4 Scenario Analyzer Scenario Analyzer is an application tool designed to view AFC/ATC availability prior to submitting a TSR. Allows the Customer to submit a TSR scenario and view the result of the TSR validation Duke encourages customers to use Scenario Analyzer prior to submitting service requests to evaluate if the capacity is available Scenario Analyzer will not indicate Partial Service nor possible Preemption/Competition Will be available to Duke Customers with the next OASIS release 4

8 Scenario Analyzer Taking Scenario Analyzer a step further Duke has asked OATI to enable Scenario Analyzer within the Reservation Entry Form for Duke OASIS, allowing quicker and easy access for the user. TSR Entry form will include a SA Button (Scenario Analyzer) Allows the Customer to submit a scenario from the Reservation Entry Form and view Pass/Fail result of the ATC/AFC validation Validation is based on the most recent ATC initialization Checks both AFC and Contract Path limits TSR can be submitted to OASIS regardless of the Scenario Analyzer result Scenario Analyzer results are only valid at the time of evaluation TSR may return a different result than the Scenario Analyzer showed This change is not expected to be seen in the next OASIS release (Date To Be Determined) 8

10 NAESB Update Wholesale Electric Quadrant Network Service on OASIS (NITS) (OASIS Subcommittee) Recommendation was modified and approved by WEQ Executive Committee May 1, 2012 Membership Ratification Period 5/10/12-6/11/12 Preemption and Right of First Refusal (OASIS Subcommittee) Review has uncovered many issues that need to be addressed Pro forma tariff section 13.2 addresses preemption of firm Pro forma tariff section 14.2 addresses preemption of non-firm NAESB WEQ-001 Business Practice Standards Table 4-3 list current preemption rules FERC guidance also provided in various orders Strong interest by customers of Bonneville Power Target for completion 1 st Qtr

11 NAESB Update Wholesale Electric Quadrant Parallel Flow Visualization for Eastern Interconnect (Business Practices Subcommittee) The WEQ Executive Committee approved the recommendation for the interim solution on 10/26/2010 (approved recommendation) The BPS is working on a permanent solution: Hybrid Option (Transmission Provider selects one of the following data input methods) Tag all Non-Firm transactions within a BA Require upload of firmness of transmission service for each running generator every 15 minutes (Generator Prioritization) BPS is developing a two-tiered firm curtailment process (first-to-cut / lastto-cut) White Paper outlines the planned process (link to 4/4/12 draft) Business Practices will be developed for adoption by the Executive Committee Target completion date 4 th Qtr

12 NAESB Update Wholesale Electric Quadrant Electric Industry Registry (EIR) The NAESB EIR will replace the NERC TSIN registry Registration of Entity Codes/Roles for Duke Energy Carolinas has been completed PSE Source/Sink registration is underway Publication of the Registry by the EIR has begun TSIN and EIR are running in parallel NAESB will determine when EIR will replace TSIN How this will be determined is unknown When this will occur is unknown 12

13 NAESB Update Wholesale Electric Quadrant Electric Industry Registry (EIR) Continued During the transition to the EIR, Duke will enter Sources and Sinks for customers if: The customer has completed PSE registration in the EIR The customer has submitted a list of Sources and Sinks to Duke Submit to David McRee david.mcree@duke-energy.com Duke will not upload data from TSIN into the EIR unless contacted by the customer For technical questions about the EIR, contact OATI Support For general EIR questions, contact NAESB 13

21 OASIS Training weboasis Sys Data Summary ATC Postings The System Data Posting Summary display lists the System Elements that are to be posted to OASIS per the Standards & Communication Protocol version 1.5 (S&CP v1.5) System Data includes: Load Forecast Actual Load TTC ATC related information ATC Narratives Note: FATC or NFATC as shown on OASIS is updated anytime webtrans calculates a change in the Effective ATC for Firm or Non-Firm. On the OASIS Menu click to view FATC or NFATC System Data Summary UI screen will open Choose the Filter Criteria of interest such as: TP<DUK> Attribute <FATC> Element <S/DUK/PJM-DUK//> and Time <Active Tomorrow> click Enter 21

24 OASIS Training weboasis Sys Data ATC Portfolio As an alternative Users may access ATC info through Sys Data by use of the ATC Portfolio From the OASIS menu click on to view FATC or NFATC System Data Summary UI screen will pop up Click on the grey button Choose the Filter Criteria of interest such as: TP<DUK> Increment <Daily> Element <S/DUK/PJM-DUK//> Date <Tomorrow> click Enter Clicking will reveal a Calendar, for a specific date. 24

25 OASIS Training weboasis Sys Data ATC Portfolio Increment Hourly will return the 24hr period for the day chosen. Daily will return the entire Month, whether the Date is Today, Tomorrow or any Calendar Date. Weekly will return the weekly posting for 5 weeks, beginning with the first full week of the month. Monthly returns the values for the current Month through the next 11 months. Yearly returns the current year and next year. In this case we are viewing Daily for the month of August
