2 FOREWORD (DNV) is an autonomous and independent foundation with the objectives of safeguarding life, property and the environment, at sea and onshore. DNV undertakes classification, certification, and other verification and consultancy services relating to quality of ships, offshore units and installations, and onshore industries worldwide, and carries out research in relation to these functions. Standards for Certification Standards for Certification (previously Certification Notes) are publications that contain principles, acceptance criteria and practical information related to the Society's consideration of objects, personnel, organisations, services and operations. Standards for Certification also apply as the basis for the issue of certificates and/or declarations that may not necessarily be related to classification. A list of Standards for Certification is found in the latest edition of Pt.0 Ch.1 of the Rules for Classification of Ships and the Rules for Classification of High Speed, Light Craft and Naval Surface Craft. The list of Standards for Certification is also included in the current Classification Services Publications issued by the Society, which is available on request. All publications may be ordered from the Society s Web site The Society reserves the exclusive right to interpret, decide equivalence or make exemptions to this Standard for Certification. Main changes Approval Programme No.301 has been divided in two new programs; No. 301A Steelmaking and semi finished products, and No. 301B Rolled steel products. The new programme for Rolled Steel Plates, Sections and Bars, is applicable mainly for rolled steel products for hull structural application, but also for boiler and pressure vessel steels (carbon manganese steels and nickel alloy steels, but not stainless steels), steels for machinery application and pipes and pipe fittings, and steel bars for chain cables for ships. In addition to a major restructuring of the programme and change of several details, new tables at the end of the programme describe: the range and coverage of each approval, and examples of the required extent of testing for different grades. 4 4 Standard for Certification - No General 1.1 Scope This programme gives the procedure to be followed to obtain the Society's approval for: rolled ferritic steel plates, coil, sections, and bars in accordance with the requirements given in: DNV Rules for Classification of Ships DNV Rules for Classification of High Speed, Light Craft and Naval Surface Craft DNV Offshore Codes. 1.2 Range of Approval For each product category, steel group and grades/types as defined in Appendix A, approval is required for each applicable; steelmaking process deoxidation and fine grain practice casting method condition of supply maximum thickness or diameter through thickness properties, if applicable. 1.3 Validity and Renewal The approval will be valid for four years. To maintain the approved status, the manufacturer must be re-inspected every four years. Application for renewal should be made not later than three months before the expiry date of the certificate. Any significant alteration to the approved condition during the period of validity, e.g. as described in the approval documentation (Section 3) shall be reported to the Society. A re-inspection and/or re-testing may be required when deemed necessary by the Society. New requirements for the manufacturer due to revision of this programme, i.e. imposed during the period of validity, shall take effect at the next extension, change or renewal of the approval, unless otherwise required by the Society. 1.4 Extension or Change of Approval An existing approval of manufacturer certificate may be extended with respect to the range of approval as given in Section Approval Documentation For extensions or changes to the approval conditions, the approval documentation specified in Section 3 and already submitted during the initial approval process, need not to be resubmitted. However, the documentation related to changes to the manufacturing process shall be submitted Approval Testing For extension of an existing approval to include new product categories, steel groups, or steel grades/types, full approval testing according to Section 4 is required. (See also approval coverage in Appendix A). For extension of maximum thickness or diameter of already approved grades, full approval testing according to Section 4 is required. However, the test material may be reduced to one heat, where the product for testing represents the maximum thickness for approval. For extension to include through thickness properties of already approved grades and thickness, chemical composition (Section 4.3) and through thickness testing (Section 4.10) are required. 2. Approval Procedure 2.1 Application Application for approval shall be sent to the local DNV office together with the following information: a) Name and site address of the manufacturer. b) A list of products for which approval is requested, see appendix A. The list shall include the information specified in Section 1.2. c) A brief description of manufacturing, testing and inspection facilities and equipment. 