The supplier / principals / manufacturers wh are submitting the ffer shall have in-huse steel melting, rlling, heat treatment and testing facilities. Offers submitted by manufacturer r their subsidiaries (wn stckists) will nly be cnsidered. Offers frm traders will nt be cnsidered. 2. The ffer shall be accmpanied with relevant list f the in-huse manufacturing and testing facilities which must cntain details f steel melting and refining furnaces (including VD/VOD/VCD-fr nly BQ plates), ht rlling facilities, heat treatment facilities and testing facilities and their capacities / ranges etc. 3. Past experience data as given belw shall be submitted: A) Fr BQ plates i) At least ne cpy f the mill/manufacturer test certificates fr the same r similar grade (biler quality grade f material as per ASTM spec) supplied by them t ther custmers shall be submitted. The date f the issue f "Test certificate" shall nt be lder than 3 years frm the NIT date. ii) The test certificates submitted as an evidence f the past experience f the manufacturer must indicate the cmpliance t the supplementary requirements such as vacuum degassing, lw temperature impact tests and ultrasnic testing 4. The fllwing additinal infrmatin needed t be submitted by stckists (as indicated in pint-1 abve) alng with details required as per clauses 2&3(abve) regarding manufacturers frm whm the material are/will be surced. i) Details f their stck yard w.r.t strage area. ii) Facilities fr handling f the material. iii) Their system fr dcument cntrl. iv) Traceability f material in stck viz-a-viz dcuments like mill TC's. v) Their system fr preservatin f the material. 5. Fr all new suppliers, TC review shall be dne by BHEL befre dispatch f the materials. 6. MISCC apprval is required fr new suppliers/ manufacturers/ stckists whse ffer get accepted during technical scrutiny, befre price bid pening. 7. The abve qualifying criteria (1, 2, 3 & 4) are nt applicable t the vendrs wh are already registered with BHEL Hyderabad fr BQ plates. 8. The vendrs wh are nt registered with BHEL-Hyderabad, fr the material categry under tender shall submit duly filled in vendr registratin applicatin (available in BHEL web site) alng with the enquiry. Otherwise, their ffers will nt be cnsidered. 9. BIS certificatin clause is nt applicable fr this enquiry.

2 iffirgrwr On Page 1 f 4 CARBON STEEL PRESSURE VESSEL PLATES FOR LOW AND MODERATE TEMPERATURE SERVICE (IS 2041 Grade R260 & ASME SA 516 Gr. 70) 1.0 GENERAL: The specificatin cvers the technical requirements f Biler Quality carbn steel plates used fr the fabricatin f pressure vessels and heat exchangers as per ASME Biler and Pressure Vessel cde r Indian Biler Regulatins (IBR). 2.0 APPLICATION: Fr fabricatin f pressure vessels and heat exchangers as per ASME Biler and Pressure Vessel cde r Indian Biler Regulatins (IBR) having additinal requirements f vacuum degassing, lw temperature impact test and ultrasnic test n the plates used. 3.0 CONDITION OF DELIVERY: k., U el lt ra l 3.1 The plates shall meet the requirements f IS 2041 Grade R260 & ASME SA 516 Gr.70 as per latest editin/pertinent at the time f PO and all ther requirements stipulated in this specificatin. 3.2 All the plates shall be free frm mill scales, segregatin f impurities, cracks, surface flaws, and laminatins, rugh, jagged and imperfect edges. Mill edges and / gas cut edges are nt acceptable. 3.3 All the plates belw 10mm thickness shall be suitably prtected with rust preventive catings at the time f supplies. 3.4 All the plates shall be supplied in nrmalized cnditin. 4.0 DIMENSIONS & TOLERANCES: Size f the plates shall be as per BHEL enquiry/ purchase rder. Tlerances n thickness, width and length f plates shall be as per SA 20. Hwever, n negative tlerances are permitted n thickness f the plates. 5.0 MANUFACTURE: 5.1 The steel shall be manufactured by pen hearth furnace / basic xygen / electric arc furnace. The steel may be refined by secndary refining prcess (LRF etc.). The steel shall als be Vacuum degassed as per Cl f this specificatin. 5.2 Steel making practice -- The steel shall be killed and shall cnfrm t the fine austenitic grain size (5 r higher as per ASTM E 112, Plate IV). Aluminum shall be used as grain refining element. The aluminum cntent shall nt be less than 0.020% ttal aluminum r alternatively, 0.015% acid sluble aluminum in the heat. When the plates are rlled frm cntinuusly cast slabs, the rati f slab t plate thickness shall be atleast 3.0 t HEAT TREATMENT: The plates shall be subjected t nrmalizing heat treatment. 