(S+G) is pleased to submit these analytical results for the quarterly groundwater split-sampling event performed at the Charah Brickhaven Facility in Chatham County, on April 3-5, Field Event Summary Personnel from S+G mobilized to the site and met with representatives from Pace Analytical Services, Inc. (Pace), to perform the April sampling event. Sampling was performed from Monday, April 3 rd to Wednesday, April 5 th, The Charah groundwater monitoring network includes nine monitoring wells (MW-1, MW-2, MW-3, MW-4, MW-5, MW-6, MW-7, MW-8 and BG-1) and two surface water locations (SW-1 and SW-2) which were sampled during this event. MW-1 and BG-1 serve as the background wells for the facility. Well details are provided in Table 1. Sampling locations and a potentiometric surface are shown on Figure 1. The potentiometric surface shown is informed by historical potentiometric surfaces prepared by HDR. Groundwater samples were obtained using low flow purging and sampling with a stainlesssteel Proactive SS Mega Monsoon pump with flow rate controller, provided by Pace. The base of the pump was set approximately two feet off the bottom depth above the well base to reduce turbidity. S+G and Pace personnel purged wells until collected field parameters stabilized within the following limits: Turbidity -10% for values greater than 5 NTU (if three turbidity values are less than 5 NTU, the values are considered stabilized. Dissolved Oxygen (DO) -10% for values greater than 0.5 mg/l, if three DO values are less than 0.5 mg/l, the values are considered stabilized. Specific conductance -3%. Temperature -3% ph -0.1 unit. Oxygen Reduction Potential (ORP) -10 millivolts.

Samples were collected in the appropriate container provided by the laboratory and shipped, under proper chain of custody (COC), to the lab, with ice to maintain a maximum temperature of 4 degrees Celsius. Samples collected by S+G personnel were sent to Prism Laboratories, Inc. 1 (NC Certification No. 402). Prism performed analysis for metals and volatile organic compounds (VOCs), as well as total dissolved solids, chloride, fluoride and sulfate. Prism sub-contracted Summit Environmental Technologies, Inc. 2 to perform radiological analysis (Radium-226 and Radium-228) for select samples. Results from S+G samples Analytical results were compared to the NC DWM Solid Waste Section Quantitation Limits (SWSLs), 15A NCAC 2L.0200 (2L Standard), Solid Waste Section Groundwater Protection Levels (GWP) and Federal Maximum Contaminant Limits (MCL). Surface water results were compared with the NCAC 2B Standard for Class C waters (2B Standard). Constituents detected between the Method Detection Limit (MDL) and SWSL are a non-quantifiable value defined by the laboratory as a J value. Values reported below the MDL are considered nondetectable. Table 3 presents a detection summary from the April sampling event. Groundwater chemistry parameters are presented on Table 4. Detections in the leachate sample are presented in Table 5. The field data sheets are included in Attachment A and the lab report for this event is included in Attachment B. Groundwater Results Inorganic Constituents Analytical results indicated several constituents exceeded their 2L Standards in collected samples this event: Barium (MW-8) Chromium (MW-2) Several constituents were detected at concentrations that exceeded GWP Levels in samples collected this event: Cobalt (MW-4) Thallium (MW-5 and MW-6) Vanadium (BG-1, MW-1, MW-2, MW-3 and MW-8) Several constituents were detected above their MDL value but do not have any standards established. 3 Mr. Burkhart June 13, 2017 Page 3 of 4 Most inorganic constituents were J-values or reported as not detected above the MDL. Inorganic detections are presented in Table 3. Groundwater Chemistry Several groundwater chemistry parameters exceeded their 2L Standard in the samples collected during this event. Chloride (BG-1, MW-1, MW-2, MW-3, MW-4, MW-6 and MW-8); Sulfate (MW-2); and Total Dissolved Solids (BG-1, MW-1, MW-2, MW-3, MW-4, MW-6 and MW-8. Radiological results indicated no detections in samples collected this event. Organic Constituents Analytical results from the collected samples indicated no organic constituents were detected at concentrations above their 2L Standard, GWP level and MCLs. Surface Water Results Cobalt, copper, selenium and zinc exceeded the 2B Standard for Class C waters in the samples collected at SW-1. Calcium and vanadium in SW-1 and SW-2 were detected in collected samples, however; 2B Standards have not been established for these parameters. SW-1 is the upgradient surface water location; turbidity values measured at this location were over 500 NTU, an order of magnitude higher than other turbidity values recorded for this event. Due to sample location and the discrepancy between SW-1 and the other site samples, these detections are likely not caused by on-site activities. Leachate Results One leachate sample was collected during this event. The general chemistry parameters chloride, fluoride, sulfate and total dissolved solids were reported at detectable concentrations. Detectable concentrations for the majority of inorganic parameters were also reported in the leachate sample. Organic parameters were not detected at concentrations above MDL values in the sample collected this event. No radiological analysis was performed on this sample. Results Comparison Analytical results from this event were compared with groundwater results provided in historic monitoring reports submitted to NCDEQ. Groundwater and surface water samples from the April 2017 event were generally consistent with historic results as noted in the following instances: Barium concentrations have exceeded the groundwater standard January, February, April, May and July of 2016 and January, This constituent has been detected in the background well at concentrations below the groundwater standard; Chromium concentrations have exceeded the groundwater standard in January and February of 2016 and January, This constituent has been detected in the background well at concentrations below the groundwater standard;

4 Mr. Burkhart June 13, 2017 Page 4 of 4 Cobalt concentrations have exceeded the groundwater standard in May, 2016 and January, This constituent has been detected in the background well at concentrations below the groundwater standard; Thallium concentrations have exceeded the groundwater standard in January and February, This constituent was also detected above the groundwater standard in the sample collected from the background well in February, 2016; Vanadium concentrations have exceeded the groundwater standard in January, February, and July of 2016 and January, In several instances this constituent exceeded the standard in samples from the background well. Finally, the Background Sampling Report by HDR 3.states that samples collected prior to placement of Coal Combustion Products (CCP) exhibited exceedances of the groundwater standards for antimony, arsenic, barium, chromium, cobalt, copper and vanadium. This supports natural occurrence of these constituents in the groundwater at this facility. Table 6 presents analytical data from 2016 for comparison with the current event.
