The drainage pattern of the buffer zone has natural drainage such as Damsal nala in the near vicinity of the leasehold. The dry nala in the southern part carries the surface run-off during monsoon and ultimately converge with Damsal nala towards north-western part of the lease hold. Lakhs) Public Hearing The earlier proposal for (i) enhancement of production from mines from 0.1 million TPA to milion TPA with (ii) additional concentrate 36,000 to MT per annum was applied to MOEF&CC for obtaining Environment Clearance (EC) and was presented for TOR on 22nd January EAC has approved TOR for the proposal on 15 February Based on the Approved TOR - EIA/EMP was prepared and Public Hearing was successfully completed on 31/08/2010 covering both proposals as mentioned above. After Public Hearing was completed for 2.15 LTPA, we have dropped the proposal of expansion from 0.1 million TPA to milion TPA due to non availability of area within mining lease for dumping of generated OB. 2

4 2) Introduction of the Project / Background Information (i) Identification of Project and Project Proponent Name of the Project: Name of the Project: Jindal Chromite Mine at village: Kaliapani, Sukinda Tehsil, Jajpur District, Odisha of M/s Jindal Stainless Limited. Project Proponent M/s Jindal Stainless Limited, having its registered office at O.P. Jindal Marg, Hisar , Haryana, India & Mine office at Post: Kaliapani, District: Jajpur, Odisha. The mining lease was executed in favour of M/s Jindal Strips Ltd on for 20 years w. e. from to Subsequently the name of the lessee M/s Jindal strips Ltd., was changed to M/s Jindal Stainless Limited as per Govt. permission and accordingly supplementary mining lease deed executed in favour of M/s Jindal Stainless Ltd., on w. e. from Mining operations in the area commenced from and is continuing since then by Opencast method of mining with deployment of HEMM and categorized under Category A (FM). Scheme of mining for the period to was approved under Rule 12 of MCDR vide letter No 314 (3)/2011/MCCM (CZ) / MS-58 dated Environmental Clearance was also obtained vide letter No: J-11015/12/2000- IA.II (M) dated for production of 0.1 million tonnes / annum. The chrome ore production of Jindal Chromite Mines is proposed to enhance 1LTPA to 2.15 LTPA. (ii) Brief Description of the Nature of the Project. Opencast mechanized mining project with drilling and blasting for the maximum production of 2,15,000 TPA of Chrome Ore. (iii) Employment Generation (Direct and Indirect) Due to Project. The total employment generation from the project will be around 395 (skilled, semi-skilled and unskilled) 4

5 3) Project Description (i) Type of Project (including interlinked and interdependent project, if any) This is an opencast mechanized mining project linked to end use plant in KalingaNagar(Jajpur,Odisha),Hissar(Haryana),Kothavlasa(Andhrapradesh), Raigarh (Chhatishgarh) (ii) Location (map showing general location, specific location and project boundary & project site specific layout) with coordinates. The deposit is situated in Kaliapani village, within Survey of India Toposheet No. 73G/16 to South-East corner of 73G/12. in Sukinda Tehsil, Jajpur District of Odisha. Mining is a site specific project hence no alternate site is considered. (iv) Size or Magnitude of operation. The maximum rated capacity of the project will be 2,15,000 TPA (v)project Description with Process details (a schematic diagram/ Flow chart showing the project layout, components of the project etc. should be given. Mine Production Band I (Band-I & Quarry 1) Quarry-1 mining has been discontinued since March 2013 due to open pit reaching quarriable limit due to boundary constraint. Now it is envisaged to do mining of the locked Chromite ore in the common boundary by doing joint opencast mechanized mining with the neighboring lease owners. Total approximately 1.8 million tones friable chromite ore reserve shall be mined within from the mining lease belonging to Jindal Stainless Limited. 5