2.2 Works Inspection and Approval Testing The surveyor may request additional documentation (see Section 3) if deemed necessary, for his preparation for the works inspection to be performed. After receipt and review of the requested information the DNV surveyor will carry out a works inspection to verify that the necessary manufacturing, testing, and inspection facilities are available and supervised by qualified personnel. Approval testing shall be witnessed by DNV. 2.3 Submission of Approval Application Report On completion of approval testing, the manufacturer shall prepare and submit a complete approval application report. The approval report shall be organised in the same order and with the same indexing as described in this program, containing all the information requested in Section 2.1, Section 3 and Section 4. The language of the submitted documentation shall be English. The approval report shall be signed and dated by the manufacturer s representative, and sent to the local DNV office. 2.4 Evaluation of the Approval Report When received at the local DNV office, the approval report shall be endorsed, that is; conforming the completeness of the report and the correctness of the test results, by the surveyor witnessing the tests, and forwarded to DNV Høvik for evaluation, together with the applicable checklists. 2.5 Issue of Approval of Manufacturer Certificate Manufacturers whose works has been inspected and whose approval documentation has been reviewed with satisfactory result will be granted an Approval of manufacturer certificate and an entry made on DNV Exchange on the internet ( exchange.dnv.com/tari). 3. Approval Documentation This section lists the general information to be provided in the approval application report (see Section 2.3). The information relevant to the manufacturing of the products to be covered by the approval of manufacturer certificate shall be submitted. The language of the submitted documentation shall be English. 3.1 General Manufacturer Information an outline of the organisation structure including quality control responsibilities manufacturing process description, visualized in flow chart(s) indicating all process steps, and in particular the associated testing and inspection points a list of the manufacturers written procedures for testing and inspection. The procedures need not to be submitted,

5 Standard for Certification - No but must be available for review at the manufacturer s works upon request a list of equipment used for chemical analysis, mechanical testing, metallographic examination, non-destructive testing and thickness measurements description of the qualifications of personnel engaged in testing and inspection, including level of certification of non-destructive testing personnel procedure for product identification and traceability (including test samples). documentation showing that purchased semi-finished products are obtained from approved manufacturers 3.2 Product Information A list or table specifying: type of products (sections, plates, coil, bars) range of applicable product sizes (width, length, thickness, diameter) applicable steel grade(s) the range (minimum and maximum limits) and the aim analyses for the grain refining and micro alloying elements Al, Nb, V, Ti and B (for carbon and carbon-manganese steels) specification for through thickness properties, if applicable (Z25 or Z35) Product statistics of the chemical composition and mechanical properties (yield stress, tensile strength, elongation, impact toughness) for the applicable grades. The statistics are intended to demonstrate the capability to manufacture the products in accordance with the requirements. 3.3 Manufacturers own Certificate Form Where certification of materials using the manufacturer s own certificate validated by DNV is intended, a blank copy of the certificate form and a filled in certificate for a representative product shall be submitted. 3.4 Information on Manufacturing Route and Equipment Reheating and rolling reheating temperature and time in furnace rolling and finishing temperatures for normalised rolling or thermo-mechanical rolling a detailed description of the rolling schedule shall be presented including: reheating, rolling and finishing temperatures, reduction ratio for the final passes, cooling conditions etc. descaling treatment during rolling capacity of the rolling stands with respect to plate thickness, length and width, and/or section size Heat Treatment (if applicable) type of furnace and dimensions. heating source. sketch indicating the positions of thermocouples. accuracy and calibration status of temperature control devices. heat treatment procedures, specifying temperatures and holding times, and where applicable, information about heating and cooling rates, quenching medium and cooling medium after tempering. any re-heat treatment procedure to be given, if applicable method of cleaning after heat treatment Plates produced from coil For plates produced from coil, the following additional information shall be submitted: minimum and maximum coil mass minimum and maximum strip thickness and width minimum inner coil diameter aim temperature range for rolling finishing to be stated cooling conditions after rolling coiling temperatures. Aim temperature range to be stated description of the system for temperature control during rolling and coiling routines for control of strip dimensions. 