In the morning, they followed up on files discussed at the previous meeting. The afternoon was devoted to the review of projects and the tabling of new files. The s next meeting will be held consecutively with the public hearings concerning the Nunavik Nickel project scheduled to take place during the last week of February.

3 3 1. Adoption of the agenda The agenda presented by the Chairman was adopted with a few changes. 2. Adoption of the minutes of the 164th meeting The minutes of the 164th meeting were adopted. 3. Main points of the last meeting a) Environmental and technical monitoring program for marine infrastructure in Nunavik, Makivik: A letter will be transmitted to the Administrator recommending that the specific characteristics of certain infrastructure be taken into account in the monitoring program. b) Road paving project in Quaqtaq, KRG: The s decision was transmitted by letter to the Administrator. c) Oil-fired power plant construction in Kuujjuaq, Hydro-Québec: The s decision was transmitted by letter to the Administrator. d) Mineral exploration road in the Main Sill sector, Xstrata Nickel: The s decision was transmitted by letter to the Administrator. e) Cross Lake mining project, Xstrata Nickel: The directives for the environmental and social impact assessment and review are being prepared. f) Informal presentation of long-term strategic operating plan, Xstrata Nickel: The strategic plan provides for the employment of Inuit workers. The questioned whether there will be sufficient local workers to meet labour demands including future labour development under the Nunavik Nickel project. g) Monitoring report for , Xstrata Nickel: The report was received and analyzed by the. No follow-up with the Administrator is required. h) Five-year rehabilitation plan, Xstrata Nickel: The five-year rehabilitation plan is under study. i) Quarry for road construction to the Expo mineral exploration site, Nunavik Nickel: The s decision was transmitted by letter to the Administrator. 4. Phase II marine infrastructure construction in Umiujaq, Makivik The affirmed that the phase II marine infrastructure construction projects proposed by the Makivik Corporation in Umiujaq and Kangiqsujuaq are well planned. The projects were accepted on condition that the quarry operated for phase II construction in Umiujaq be closed and rehabilitated. Moreover, the project proponent will have to identify potential quarry sites for the future maintenance of the marine infrastructure in both Umiujaq and Kangiqsujuaq.

Tabling of phase II marine infrastructure construction project in Kangiqsujuaq, Makivik Refer to item no. 4 of these minutes. 6. Tarmac and storage infrastructure expansion in Puvirnituq, MTQ The tarmac and storage infrastructure project at the Puvirnituq airport presented by the Ministère des Transports du Québec (transportation, MTQ) is an application to modify the existing certificate of authorization. The determined that it requires additional information on the location and size of the new storage infrastructure in relation to existing infrastructure. The project proponent will also have to specify the source of the granular material needed to expand the tarmac. Action: A letter to this effect will be transmitted to the Administrator. 7. Waste management site expansion in Kuujjuaq, KRG The additional information provided by the Kativik Regional Government (KRG) for its waste management site expansion project in Kuujjuaq was accepted by the. The approved the 2.5-ha expansion of the site and also recommended that another 3.5 ha be reserved for future expansion. The project proponent will be required to submit to the within two years an industrial, commercial, institutional and household waste reduction strategy. Action: A letter to this effect will be transmitted to the Administrator. 8. Kuururjuaq park project, KRG and MDDEP The Kuururjuaq park project submitted by the KRG and the Ministère du Développement durable, de l Environnement et des Parcs (sustainable development, environment and parks, MDDEP) was approved by the. The letter to the Administrator concerning the park project will be prepared based on a similar previous decision concerning the Pingualuit National Park. In particular, the letter will deal with various issues such as visitor safety, infrastructure, traditional activities and tourism, nearby mining activity and economic impacts. The project proponent will be required to submit for approval a description of future infrastructure, including proposed locations. The project proponent will have to identify the human resources necessary for park operations, explain the training planned for these resources, and outline the strategies to be implemented to limit major staff turnover. The project proponent will have to ensure that sufficient funding is available to cover the cost of park operations. Park managers will be required to co-operate with managers of the Torngat Mountains National Park Reserve. The project proponent will be directed to encourage users to reduce solid waste

5 5 in the park, as well as to provide better socio-biophysical maps of the area to justify the park s boundaries and proposed zoning. The project proponent will be directed to identify any natural concentrations of uranium in the park prior to any future mining development in the region. The project proponent will be required to promote basic and applied research in the park, as well as to ensure that research projects are analyzed by a committee that includes an independent researcher. 9. Richmond Gulf park project, KRG and MDDEP The directives for the environmental and social impact assessment and review of the Richmond Gulf park project were postponed to the s next meeting. The directives will be based on the decision and conditions applicable to the Kuururjuaq park project. 10. Mining project, Nunavik Nickel (discussion and public hearings) The public hearings concerning Canadian Royalties Nunavik Nickel project will be held in Salluit during the last week of February. The members also expressed a willingness to travel to Puvirnituq. A decision will be taken in the coming days. The members agreed that the scope of the challenges and impacts of the project are regional. 11. Update on the s 25-year report The received the draft version of part 2 of the 25-year report prepared by Benoît Brossier. The members recognized the quality of the document submitted. Since remuneration for the drafting of the report should be equal to the work required and completed, the members approved a $2500 increase in the initial fee ($5000). 12. Varia: Fuel reservoirs and wastewater treatment lagoon in Puvirnituq A few days before the current meeting, the received from the Federation of Co-operatives of Northern Québec information concerning a fuel reservoir project for Puvirnituq as well as additional information requested for the KRG s wastewater treatment lagoon project. Discussion of these projects was set for the s next meeting. 13. Next meetings: public hearings in Puvirnituq and Salluit between February 25 and 28, 2008, and meeting in Montreal near the end of April 2008 The s next meeting will be held consecutively with the public hearings concerning the Nunavik Nickel project scheduled to take place during the last week of February.
