3 SD-4, Reliability Policy Meeting customer energy requirements is a core value of SMUD. Therefore: a) SMUD will assure all customer energy requirements are met. This will be accomplished through the use of: (i) its generation resources and purchase power portfolio 100 percent of the time; and (ii) its transmission assets to assure an overall availability of at least percent. b) SMUD will achieve distribution system reliability by: Limiting the average frequency of outage per customer per year to: With major event : Excluding major event : Limiting the average duration of outages per customer per year to: With major event: minutes Excluding major event: minutes Ensuring that no individual circuits exceed these targets for more than two consecutive years. 10 Distribution Reliability Mitigation Plan Completed - Performed targeted patrols on 69 kv lines and repaired deficiencies found - Over 2,000 trees were identified for removal or trimming and more than 50% have been addressed - Prioritized replacement of 69kV poles to prevent high impact outages - Expedited completion of infrared inspections at bulk substations to identify and correct potential deficiencies - Resolved problems on 44 existing remotely operable switches - Installed 41 additional remotely operable switches on targeted 69kV circuits to reduce outage duration (completion date: June 2017) - Balanced the number of customers served by 69 kv circuits to reduce number of customers affected by outages - Increased cable replacement footage by 30,000 feet to 390,000 feet; 420,000 feet in subsequent years In Progress - Continuing to identify and remove trees outside our rights-of-way corridors that are at risk of falling onto overhead lines (completion date: Q4-2017) - Using remote-sensing techniques to identify and map diseased trees (completion date: Q3-2017) - Relocating equipment, or installing barrier systems, on equipment hit by vehicles multiple times (ongoing) - Continuing to install highly reflective visibility strips (ongoing) - Installing animal guards at targeted substations most susceptible to animal caused outages (completion date: Q2-2017) - Developing a circuit breaker replacement strategy based on asset health index (completion date: Q4-2017) Other Considerations - Evaluating installation of additional 69kV remotely operable switches in targeted circuits to further reduce outage duration 10
