1 Capabilities of the Doble Materials Laboratories Introduction The Doble Engineering Company has been providing laboratory services to the electric power industry since the 1930 s. We have continually evolved while maintaining our dedication to providing quality results, diagnostics and services. The electric power industry continues to support the Doble Laboratory as we provide information and services they can rely on and can support their needs with a full engineering staff and diagnostic team. More than two hundred different analytical tests and variations are offered on a routine basis encompassing both solid and liquid insulation. In addition, the Doble high voltage laboratory provides testing at frequencies and voltages that a regular laboratory cannot. This laboratory is also used for failure and forensic analysis as well. Here are some of the distinguishing features of the Doble Laboratory. Quality To perform good diagnostics on electric apparatus requires good quality data. Doble takes great effort to make sure the data you receive is accurate and precise. Doble Engineering Company, including the laboratory, is ISO 9001: 2008 certified. External audits are conducted on a biannual basis. A copy of our certification is available upon request. We have standard practices to ensure a high quality in our performance. Doble also makes its own dissolved gas-in-oil standards and other standards (such as those for furanic compounds in oil) for our internal QC program. Doble takes pride in the quality of its data and is willing to back it up by participating in round robin programs with known standard samples.

2 Timely Reports Together We Power The World SM Doble has added considerably to its capacity in recent years to make sure we can continue to meet our obligation for quick turn-around times. We have facilities in three locations, Morrisville, North Carolina; Indianapolis, Indiana; and in Watertown, Massachusetts. In the past few years we have added automation, more work staff, and equipment to handle more than 40,000 additional DGA tests per year. For rush samples or samples which were submitted as routine but the results indicate a serious problem we contact the customer as soon as possible by agreed means. Laboratory Integration The Doble laboratories are integrated on a real-time basis through a common, wide area network. This means that the reports from all Doble facilities are identical and the historic information is shared. All three laboratories follow the same QC practices and participate in inter-laboratory round robins to make sure there is no distinction in the data regardless of where the testing is performed. All of our facilities use state of the art equipment with modern computer controls which facilitates good quality. Electronic Reports Doble has made considerable efforts to help utilities convert to electronic systems. All of our reports are provided in electronic formats and the results can be easily imported to Delta-X TOA program via a csv file sent electronically in addition to our standard report in Microsoft Excel. This eliminates all need for paper reports and provides a means for rapidly providing information to all recipients. Doble has authority to sell copies of the TOA software if you are interested. In addition, for those users of Doble s power factor test equipment and have access to the Doble DTA Web system, the results from our reports are automatically uploaded to the data file and available at any time. Research Activities The Doble laboratory is set up for research activities as can be seen by the various articles we have published over the years. Doble has been testing new oils in the world market since the 1950 s under the auspices of the Doble Oil Committee and many of our clients subscribe to this service. The Oil Committee not only supplies the unique and very valuable service of providing the specification tests on oils available in North America and around the world, we also perform critical research such as stray gassing behavior of new oils at moderate temperatures and corrosive sulfur issues. Doble has the staffing and equipment to perform advanced diagnostics for problems that are identified by routine testing. Doble is your full partner in helping determine the condition of your apparatus and the cause of detected problems. Customer Satisfaction Doble is committed to satisfying our customers. As part of this we have set goals for customer satisfaction as part of our quality policy. We send out an annual survey to all our customers to assess how well we are meeting their expectations and strive for continual improvement. 3 Health, Safety and the Environmental Doble complies with all local, state, and federal regulations concerning health, safety and the environment. We perform annual training and provide appropriate equipment to protect all employees and the public health. We are certified by the Commonwealth of Massachusetts for PCB analysis and are inspected on a regular basis. Laboratory Seminars Doble offers laboratory diagnostic seminars which discuss how to interpret the data from all of the tests in your program. You would be quite surprised how much there is to learn even about a subject which appears to be simple such as the moisture content in oil. Value Added Services Doble provides consulting engineering services to the electric power industry and is therefore well aware of the need for timely, quality data to make important decisions. We also can quickly identify those test results which require immediate attention by engineering staff. We have the experience to identify apparatus leak check gases such as helium which some laboratories confuse with hydrogen. With the testing of load tap changers and breakers commonly employed today, we know what measures to take to avoid cross contamination of samples with high concentrations of acetylene with those without any traces of acetylene. When a nuclear power station is waiting for results we understand the costs of being down and the importance to do everything possible to make sure the turn-around time is a fast as possible, not just good enough to meet requirements. We strive for continuous improvement and are in constant contact with our customers to make sure we are providing the service they need to effectively run their business. Doble has been instrumental in helping standardise test methods through participation in ASTM D-27 and as technical advisor to the US National Committee for IEC TC 10, the technical committees involved with electrical insulating fluids. We have help developed the diagnostics for furanic compounds in oil, dissolved gases in oils for transformers, including load tap changers and bulk oil circuit breakers and specialized tests for corrosive sulfur issues. We continue to develop applications for oil tests as they provide one of the best means for assessing the condition of electric apparatus while they remain in service. This allows utilities to manage risk to their assets to obtain maximum utilization. Let us know if you need any further information about our services. Please be aware that we perform many tests that are not identified here but please be sure to call us if you have special requirements.
