1 REQUEST FOR COMMENTS SECTION TO3, "BITUMINOUS MATERIALS The Specifications Subcommittee of the Regional Transportation Commission of Southern Nevada is reviewing the attached proposed changes to Section 703, "Bituminous Materials", of the Uniform Standard Specifications for Public Works'Construction Offsite lmprovements, Clark County Area, Nevada, to conform to Clark County Air Quality Regulations and to eliminate redundancies found in the corresponding Nevada Department of Transportation Specification. 2 MATERIALS COVERED SECTION 703 BITUMINOUS MATERIALS SCOPE A. This specification covers the quality of asphalt cement, liquid asphalt, emulsified asphalt, cationic emulsion, anionic emulsion and rubber-asphalt crack sealant. REQUIREMENTS CONTRACTOR'S RESPONSIBILITY A. Bituminous material failing the test requirements of this section, including tolerances, shall be subject to Subsection , "Scope of Payment." MATERIAL SOURCE RESPONSIBILITY A. Bituminous materials supplied under these specifications shall be provided from a source authorized by the Engineer and/or IQAC. The process for authorization may be obtained from the Contracting Agency's Public Works Construction Management Division SHIPPING NOTICE A. Shipping notices shall be mailed upon makingdelivered with shipment and shall contain the following information: 1. Consignee and destination, 2. Agency contract number, 3. Delivery point, 4. Date shipped, 5. Car initials or number of truck transport delivery ticket number, 6. Type and grade of material, 7. Quantity loaded, 8. Loading temperature, 9. Net quantity, 10. Signature of shipper or authorized representative, B. When shipments of materials arrive on the project after normal working hours, the Contractor shall notify the Engineer sufficiently in advance to make arrangements for an inspector to be present when the material is sampled. All sampling by the Vendor or Contractor shall be performed or observed by an NAQTC certified technician. B.C. All asphalt cements must be shipped from an authorized source. If shipment is from an unauthorized source, the contractor must perform the full material tests per lot/batch. C.D. Three copies of the shipping notice shall be mailed to the Contracting Agency

3 703 BITUMINOUS MATERIALS REFINERY TEST REPORT 03PHYSICAL PROPERTIES AND TESTS A. Refinery test reports shall be mailed to the Engineer as soon as tests have been completed for each lot, as designated in the authorized vendor quality control manual. and tthe report shall contain the following data: 1. Date of shipment, 2. Car initials or number of truck transport delivery ticket number, 3. Destination and consignee, 4. Contracting Agency contract number (or purchase order number, if applicable), 5. Type and grade of material, 6. Certificate of grade (certify that material conforms to these specifications, and itemize results on tests performed and date of test), 7. Signature of refinery's authorized representative, 7.8. All relative test data as stated in the supplier Quality Control manual B. The certificate of compliance for that lot shall be used as a basis of permitting immediate use of the material on the job and shall represent conditional acceptance only. The certificate of compliance shall include a copy of the tests for that lot shipment ASPHALT CEMENTS A. Asphalt cement shall be prepared by the distillation of crude petroleum. This asphalt shall be homogeneous, free from water, and shall not foam when heated to 347 degrees F. B. These specifications cover the following Superpave Performance Grades (PG) and viscosity grades as listed in Table 1.: AC-2.5, AC-5, AC-10, AC-20, AC-30, AC-40 and the Superpave Performance Grades (PG) Ffor the Southern Nevada region, with exception of AC-30 and PG 64-22CCTR, use as listed onin Table 1, Table 2, Table 2A, and Table 2Bthe tables in the Nevada Department of Transportation (NDOT) section 703 Bituminous Materials. B.C. Refer to Table 2 for AC-30 and.pg 64-22CCTR. All demerits in the NDOT specifications shall not apply. The various grades set forth above shall conform to the requirements and the methods of testing shown in Table 2, Table 2A, and Table 2BPerformance Grades

