1 The following guidelines are provided as a prescriptive step process to ensure the contractual and regulatory requirements for Baylands Soil Processing are met and the appropriate quality control documentation is provided in a timely manner. Please contact info@thebaylands.com for questions. Soil Review & Acceptance Process 1. Complete Source Information Form a. Do not leave any area blank. b. N/A, TBD, None are acceptable entries. c. Submit via to info@thebaylands.com d. 2. Determine Number of Samples by type of project: a. Borrow Area (e.g., one common piece of property with the same use) b. 2 3. Testing: a. Normally provided by contractor but can be performed by BSP staff at an additional cost. b. ONLY BSP Staff are allowed to conduct sampling and testing for on-site materials. This includes materials imported beyond the estimated volume as shown on the Source Information Form. c. Prior Environmental Reports may be used for preliminary screening, but testing of the materials as excavated must occur within 6 months of import to BSP. d. Composited soil samples shall be analyzed for the following constituents. Exception: The Generator s engineer/geologist may submit a letter stating that due to the prior land uses, specific contaminants are not a concern and their respective tests aren t needed: VOCs, including MTBE4 and TPH G5 (EPA Method 8260B); SVOCs (EPA Method 8270C); Organochlorine Pesticides (EPA Method 8081); PCBs (EPA Method 8082); TPH D and MO7 (EPA Method 8015M); Asbestos (EPA Method 600/R ); Chromium +6 (EPA Method 7199); and 17 CAM metals (EPA Method 6000/7000 series): - antimony (EPA Method 6010B); - arsenic (EPA Method 200.8); - barium (EPA Method 6010B); - beryllium (EPA Method 6010B); - cadmium (EPA Method 6010B); - chromium (EPA Method 6010B); - cobalt (EPA Method 6010B); - copper (EPA Method 6010B); - lead (EPA Method 6010B); - mercury (EPA Method 7470A); - nickel (EPA Method 6010B); - selenium (EPA Method 6010B); - silver (EPA Method 6010B); - thallium (EPA Method 6010B); - tin (EPA Method 6010B); - vanadium (EPA Method 6010B); and - zinc (EPA Method 6010B). 3 4. Submit Forms and Test Results to BSP for approval a. to: and b. Jylynne to issue Project ID # via to BSP staff & Team North. c. Material Review i. If background value in is available, the higher value between background and ESL shall be used. ii. Table 2 shows the Soluble Threshold Limit Concentration (STLC) limits for the 17 CAM metals. If a test result is ten (10) times greater than this value, then perform STLC test to determine soluble concentration. Results must be less than the STLC limit to be accepted. iii. Issue Soil Acceptance Letter with conditions, as needed. iv. John to Source Info Form & Test Results to 3 rd Party Engineer (Eric Garcia or Pat Morrison) to obtain confirmation letter. John will forward letter to Jylynne, once received. v. Jylynne to send & copy of Soil Acceptance Letter to BSP staff & Team North. to include BSP ID #, volume approved, conditions (e.g., additional testing), and end date for importing materials. Exception: Materials may be imported prior to approval provided that the Source Generator is a public agency and submit a letter acknowledging: (1) they are the Generator and (2) responsible for all associated cost should the materials found to be unacceptable. 5. Administrative a. Jylynne will keep, update and distribute issue a list of approved projects for import List will include ID#, approved volume, imported volume, and estimated end date. b. Quality Control files (i.e., Source Information Form, Test Results, Soil Acceptance Letter, and 3 rd Party Engineer Letter) will be uploaded to UPC via Dropbox by John.