4. Approval Testing 4.1 General requirements Unless otherwise specified herein, the testing procedures, test piece shape, test piece location and orientation, and test results shall comply with the appropriate requirements of the Rules Pt.2. In case of newly built rolling mills, newly developed types of steel or manufacturing processes; an increased scope and extent of testing may be deemed necessary on a case by case evaluation. In case the test results for the approval testing fails to meet the requirements given in this program and/or the Rules, retesting of certain tests for the same heats is in general not permitted. However, the manufacturer shall do an evaluation of the cause for the failure and implement preventive actions. The evaluation report shall be submitted to DNV together with the approval report. New approval testing on new heats after implementation of preventive actions will generally be required. Approval tests, except for determination of chemical composition and metallographic examination, shall be witnessed by DNV s surveyor. If the testing facilities are not available at the works, the tests shall be carried out at a recognised laboratory. 4.2 Test material The selected heats for approval testing shall be representative for the typical products to be approved, particularly with respect to chemical composition, deoxidation practice and specified fine grain elements. Approval testing of a higher grade may cover a similar or lower grade as given in Appendix A, provided the requirements in Section 1.2 are fulfilled. Except for this, and unless otherwise specified in the following, the testing shall be carried out on at least two different heats, for each steel grade/type to be covered by the approval. For one heat, the product for approval testing shall represent the maximum thickness for approval. For the other heat, the product should represent the average thickness, unless otherwise agreed. For ingot cast materials, the test material shall be made from the first ingot from the ladle. For continuous cast materials, the test material shall be made from the tail end of the string (i.e. the material poured when the ladle is nearly empty). Where samples from one end of the product are referred in the following, it means the end corresponding to the top of the ingot for ingot cast material, or the end corresponding to the tail end of the string for continuous cast material. Where samples from both ends of the product are referred in the following, it means the locations on the final product corresponding to the

6 6 Standard for Certification - No. 2.9 former ends of the ingot/slab/bloom/billet applied for testing (after cutting of discard). 4.3 Chemical composition For all steel types, the chemical composition as determined by heat analysis shall comprise the elements C, Si, Mn, P, S, Cu, Al, Cr, Ni, Mo, V, Nb, Ti, Sn, Sb, As, B and N, as well as any other element intentionally added. The chemical composition shall comply with the corresponding DNV Rule requirements, or a relevant recognised standard in the absence of relevant DNV Rules. In case an element is found to have a content outside the expected range for the steel type/grade in question, that is, for elements not particularly specified with max. and min. limits in the Rules, this will be subject to special consideration. For all steels the maximum allowable limits of each of the impurity elements Sn, Sb and As are: Sn 0.02%, Sb 0.02% and As 0.03%, unless otherwise agreed. 4.4 Tensile testing Tensile tests shall be made from both ends of each sample product. Yield (or proof) stress, tensile strength, elongation and, in case of round specimens - reduction of area, shall be reported. For each plate with delivery condition normalising rolling or thermo-mechanical rolling, one additional tensile test shall be made from material in stress relieved condition. The stress relieving temperature shall be at least 580 C with holding time 1 hour per 25 mm thickness, unless justified. For plate produced from coil, tensile tests shall be made from both ends and the approximate centre lap of each coil. 4.5 Impact testing Longitudinal and transverse Charpy V-notch impact tests shall be made from both ends of each sample product. The test piece orientation, test temperature and absorbed energy (average and single values) shall be reported. For plate produced from coil, longitudinal and transverse Charpy V-notch impact tests shall be made from both ends and the approximate centre lap of each coil. The plate and section products shall be tested at 40 C below the test temperature prescribed in the Rules, and at temperature increments of 20 C up to 40 C above the test temperature prescribed in the Rules (or up to maximum +20 C, whichever occurs first). The following exceptions applies: Grade NV A ( 6 mm) shall be tested at 20 C, 0 C and +20 C. Grade NV 9 Ni shall be tested at 196 C. for bars for machinery or chain cable application, the products shall be tested at 0 C the heat number, test temperatures and absorbed energies (average and single values) shall be reported, and the results shall be plotted in the form of transition curves the requirement for the tests is that the energy values comply with those specified in the Rules at the prescribed test temperature grade NV A with thickness less than or equal to 50 mm shall comply with average energy 27 J at +20 C bars for machinery application, made according to a recognised standard other than the DNV Rules, and bars for chain cable grade NV K1, shall comply with average energy 27 J at 0 C. 4.6 Strain age testing Strain age testing is required for all steels and products, except for bars for machinery application and bars for chain cable application. a) Strain age testing shall be performed on all sample heats subject to approval testing (i.e. both average and maximum thickness), and from one end of the plate. Longitudinal Charpy V-notch tests shall be made for the material in the following condition: 