ASSIRAL is member of national Italian associations Assomet (Italian Association of Non-Ferrous Metals, member of Confindustria) and Centroal (Italian Aluminium Center) and at international level is member of EA, European Aluminium Association. Our Association supports fair and free trade, while safeguarding from any action that can disrupt the entire European and Italian aluminum value chain, such as this request of an anti-dumping action against imports of Silicon from Bosnia Herzegovina and Brazil. 3 Save nb: t Save Date: 20/02/ Page 3 of 10 - TDI.Limited and for parties The Italian aluminum ingots production from scrap recycling is steadily growing, driven by the increasing demand of casting from the automotive sector (see graph n.1) Metallic Silicon is a very important component of the recycling production process, ranging from 8% to 11%. The chemical composition of metallic Silicon can vary depending on the specific needs but Silicon type 441 is the most common one, under the CN code Broadly speaking the use of silicon in Italy is approx / t/y. Given the scarce production of silicon in Europe (approx MT produced by Ferropem/Ferroatlantica and MT produced by RW), the Italian market is absolutely forced to import from other countries than EU. Bosnia Herzegovina is our main supplier (28% of total imports in Italy in 2017) and Brazil is ranking in second place. Regulation EU 2016/1077 of July 1, 2016). Recycling is essential to create and support a real Circular Economy in Europe and the supply of silicon is essential to recycling : the more we recycle the less we impact on the environment and depend from primary aluminium which is produced from bauxite resources. One of the main features of aluminium is its endless possibility to be recycled without loosing any property: silicon is indispensable to process aluminium scrap and waste and to give them new life to be used by the downstream productions. In Italy roughly 75% of recycled aluminium is used in the automotive sector. AD645 - antidumping investigation on Silicon imports from Bosnia Herzegovina and Brazil 4
5 Save nb: t Save Date: 20/02/ Page 5 of 10 - TDI.Limited and for parties The total production in Bosnia which is approx ton would not even be sufficient to meet 50% of Italian internal consumption. Importing from Bosnia and Brazil is unavoidable for the Italian aluminium producers and the imposition of an anti-dumping duty on silicon imports from these two countries could dramatically affect the production costs of refiner companies, leading to very heavy costs and dangerous situations that can threaten the survival of most of them. Assiral Association members believe that this request is contrary to the interests of the Italian aluminium refiners, as well as of the other European refiners, as the imposition of an A.D. duty will disrupt the silicon flows which are essential for keeping our productions safe and sound in the European territory. Bosnian prices into Italy are in line with the European producers and follow the price increases recorded in the IP Period. Total volume of imports from both countries together remain fairly stable in the IP even though production of ingots are increasing and therefore supplies of silicon will have to increase in the near future. 6 Save nb: t Save Date: 20/02/ Page 6 of 10 - TDI.Limited and for parties Imports from Brazil will also be negatively influenced by the imposition of the A.D. duty: since the last 4 years Brazil has been suffering by a strong increase of energy prices. Assiral members fail to understand the allegations of injury that would be caused by imports from Bosnia and Brazil and, on the contrary, they consider that silicon imports from these two countries are absolutely essential for their current needs and in particular to feed future and anticipated increase in the production of aluminium ingots.
