2 Please review and provide response to this letter for civil services for the project identified. Ensure that all information is understood and responses are provided in all areas highlighted in yellow. PROJECT DESCRIPTION The project is currently planned to be approximately 400,000 gsf and will be located south of 9 th Street and east of 2 nd Avenue within the Iowa River Landing development. The project is a multi-use facility consisting of an arena, fieldhouse, two mixed-use structures and a hotel within the Iowa River Landing district in Coralville Iowa. This facility will be the centerpiece of the Iowa River Landing district, and will serve as one of the primary drivers for the use and public engagement of the district. Early estimates indicate that the entire facility will have construction costs between $85 and $95 million and will be delivered with two separate construction managers. The civil engineer of record will design the necessary portions of the civil work for both projects and will prepare bidding documents for each project independently, while ensuring the civil and site design is coordinated and cohesive for the entire site. A schematic site plan has been included in this letter which further describes the project s site plan and scope of civil services. A mandatory pre-proposal meeting will be held on December 28, 2016 at 2:00 PM at Coralville City Hall in the Council Chambers. Parking is available at City Hall, located at th St., Coralville, IA Any prospective Respondent must attend this meeting in order to be considered eligible for the awards. Under no circumstances will any verbal statements made by the City or a prospective Respondent be considered binding All correspondence, including any technical questions about this request, shall be submitted in writing or by to Drew Boysen, Associate Project Coordinator. Questions are to be asked no later than December 30, 2016 at 3:00 PM. Responses to any written questions will be ed to all pre-proposal meeting attendees. 3 SCOPE OF WORK Basic Services of the Civil Engineer of Record (Civil EOR) shall include the following, and as defined by Phases below: 1. Analysis, design and preparation of drawings and specifications for the Civil/Site Work, as designated in the project phases below. 2. Location of all proposed fixed site elements including but not limited to monument sign and fixed site furnishings. 3. Provision of design criteria for Delegated Design Elements (i.e. manhole structures, precast elements, retaining walls, culverts, piping), as designated in the project phase below. This may include the type of element, the design criteria, and the required shop drawing and calculation submittal requirements. 4. Prepare and lead efforts to re-zone and replatt the project site to comply with the district zoning classifications. Schematic Design Phase 1. Our survey contractor, McClure Engineering, has prepared a complete topographic and utility (overhead and below grade) survey for the area identified on the attached site plan. The survey is available on request. 2. Review conceptual architectural site plan and drawings 3. Prepare conceptual site plan showing building locations, parking areas, roads, limits of paving and hardstands, and pedestrian access points. a. Identify the existence of utilities and probable utility connection points. b. Coordinate relocation of existing private utilities to accommodate new development including conversion of overhead to underground facilities if existing facilities are to remain. c. Identify site-related limitations. d. Identify parking requirements e. Identify site drainage and water detention/retention requirements. 4. Suggest possible changes for potential savings. 5. Prepare descriptive narrative pertaining to the civil/site elements. 6. Evaluate utility size and locations confirm mechanical/electrical room locations and cross reference with utilities leading to building(s). 7. Verify need for city meetings, submissions, etc. 8. Provide project location and site plan a. Coordinate with construction managers to identify potential borrow, stockpile areas, and quantities, haul routes, staging areas, and contractor s access to the site. b. Show total development; existing and new structures, roads, parking, ponds, retaining walls, etc. c. Site demolition; identify items to be removed. 9. Provide preliminary grading plan; identify existing and proposed contours. 10. Provide preliminary stormwater management solutions and ideas including conformance with city s Post Construction Stormwater ordinance. a. Provide typical detail sheets 11. Coordinate site/civil design with adjacent road (2 nd Avenue) design by another consulting firm. 12. Attend and participate in project coordination meeting(s) for this phase a. Quantity of meetings via conference call: Approximately 10 (1 per week for 10 weeks) b. Quantity of meetings at JLG Minneapolis Office: Zero (0) Design Development 1. Identify elements that will be pre-engineered or designated design by other(s). 2. Provide Site plan a. Provide sufficient geometric information to adequately locate all new site elements. b. Identify the grid state system used. c. Show construction centerline, right-of-way limits, property lines. d. Show all features; buildings, fences, water elements (ponds, streams), etc. e. Locate control points for horizontal and vertical control. f. Demolition identify limits of demolition such as pavements, curbs, sidewalks, etc. g. Provide typical detail sheets 3. Provide Grading Plan a. Identify existing and new contours. b. Superimpose all structures and elements. c. Identify building finished floor elevations. d. Provide typical detail sheets 4. Prepare drawings for soils replacement and/or correction in compliance with the geotechnical and environmental report. Page 3 of 6