5% strained and aged at 250 C for 1 hour. b) the impact testing of the strain aged material shall be made at 20 C below the test temperature prescribed in the Rules, and at temperature increments of 20 C up to 20 C above the test temperature prescribed in the Rules (or up to maximum +20 C, whichever occurs first). The following exceptions applies: grade NV A ( 6 mm) shall be tested at 20 C, 0 C and +20 C. grade NV 9 Ni shall be tested at 196 C. c) The heat number, test temperatures and absorbed energies (average and single values) shall be reported. d) The requirement for the tests is that the energy values comply with those specified in the Rules at the prescribed test temperature. Grade NV A with thickness less then or equal to 50 mm shall comply with average energy 27 J at +20 C. 4.7 Metallographic examination Photomicrographs showing the microstructure at 100x and 500x magnification shall be presented. One set to be taken near the surface and one set from the mid-thickness of the product. The ferrite grain size shall be reported, except for steel supplied in quenched and tempered condition where the prior austenite grain size shall be reported. Ref. ASTM E112. The applied etching methods for the metallographic examination to be stated in the report. 4.8 Drop weight testing Drop weight testing is required from one end of steel plates with thickness 16 mm, of the product categories and for the grades as follows (see Appendix A for definitions): hull structural steels, all grades except NV A and NV B steels for low temperature service, all grades. Orientation of the specimens should be such that the crack starter weld is parallel to the direction of rolling. The products shall be tested at 5 C below the drop weight qualifying temperature (DWQT), and at temperature increments of 5 C up to 5 C above this temperature. The definition of DWQT is as follows: for hull structural steels; it means the test temperature prescribed in the DNV Rules (Pt.2 Ch.2 Sec.1) for Charpy impact tests for steels for low temperature service, it means 5 C below the minimum design temperature prescribed in the DNV Rules. Two valid specimens (Break/No-Break) are required at each temperature. All test specimens shall display a no-break result when tested at and above the given DWQT. Photographs of the tested specimens shall be taken and enclosed with the test report. 4.9 Weldability testing Extent of weldability testing Weldability testing is required for materials that meet one of the following criteria:

7 Standard for Certification - No minimum specified yield stress of 355 N/mm² or higher specified minimum impact toughness test temperature of 40 C or lower. Testing is not required for sections or bars. a) Two butt weld assemblies with K-bevel or single-bevel (1/ 2V) shall be prepared with axis parallel to the final rolling direction in plate of the maximum thickness of one heat. b) Welds shall be made in the flat position with the SAW process, except that another welding process may be employed for the root pass. One weld shall be made at the lowest preheat, interpass temperature, and heat input recommended for production welding, the other at the highest. Welding parameters shall be recorded and reported. c) Unless otherwise recommended for production welding, the heat input range shall encompass at least 1,5 to 5 kj/ mm, the applied preheat temperature shall be below 100 C, and the maximum interpass temperature shall be below 250 C. d) The weld assemblies shall be tested in both as-welded and stress relieved condition for: structural plate when thickness exceeds 50 mm all low temperature grades in all thicknesses Scope of weldability testing The following tests shall be performed for each assembly: one cross weld tensile test five sets of Charpy V-notch impact tests with the notch positioned in the weld centre, fusion line (straight side of the weld) and in HAZ at distances 2, 5, and 20 mm from the fusion line, respectively hardness tests (HV 5) across the weldment 1 to 2 mm beneath the surface with a minimum of three individual indentations made in the weld metal, in the HAZ (both sides) and in the unaffected base material (both sides) Requirements for weldability test results The requirements for the tests are: the tensile strength shall meet or exceed the specified minimum value of the base material. The location of fracture shall be reported the Charpy V-notch test temperature and energy values, except for the weld metal, shall comply with the requirements specified for the base material hardness values in as-welded condition, except for the weld metal, less than or equal to 350 HV5 are generally acceptable for steel with specified minimum yield stress 500 N/mm² or lower. For higher strength steel 400 HV5 is generally acceptable. When higher hardness values are recorded, the HAZ cracking susceptibility shall be additionally documented 4.10 Through thickness testing Through thickness testing is required for steel plates and wide flats with specified minimum through thickness properties (Z quality). Testing and inspection shall be performed according to the requirements given in the Rules. The percentage reduction of area shall be reported for each test sample, and the ultrasonic inspection report shall be submitted. 5. Suspension or Withdrawal of Certificates An approval of manufacturer certificate may be suspended or withdrawn if the Society finds it justified. Directions for suspension and withdrawal of an approval of manufacturer certificate are given by the Rules. 6.