6 Band VI (Quarry 2) Mining in the lease area is being carried out by mechanized opencast method. Drilling and blasting is being carried out to as per requirement. At present the working bench is at 160 mrl and is in operation in the insitu zone, extending over a maximum working length of 306 m in E /W and 233 m in N/S direction following the southern boundary of the lease with top RL at 300 m in south and bottom RL at 160 m. The dimension of the present quarry is around 233 m long and 306 m wide. Eastern boundary of M/s JINDAL STAINLESS LIMITED and western boundary of M/s BAL is the target of working on sharing basis from where the blocked ore from the safety zone shall be mined out by both the lessees. The insitu zone has been targeted with a ROM production CuM during Method of mining will be opencast under category A Fully mechanized, deploying drilling and blasting to loosen the strata and development and production by excavator-tipper combination has been proposed. Mining operation will be continued by both the lessees simultaneously. The quarry shall be in North-South direction. For the purpose of transportation of ROM, 25 tonne capacity tippers will be deployed. Haul road shall be developed wherever required at a gradient of 1:14. Disposal of waste (i) Nature of waste Run off mine Friable band and Lumpy band in this area is overlain by laterite, silicified chert and others such as float ore,diorites and piroxinites etc. The wall rock in the area is mainly laterite and weathered serpentinites. For recovery of chromite ore it would be essential to remove Overburden(OB) since opencast mechanized method of mining is continued. A total volume of about CuM i.e CuM from Qry-1 and CuM from Qry-2 shall be dumped on waste dump No CuM recovered in from joint mining shall be back filled in quarry 1 on band I. Thus the voids of quarry 1 shall be partly reclaimed. Waste generated in from quarry-2 will CuM shall be stored on dump 1. (ii) Selection of Dumping Site It has been proposed to dump the wastes on the Dump 1 in advancing manner. Back filling of southern part of Qry-1 and by dumping within the common 8

9 boundary with M/S BAL. Necessary permission under Reg.111(3) of the MMR,1961 for this dumping within common boundary has already been obtained from Director, Mines Safety vide their letter No. BJA/CH-2&12/P- 111(3)/2015/ dt At present about 2360 m long garland drain with and 440 m long retaining wall near northern boundary of low grade dump - 1 is there along with two settling tanks. Towards south side of dump 1 and north side of reclaimed area garland drain of 380 m long each shall be constructed. Retaining wall of 380 m along with garland drain shall also be constructed. Settling tank will remain as it is. Check dams intermittently in the garland drain to check and arrest sediments flowing with water shall also be constructed. Perforation (weep holes) shall be left at intervals to allow for passage of water. Adjacent to this, garland drain shall be provided to prevent any wash off or leaching of dump materials during heavy rains. Dump height will be increase to 15 m (max) from existing one. Individual slopes shall not exceed 37 and the overall shape of the dump shall be 28. Catch drains shall be provided at the inward side of the terrace. Catch drains of the terrace shall be connected to the garland drain outside the periphery of the dump. These catch drains shall have concrete open pipes followed by settling tanks to avoid wash offs. Each terrace shall have provision of berms at the outer end to reduce gully formation due to rainwater wash offs. The area of waste dump is now on Ha which will be increased to Ha by the end of proposed modified scheme period. In course of time plantation on the dead end slopes of waste dumps with local species shall be done in consultation with forest authorities. (iv) Stacking of subgrade mineral 10 to 40% Cr2O3 containing chrome ore which has no direct market at present, is considered as mineral reject (MR). During the proposed mine working about CuM MR from joint mining shall be recovered. Besides, a quantity of CuM of MR is likely to be recovered during mine working from quarry 2 / Band VI. Since the stacking of MR is for a temporary period, it is proposed to stack the minerals within the ore stack yard. There are 3 ore stack yards, the details of which are as below: 9

