1 Technical Memorandum To: Ken Kerns and Janet Dalgleish, University of Minnesota From: Jim Eidem and Kristen Schimpke Subject: Oiled Roads Investigation Summary Delisted UMRRC Superfund Site Date: December 22, 2016 Project: c: File This Technical Memorandum summarizes available historical information and analytical data collected in 2011 and 2016 for indications of polychlorinated biphenyl (PCB) or other contaminant-containing oils used for dust control on roadways at the delisted University of Minnesota Rosemount Research Center (UMRRC) Superfund Site as recommended in Fourth Five-Year Review Report (EPA, 2012). Historical Information During the Phase I Environmental Site Assessment for the UMore East project site (Barr, 2011), University employees familiar with past site activities indicated that dust suppression via oil spraying was conducted on the gravel roads pment (GUE), Porter Electric and Machine Company (PE), and U.S. Transformer (UST) sites (Figure 1). The specific timing and the source of the oil used for dust suppression was unknown. As part of the UMore East Remedial Investigation (Barr, 2012), five surface samples of gravel road materials (716A-SS1 through 716A-SS5) were collected on currently maintained but lesser used gravel roads servicing the commercial/industrial area south of 152 nd Street and were analyzed for PCBs. One surface sample of gravel road materials (101A-SS1) was collected near the UST site and analyzed for PCBs and semi-volatile organic compounds (SVOCs). The UMore East sample locations are shown on Figure 2. In 2016, Dakota County staff provided historic maps showing the oiled roads in July 1960 and other primary and secondary roads (Exhibit 1). Notes on the oiled roads map suggest that 15,983 gallons of oil were applied to the gravel roads in the vicinity of the GUE, PE, and UST sites in 1959 with at an average application rate of approximately 0.22 gallons per square yard. No information regarding the type or source of the oil used for dust suppression was identified. It is important to note that operations at the GUE and PE sites began in 1968 and operations at the UST site began in 1973 (i.e., after 1959 oil application) Investigation The University proposed collecting samples of current gravel road materials and underlying soils at four locations (R-B5-TT1, R-B6-TT1, R-B7-TT1, and R-B8-TT1) on the oiled roads shown on the historic maps in a June 2, 2016, to the Minnesota Pollution Control Agency (MPCA). The University also proposed collecting a sample on Blaine Avenue (R-C7-HA1) which is a primary road in the area. The plan was revised to include a fifth sample location (R-B5-HA1) based on MPCA comments provided in an , dated June 6, Location R-B5-HA1 is located on the former service road at the former PE building/slab and is not a maintained road. The MPCA approved the revised plan in an , dated June 20, The 2016 gravel road material investigation was conducted on June 22, Four test trenches and one hand auger were completed in the unpaved road sections at the planned locations (Figure 2). The test trenches were excavated and backfilled by Stevens Drilling and Environmental and Barr staff were present to describe and photograph subsurface conditions and collect soil samples for field screening and laboratory analysis. GPS coordinates for each investigation location are included in Table 1 and descriptions and photographs of gravel road materials and field screening results (i.e., organic vapor measurements, odors, staining, etc.) are included in Exhibits 2 and 3. Samples were collected using methods in the existing Quality Assurance Project Plan for the UMore Park/Gopher Ordnance Works Remedial Investigation (Barr, 2016). At each location, samples were collected in the top 6-inches of gravel road materials and an additional sample was collected at depth (Table 1). The samples were analyzed for PCBs, polycyclic aromatic hydrocarbons (PAHs), and RCRA metals. Laboratory reports are provided in Exhibit 4. Investigation Results The data from the 2011 Soil Reference Values (SRVs) for commercial/industrial land use in Table 2 and the results are summarized below: PCBs were detected at concentrations below the Tier 2 SRVs for commercial/industrial use in four surface samples: 716A-SS1_0-716A-SS2_0- (1.3 mg/kg total PCBs), 716A-SS3_0- and R-B7-TT1_0- (0.28 mg/kg total PCBs); and in the discolored subsurface soil encountered at R -B5-TT1_0.5-. PCBs were not detected in the other 11 samples. The gravel road materials are approximately 6-inches thick at each test pit location and were underlain by finer grained, reworked and/or native materials (e.g., silt, silty sand, or topsoil). With exception to the discolored subsurface soil encountered at R -B5-TT1, no indication of a release of hazardous substances or petroleum products (i.e., no elevated headspace readings, odors, staining, debris, free oil, etc.) were observed at the sampling locations. Summary and Recommendations The results of the investigations indicate that the PCB concentrations in formerly oiled gravel road materials (and underlying soils) near the GUE, PE, and USTs sites are below SRVs for commercial/industrial use. PCBs were detected at a concentration above Tier 1 SRVs for unrestricted use in the surficial gravel road materials at location 716A-SS2 and in the discolored subsurface soils encountered at location R-B5- P:\Mpls\23 MN\19\ Former Gopher Ordnance Works\WorkFiles\Roads\Tech Memo\Text\UMRRC Oiled Roads TM_ docx UMP024851

Based on the absence of an oily layer or presence of soil discoloration under the unpaved roads, it is likely that the discolored soil (and associated PCBs) at location R-B5-TT1 is the result of former operations or CERCLA remedial activities at the PE site rather than oil application for road dust suppression. Note that existing institutional controls for the PE site disclose the presence of soil impacts, limit land use to commercial/industrial activities, prohibit specific development scenarios, and prohibit the excavation and off-site use of soil (EPA, 2012). If the gravel road materials where dust suppression occurred (including the former gravel roads beneath currently paved roads) are excavated and considered for reuse as anything other than road base, it is recommended that the gravel road materials are characterized for PCBs prior to reuse. The MS/MSD source sample was not associated with this work order. The recovery for the 8270 surrogate terphenyl-d14 was below laboratory acceptance limits in sample R-B7-TT1_ All surrogate recoveries were within laboratory acceptance limits in the batch B6G0501 method blank and LCS. Samples R-B7-TT1_0-0.5, R-B8-TT1_0-0.5 and R-DUP-1 required dilution for 8270 analysis due to matrix interference. The recovery for 8082 surrogate decachlorobiphenyl was below laboratory acceptance limits in sample R-DUP-1. All surrogate recoveries were within laboratory acceptance limits in the batch B6G1101 method blank and LCS. This report was revised on August 22, 2016 to correct the data for analyses done on the ICPMS for soil samples, and to make edits to the case narrative related to these changes.
