rising cnsumptin prices and a changing labur market, the ptential f scial ecnmy rganisatins remained untapped fr a number f reasns, including: The prevalence f transitin myths, which have s far fcused n the creatin f a market ecnmy, underestimating the rle f alternative rganisatins as vehicles fr ecnmic develpment, bth at natinal and lcal levels. The adptin f mdels f nn-prfit rganisatins, mstly based n the US experience (perating in functining markets and the presence f dnrs as grant-making fundatins). Cultural ppsitin and plitical distrust twards certain rganisatinal mdels (c-perative frm). Scial chesin is mainly limited t family and friends netwrks and ecnmic activities fcused persnal benefits rather than activities capable f prducing psitive externalities n sciety at large. 2

3 The lack f suitable legal framewrks fr scial ecnmy rganisatins (cperatives and ther nn-prfit rganisatins). The ne-week curse therefre seeks t deepen participants knwledge base n the rle and ptential f scial ecnmy rganisatins in prmting lcal develpment, with a special fcus n the issues relating t Central, Eastern and Suth Eastern Eurpean Cuntries. 2. Target Cuntries: Albania, Bsnia and Herzegvina, Bulgaria, Cratia, Czech Republic, frmer Yugslav Republic f Macednia, Hungary, Latvia, Lithuania, Pland, Rmania, Serbia and Mntenegr, Slvenia, Slvak Republic and Ukraine 3. Participants Prfile: Tw participants will be selected in each cuntry. Participants frm each cuntry will represent bth the natinal plicymaking cmmunity and innvative scial ecnmy rganisatins wrking at the lcal level. This will ensure a dialgue between natinal stakehlders in the scial ecnmy and scial innvatin field. T this end, lcal level practitiners will be identified frm a range f experiences, including: c-peratives (husing, prducer, credit, scial, etc.); micr credit institutins; assciatins wrking in scial service delivery and supprt; scial enterprises. 4. Seminar Cntents: The seminar will be structured alng the fllwing themes: Defining and understanding the scial ecnmy: the histrical evlutin f the Scial Ecnmy in Western Eurpe; The ecnmic and scial ratinale fr the scial ecnmy; The new rle f scial ecnmy rganisatins in welfare service prvisin and labur market integratin; Tls fr scial ecnmy and scial innvatin: lbbying strategies and netwrking, infrmatin and cmmunicatin technlgies, lcal partnerships, financing and Eurpean Structural Funds; Wrk n case study develpment with tutrs. 5. Seminar Objectives: The seminar is aimed t allw participants t gain a deeper understanding f the rle and ptential f the scial ecnmy, and f the tls and strategies it emplys t prmte scial chesin at the lcal level. Seminar bjectives are: T review and assess cmmn methdlgies and experiences in scial ecnmy rganisatins acrss OECD cuntries, enhancing awareness f the ptentials f scial ecnmy rganisatins in sustaining lcal develpment and in fighting scial inequalities and enhancing scial chesin and slidarity behaviurs in transitin cuntries. T gain insights n why and hw scial ecnmy rganisatins succeed r fail. T establish a cmmn set f appraches and tls fr the scial ecnmy, in the prspect f singling ut pssible evlutin paths fr scial ecnmy rganisatins in transitin cuntries. T supprt the endgenus capacity building prcess in lcal develpment and scial ecnmy. 3

Methdlgy: Participants will be asked t prepare a case study, detailing their prject in the field f scial chesin and scial innvatin, prir t their arrival, and will wrk t further develp their case study thrughut the seminar week. The first part f the seminar will include presentatins frm leading experts, tracing the evlutin paths and ratinale f scial ecnmy rganisatins in OECD cuntries. This sectin will cver an analysis f the range f rganisatins specific t the scial ecnmy, ranging frm traditin c-perative mdels t mre recent frms f scial c-peratives and ther nn-prfit rganisatins (NPOs). Classrm sessins will be enriched and cntextualised thrugh study visits t Trentin scial ecnmy rganisatins, allwing participants t gain a brad and hands-n verview f the scial ecnmy in practice. In the secnd half f the week, participants will be divided int 3-4 grups, n the basis f their prfile and interests, in rder t wrk mre clsely n case study develpment. Each grup will be accmpanied by a tutr t a relevant scial ecnmy rganisatin r plicymaking institutin, where participants will exchange best practices n specific tls and strategies relevant t their wrk. The next day, participants will select 3 ut f 6 parallel sessins n tls fr the scial ecnmy in rder t further develp their case study, with the supprt f the tutr. Individual and grup wrk n case study develpment will aim at integrating the knw-hw gained, leading up t the final presentatin f results in the clsing sessin. 7. Wrking language: The wrking language f the seminar will be English. 8. Cst f participatin: The fllwing csts f participatin are cvered by the LEED Prgramme: Tuitin and training materials; Accmmdatin and meals in the training premises; Study visits t relevant rganisatins in the Autnmus Prvince f Trent The LEED Prgramme can nt cver csts f travel between the participant s hme cuntry and Trent, r medical care and insurance during the stay in Italy. A limited number f full grants fr travel csts are available. These grants will be awarded based n an assessment f applicant s case study, mtivatin letter and curriculum vitae. 9.