4 BITUMINOUS MATERIALS Performance grade material must have been prepared from crude petroleum product. 2. The asphalt cements shall be homogenous, free from water and shall not foam when heated to 347 degrees F. 3. Blending of asphalt cements to produce a specified performance grade shall must result in a uniform, homogenous blend with no separation. 4. Modified binders shall be blended at the source of supply and delivered as a completed mixture to the job site. 5. It shall not be transported via railroad car. 6. Only elastomeric Styrene Butadiene Styrene (SBS), Styrene-Butadiene (SB), Styrene-Butadiene Rubber (SBR), and Styrene Ethylbutylene Styrene (SEBS) rubber shall be added to the base binder asphalt cement, to produce a binder that complies with specification requirements. 7. The base binder may use recycled truck tire up to the percentage allowed in the specification Section 401. The percentage used must be indicated on the certificate and the plantmix supplier must perform a mix check point to verify there is no mix Job Mix Formula change Asphalt cements are not interchangeable LIQUID ASPHALTS A. Liquid asphalts shall consist of materials conforming to the following classifications: 1.A. Rapid curing (RC) products: Paving asphalt with a penetration of approximately 85 to 100 fluxed or blended with a naphtha solvent Medium curing (MC) products: Paving asphalt fluxed or blended with a kerosene solvent. It shall only be used for cold mix patching. 3. Slow curing (SC) products: Natural crude oils or residual oils from crude asphaltic petroleum. B. When tested in accordance with the standard methods of NDOT, AASHTO and ASTM, the grades of liquid asphalt shall conform to the requirements specified in NDOT section 703 Bituminous Materials and Table 2. The use of other liquid asphalt product is not permitted in the southern Nevada region.table 2, Table 3, and Table 4. B.C. The NDOT demerits do not apply. Emulsified asphalt for slurry seal shall conform to CQS-1h as specified in Table 6 when tested in accordance with NDOT, AASHTO and ASTM SLURRY SEAL A. The slurry seal and its components shall conform to the requirements of Table 73 when tested in accordance with AASHTO, ASTM, and ISSA procedures

The microsurfacing and its components shall conform to the requirements of Table 8 4 when tested in accordance with AASHTO, ASTM, and International Slurry Seal Association (ISSA) procedures POLYMER MODIFIED EMULSION MEMBRANE A. This material shall consist of a polymer modified asphalt emulsion. Its role is to form a water impermeable seal at the existing pavement surface and to bond the new hot mix to the existing surface. The product shall be smooth and homogeneous and conform to the requirements in Table 105. 17 SECTION 703 BITUMINOUS MATERIALS SCOPE Materials Covered. This specification covers the quality of asphalt cement, cutback asphalt, and emulsified asphalt. REQUIREMENTS Demerit Schedule. Bituminous material failing the requirements of the tests hereinafter prescribed shall be subject to the provisions of Subsection Bituminous materials that cannot be tested by any of the specified test procedures due to the inherent nature of the material will be assessed 21 demerits. For asphalt cements, demerits will be assessed on a prorated basis on the difference between the LIMIT WITH TOLERANCE and the REJECTION LlMlT. For cutback asphalts and emulsified asphalts, demerits will be assessed for each increment of noncompliance. Demerit values will be rounded down to the nearest whole demerit Gontractor's Responsibility. When shipment of materials arrive on the project after normal working hours, give notice suffìciently in advance to allow arrangements for an inspector to be present when the material is sampled. PHYSICAL PROPERTIES AND TESTS Bill of Lading and Gertificate of Compliance. A bill of lading and certificate of compliance shall be submitted for every load of bituminous material. The bill of lading shall include the following data: 1. Date of shipment and shipping point. 2. Car initials and number of truck transport delivery ticket number. 3. Destination and consignee. 4. State contract number (or State purchase order number, if applicable). 5. Type, grade, quantity, and temperature of material loaded. 6. Signature of shipper or authorized representative Asphalt Cements. Prepare asphalt cement by the distillation of crude petroleum. Provide homogenous asphalt, free from water, and non-foaming when heated lo 175'C (347 "F). Asphalt cements submitted for mix designs shall meet the specification requirements, without tolerances. The tolerance applies to production samples only. Asphalt cements shall conform to the requirements herein. 509