10 Stack Yard No. Area (Ha) Max. Height (M) (v) Selection of Site for Stacking The production of Chromite ore will be stacked in accordance with the Opencast Mining Plan. (vi) Use of Mineral & Mineral Reject ROM available in the lease area are both ore (>40% Cr 2O 3) and mineral reject (10 to 40% Cr 2O 3). Soft/fines chrome ore is available in Band I/Quarry - 1 and hard lump chrome ore is available in Band VI/Quarry - 2. Since this is a captive lease allocated by Govt., chrome ore produced from the lease can only be used in captive chrome based plants. Besides Cr2O3 other components are suitable for ferro chrome/charge chrome/silico chrome plants. The chrome ore produced from the mine is being consumed in end use plants of at Kothavalasa of Andhra Pradesh, Hissar in Haryana, Raigarh (Chhattishgarh) and Duburi, Odisha. Since these plants require high grade ore having around 46% to 48% Cr2O3, the ROM ore with around 44% Cr2O3 is sent to these plants while the ROM mineral rejects (10 to 40% Cr2O3) is stacked separately. A chrome ore beneficiation plant (COBP) is in existence within the leasehold area which is designed to process tonnes of beneficiable grade ore (having 30-35% Cr2O3) per hour i.e tonnes per month to produce around 2600 tonnes of concentrate at around 38% yield. Process adopted to Upgrade the ROM to suit the used requirement The lessee has set up a chrome ore beneficiation plant (COBP) within the leasehold area to upgrade the MR out of the ROM. The average grade of the feed shall be of 28 to 30% Cr 2O 3. A total of 20 tonnes of MR per hour is being fed in COBP and the concentrate quantity would be about 4 tph with 41 to 43% Cr 2O 3. As such yield is 20%. In this plant the tailing is being fed separately with the following data. When tailing containing 18 to 20% Cr 2O 3 will be processed it will be divided in two circuits i.e. tabling and flotation circuits. From flotation circuit the production will be around 1.2 tph and from tabling the production will be around 2.8 tph with a total production of 4 tph. Feed rate is 20 tph. Concentrate grade is 46 to 47% Cr 2O 3. 4) Site Analysis (i) Connectivity The mine is well connected with Panikoili-Rajamunda National Highway No.215, which is about 55 km east of the granted area. The nearest town and rail head (both for passenger & goods traffic) Jajpur Keonjhar Road is about 55 km from the ML area. 10

11 Tomka Mangalpur road passes in the northern side of the lease at a distance of 1.0 km. The lease area can be approached from the nearest town Jajpur Road towards south at a distance of about 58 km, via Duburi (being developed as Kalinga Nagar Steel Complex). Also one can approach from Paradeep or Bhubaneswar and from Chandikhol chowk he may reach Duburi on Daitari- Paradeep State Highway. From Duburi there is a road to the lease area via Tomka (Duburi-Daitari road) and another road via Mangalpur (Jajpur Road Kamakhyanagar road). The nearest railway siding is at Manpur near Duburi at about which is 40 km from the lease area. (ii) Land Form, Land use and Land Ownership The mine lease area is forest land (iii) Topography along with maps The chromite lease area of JINDAL STAINLESS LIMITED is situated in a flat valley with part of Mahagiri hill range and is largely covered with Alluvium and thick horizon of laterite. The valley lies between the Mahagiri hill (707.69m) on the south and Daitari range (782.42m) on the north side. The area exhibits peneplained topography marked by linearly disposed mounds of low relief. The maximum elevation in the area is 310 MRL on the southern side while the minimum elevation is 116 MRL on the north-western portion of the area. The overall slope of the area is from SE to NW. Damsala nala is the main perennial nala which flows in the south west direction and is located towards the northern side of the leasehold at a distance of 2.0 km away from the northern boundary. Various tributaries and small nalas both from the northern and southern slopes of mahagiri and daitary hill range join on to the damsala nala which finally discharge in to the Brahmani river. Staggered pattern of drilling and row to row sequence with the help of ordinary /Elec delay detonators will be adopted for the blasting purpose. During blasting of multi-rows or more numbers of holes in a single row, provision of delay detonator and NONEL/RAYDET shall be utilized in order to 12

13 control ground vibration. Further as per Ground Vibration study report made by ISM, dhanbad it is suggested that the maximum charge per delay is 566 kg & allowed total explosive consumed per round 2900 kg The above calculation & study reports are made keeping in view where the face distance is 500mtr from any structure & peak particle velocity is 15mm/m. Secondary blasting Secondary blasting is proposed. The big size boulders will be fragmented with the help of rock breaker. Type of explosive and detonator to be used Nitrate mixture such as Power gel explosive will be used for blasting. Electric detonator and Nonel system will be used for initiation / ignition. The use of Nonel system of initiation will have the following advantages : High blasting efficiency Minimize ground vibration Control fly rocks Better fragmentation Safe to handle Storage and transportation of explosives An approved and licensed magazine has already been established in the lease area. The license No is E/EC/OR/22/335(E40370) and the capacity of the magazine is as below..
