5 DEAS 340: 2012 Foreword Development of the East African Standards has been necessitated by the need for harmonizing requirements governing quality of products and services in the East African Community. It is envisaged that through harmonized standardization, trade barriers that are encountered when goods and services are exchanged within the Community will be removed. In order to achieve this objective, the Community established an East African Standards Committee mandated to develop and issue East African Standards. The Committee is composed of representatives of the National Standards Bodies in Partner States, together with the representatives from the private sectors and consumer organizations. Draft East African Standards are circulated to stakeholders through the National Standards Bodies in the Partner States. The comments received are discussed and incorporated before finalization of standards, in accordance with the procedures of the Community. East African Standards are subject to review, to keep pace with technological advances. 6 DRAFT EAST AFRICAN STANDARD DEAS 340:2012 Nail polish Specifications 1 Scope This Draft East African Standard specifies the requirements and methods of test for nail polishes used for cosmetic purposes. Nail polish may be coloured, colourless or pearlised. 2 Normative references DEAS 346 Labelling of cosmetics General requirements DEAS 377-2, Cosmetics List of substances which must not form part of. the composition of any cosmetic product. DEAS 377-3, Cosmetics List of substances which cosmetics must not contain except subject to the restrictions and conditions laid down. 3 Requirements 3.1 General requirements All ingredients used including dyes, pigments and colours shall conform to DEAS and DEAS in addition to the requirements below Nail polish shall not leave any unacceptable stain on the nails after being removed with the aid of an effective nail polish remover Nail polish shall be glossy on the nails after complete drying when seen visually The resins and solvents used shall have no undesirable or harmful effects on the nails e.g. cracking Nail polish may contain natural or artificial pearl essence. 3.2 Specific requirements The polish shall also conform to the requirements given in Table 1 when tested according to the methods prescribed therein. Table 2: Requirements for contaminants S/N Characteristic Requirement ethod of test 1 Lead, ppm, max 20 Annex C 2 Arsenic, ppm, max 2 Annex D 3 ercury, ppm, max 2 Annex E NOTE The total amount of heavy metals as lead, mercury and arsenic, in combination, in the finished product should not exceed 20 ppm. 4 Packaging 4.1 The product shall be packed in suitable airtight well-sealed containers that shall protect the contents and shall not cause any contamination or react with the product. 4.2 The cap of the container shall carry a brush to apply the polish on the nail. 5 arking 5.1 The containers shall be securely closed and in addition to the labelling requirements of DEAS 346. The labelling shall be in either English, Kiswahili or French or in combination as agreed between the manufacturer and supplier. The following information shall be indelibly and legibly marked on the container: a) product name; b) net contents; c) anufacturer s name, physical address, and trade mark (if any) and name and physical address of the distributor/supplier if any d) batch number in code or otherwise; e) the date of manufacture in the form mm/yyyy, and f) best before date in the form mm/yyyy ; 2 EAC 2012 All rights reserved
8 g) Country of origin h) all ingredients declared in descending order of predominance. The INCI label names (previously CTFA names) shall be used. NOTE INCI stands for International Nomenclature Cosmetic Ingredient CFTA stands for Cosmetic, Toiletry and Fragrance Association. 5.2 Where the size, shape or nature of container/package does not permit all the information above to be displayed, leaflets, hand tags, display panels, shrink wrap and the like shall be used. 9 Annex A (normative) Determination of non-volatile matter A.1 Apparatus Flat glass petri-dish, 8cm diameter. A.2 Procedure Weigh accurately 1.0g ± 0.2g of the polish in the petri-dish and place it in an oven at 105 ± 2 C for one hour. Cool to room temperature and weigh the dish. Repeat the process to bring it to constant mass. 10 Annex B (normative) Determination of drying time B.1 Apparatus B.1.1 B.1.2 icroscopic glass slide Oven B.2 Procedure Clean the glass slide with toluene or xylene. Place the slide in an oven maintained at 37 ± 1 o C for ten minutes. Remove the slide from the oven, and spread one drop of the nail polish on an area of 1 x 2.5 cm on it. Place the slide in the oven for six minutes. On removal, touch the film with the fingertip. The polish shall be taken to have passed the test if no nail polish material is left on the fingertip. 11 Annex C (normative) Adhesion test C.1 Apparatus C.1.1 C.1.2 icroscopic glass slide Pressure sensitive cellophane adhesive tape C.2 Procedure ake a film of 1 x 2.5 cm area on the glass slide, cleaned with toluene or xylene, taking one drop and spreading it with a nail polish brush. Place the slide in a horizontal position and allow it to dry at room temperature for 24 hours. After drying, press the cellotape over the film so as to cover the entire film. Pull the tape off the film immediately. The polish shall be taken to have passed the test if the film does not peel off at all. 6 EAC 2012 All rights reserved