7.0 FREEDOM FROM DEFECTS: 7.1 The finished plates shall be reasnably free frm harmful defects, such as cracks, seams, laminatins, rugh and jagged edges, etc. 7.2 Superficial defects may be remved by grinding r by ther suitable means, prvided the material is nt reduced belw the permissible limits f tlerance at the dressed spt. Hammer dressing, patching by welding, etc., are nt be permitted. 8.0 TEST SAMPLES SELECTION: 8.1 Chemical cmpsitin One sample per heat shall be taken up fr chemical analysis and all elements required as per CI.9.0 shall be reprted in the test certificates. 8.2 Tensile tests One tensile test sample (transverse t the rlling directin f the plate) shall be selected fr tensile test frm each plate as rlled, in supply cnditin. Up t 20mm (incl.) thick plates, the tensile test specimen shall be f full thickness f the plate. Fr ver 20mm thick plates, axis f the test specimen shall be lcated midway between the center f thickness and the tp r bttm surface f the plate. 8.3 Impact test One impact test (3 specimens) shall be cnducted frm each plate as rlled, in supply cnditin. The lcatin f the impact test specimens shall be adjacent t the tensile test specimens. The lngitudinal axis f the specimen shall be in the transverse r lngitudinal directin f rlling. The axis f the ntch shall be perpendicular t the rlling directin. 8.4 The test samples fr tensile and impact testing shall be extracted frm plates after cmpletin f the nrmalizing treatment. The abve specified prperties are applicable fr plate thicknesses up t and including 205 mm. Fr plates abve 205mm thickness, the prperties shall be mutually agreed ADDITIONAL REQUIREMENTS 11.1 Vacuum Degassing (Supplementary requirement, S1 as per ASME SA20): The plates shall be manufactured using vacuum degassed steel nly. The same shall be reprted in the test certificates Lw temperature Impact (Supplementary requirement, S5 as per ASME SA20): The plates shall be tested fr lw temperature impact prperties as per the details given belw: Plate thickness Test temperature C 25mm and under Over 25mm t 50mm, Incl. Over 50mm t 75mm, Incl. Over 75mm t 125mm, Incl. 5 Page 4 f 4 it.11wlim Ultrasnic testing (Supplementary requirement, S8 as per ASME SA20): All the plates shall be subjected t ultrasnic testing as per ASTM A INSPECTION AT SUPPLIER'S WORKS: 12.1 BHEL representative / BHEL appinted Inspectin Agency shall have free entry and access t all areas where the manufacture f the plates is carried ut. All reasnable facilities shall be extended t him including labur wherever necessary BHEL representative / BHEL appinted Inspectin Agency shall be given sufficient advance intimatin t witness the varius prcesses, tests etc. Punching and identificatin f test cupns and executin f varius tests shall be dne in presence f BHEL representative / BHEL appinted Inspectin Agency TEST CERTIFICATES: The test certificates fr the plates shall cnsist f the fllwing: 1) Three cpies f the test certificates (in English) shall be furnished as per IBR frmat FORM IV clearly specifying material meeting the requirements f ASME SA516 Gr.70 and rev.08. 2) Additinally, three cpies f the Manufacturer's Test certificates explicitly stating the cmpliance t IS 2041 Gr. R260 and SA 516 Gr. 70 ( S1, S5 & 58 ) & SA 20 shall als be submitted. The test certificates shall als mentin the cmpliance t rev IDENTIFICATION AND MARKING: All the plates shall be identified and marked as given belw t meet the requirement f SA 20 (I) IS 2041 Gr. R260 & SA 516 Gr: 70 (S1, S5, S8) (ii) Heat N. & Plate N. (iii) Inspectin authrity mark (iv) Name/ Brand/ Trade mark f the manufacturer (v) BHEL Order N. (vi) Rev.08 In additin t the abve, each plate shall be marked with the Standard BIS certificatin marking. The use f the Standard Mark is gverned by the prvisins f the Bureau f Indian Standards Act, 1986 and the rules and Regulatins made thereunder REJECTION & REPLACEMENT: In the event f the material prving defective in the curse f further prcessing at BHEL, the same will be rejected ntwithstanding any previus acceptance. The supplier shall replace the material at his wn cst and the rejected material will be returned after all the cmmercial cnditins are satisfied