12 Annex D (normative) Scratch test D.1 Principle of the method It is a measure of the resistance of the dried film against a scratch, under a specified load D.2 Apparatus D.2.1 D.2.2 Stainless steel spatula, 15 x 2.5 cm Scratch test apparatus The end of the hard steel needle is hemispherical and 1 mm in diameter. D.3 Procedure Apply nail polish over the clean and dry plate, allow it to spread evenly and keep it inclined for 24 hours at room temperature so that uniform dry film is produced. After the film dries, place the apparatus. Fix the needle at the end of the counterpoise, keeping it horizontal by adjusting the length of the needle. Slowly draw the base holding the spatula. Subject the needle to a load of 200g and draw along the full length of the film. The material shall be considered to have passed the test if the needle does not scratch through the film of polish. 13 Annex E (normative) Blush test E.1 Apparatus E.1.1 E.1.2 Tinplate, 5 x 15 cm Beaker, 250 L capacity E.2 Procedure Apply a thin film of nail polish over the plate and allow it to spread into a uniform film. Drain the excess. Dry the plate over 24 hours at ambient conditions. Fill a beaker to half its level with ordinary tap water. Dip the plate in water in the beaker such that half the coating is in water and the remaining portion above water. Let it stand for four hours. Remove the plate, dry it with tissue paper. Allow it to further dry at ambient conditions for four hours. Check for blush. The material can be taken to have passed if it has no slight whitishness. The film should not show any blistering or peeling off. 8 EAC 2012 All rights reserved
14 Annex F (normative) Test for lead using atomic absorption spectrophotometer (AAS) F.1 Outline of the method The sample is passed through wet digestion using pressure decomposition. The amount of lead is then determined using the AAS. F.2 Reagents The reagents used should be of analytical reagent grade. Water must be distilled or de-ionised. F.3 Procedure F.3.1 Weigh accurately 0.4g of sample and put this into a 50 L decomposition pressure tube. Add 7.0 L of concentrated Nitric acid. Add 2.0 L of water. Close the pressure vessel, and apply between 15 to 20 N/m 2 of pressure. Digest for about 2 hours. Transfer to a 20 L volumetric flask and make to the mark. F.3.2 Prepare the standard solutions for lead. Aspirate into the flame each of the standard solutions in ascending order of concentration. Take the absorbance reading for each concentration using the AAS. Plot a calibration graph of the concentration of lead in the standard solutions against the corresponding values of absorbances. F.3.3 Aspirate into the flame the sample solution. Take the absorbance reading from the AAS and give it a value X. From the graph, use the value of absorbance X to read the corresponding value of concentration. Let this value of concentration be C. 15 Annex G (normative) Test for arsenic using atomic absorption spectrophotometer (AAS) G.1 Outline of the method The sample is passed through wet digestion using pressure decomposition. The sample is further prepared using vapour generation method. The amount of Arsenic is then determined using the AAS. G.2 Reagents The reagents used should be of analytical reagent grade. Water must be distilled or de-ionized. G.3 Procedure G.3.1 Weigh accurately 0.4 g of sample and put this into a 50 L decomposition pressure tube. Add 7.0 L of concentrated Nitric acid. Add 2.0 ml of water. Close the pressure vessel, and apply between 15 to 20 N/m 2 of pressure. Digest for about 2 hours. Transfer to a 20 L volumetric flask and make to the mark. Further prepare the sample using the vapour generation method. In this method, Arsenic compounds are reduced to the trivalent state and AsH3 is generated using the varian Vapour Generation Kit. G.3.2 Prepare the standard solutions for Arsenic. Aspirate into the flame each of the standard solutions in ascending order of concentration. Take the absorbance reading for each concentration using the AAS. Plot a calibration graph of the concentration of Arsenic in the standard solutions against the corresponding values of absorbances. G.3.3 Aspirate into the flame the sample solution. Take the absorbance reading from the AAS and give it a value X. From the graph, use the value of absorbance X to read the corresponding value of concentration. Let this value of concentration be C.