4 5. Provide Utility Plan a. Layout all utilities. Identify pipe type and size. Identify all below grade structures. b. Provide typical detail sheets 6. Provide Plan and Profiles for roads, pipes, parking lots, driveways, sidewalk, plazas, etc. 7. Provide Pavement joint plan and details. 8. Provide Erosion Control Plan and SWPPP. 9. Provide Planting and Stormwater ordinances compliance plans. 10. Provide generic section describing site/soil preparation below structures/foundations. Incorporate geotechnical report recommendations. Coordinate with Structural Engineer and Architect. 11. Provide internal QA/QC process of civil/site design. 12. Provide outline of technical specifications for civil/site elements. 13. Attend and participate in project coordination meeting(s) for this phase a. Quantity of meetings via conference call: 12 (1 per week for 12 weeks) b. Quantity of meetings at JLG Minneapolis Office: One (1) Construction Documents Phase 1. Prepare and finalize Civil/Site Design. a. Finalize Civil/Site Design calculations. b. Finalize and certify Civil/Site contract documents (Civil/Site drawings and specifications prepared for Civil/Site elements). 2. Designate systems/elements to be designed by specialty engineer and specify design criteria. Provide performance specification. 3. Participate in coordination of the Civil/Site Construction Documents with those of Other Disciplines. a. Verify that details for specific and unique conditions are addressed by all disciplines. b. Confirm cross coordination between civil and structural is complete for retaining walls, stairs, and elements adjacent to the building. c. Coordinate utility services entering the buildings. 4. Provide internal QA/QC review of Civil/Site Construction Documents. 5. SPECIFICATIONS: Civil/Site Consultant to prepare and deliver technical specifications pertaining to the civil/site elements of the project (City of Coralville follows SUDAS design specifications), except as follows: a. Provide 95% complete technical specifications to construction manager and/or architect a minimum 10 working days prior to issuing certified construction documents. 6. Provide Civil/Site Construction Documents for Peer Review. Respond to Peer Review Comments and revise Civil/Site Construction Documents accordingly. 7. Provide Civil/Site Construction Documents for Review/Approval by Local Building Official. Respond to Building Official s Comments and revise Civil/Site Construction Documents accordingly. 8. Attend and participate in project coordination meeting(s) for this phase a. Quantity of meetings via conference call: 12 (1 per week for 12 weeks) b. Quantity of meetings at JLG Minneapolis Office: One (1) Bidding and Award Phase 1. Attend and participate in pre-bid meeting at the Coralville City Hall. 2. Provide addenda and clarifications. 3. Answer bidder inquiries regarding interpretation of the Bid Documents. Construction Contract Administration Phase 1. Attend and participate in pre-construction meeting at location to be determined. 2. Submittal Review a. Review of submittals pertaining to items designed by the Civil EOR. Review of submittals shall be for general conformance with the information given and design concept expressed in the Contract Documents. b. Review of submittals pertaining to Delegated Design Elements specified by the Civil EOR. Review of submittals shall be for type and design criteria specified in Contract Documents. c. Maximum of two reviews of submittals; additional reviews are considered additional services. 3. Site visits of construction to observe and become generally familiar with the quality and the progress of the construction work relative to the Civil/Site Design. Observe for general conformance to Civil/Site construction documents. Coordinate deficiencies and resolution with Contractor and Architect; follow-up to ensure deficiencies are rectified. Prepare and distribute field report. a. Quantity of Site Visits: Assumed to be on a full time basis. 4. Review material testing and inspection reports pertaining to civil/site elements. Page 4 of 6

5 5. Preparation of a record set of drawings. Contractor to provide redline set of as-built drawings for reference. COMPENSATION Compensation for basic services shall include all meetings and site visits identified above. Compensation shall be: 1. A fee equal to REIMBURSABLE EXPENSES CLARIFICATIONS/ASSUMPTIONS PROJECT SUBMITTAL CONTENTS 1. The name and office address of the project manager who will direct work for your firm. 2. The location of the office where the majority of the work will actually be performed. 3. The names, education, experience and qualification of key staff that will be assigned to work under the agreement. 4. A discussion of the Consultant s opinion of the proposed schedule and the reasonableness of the project milestones. 5. A description of your firm s capabilities and recent projects. Emphasize recent work by personnel assigned to this project which is similar to that to be required under this agreement. 6. A narrative discussing the proposed work to be performed and the firm s approach to the project. 7. A list of sub-consultants or sub-contractors, if any, to be used and the work they will perform. 8. References, including contact names and telephone numbers, for projects similar in size and scope. 9. A disclosure of any work you do for other clients that may be affected by the work on the proposed agreement. Your proposal may include additional information as you deem appropriate. However, your proposal is limited to 20 pages in length. All submittals shall be subject to the State of Iowa s public record laws. CONSULTANT SELECTION A selection committee of City of Coralville personnel/consultants will evaluate the proposals. On the basis of information provided the selection committee will, if it deems necessary, hold interviews with selected firms. All firms submitting proposals will be notified of the selection committee s decision. The selection criterial that will be used to evaluate the proposals submitted are as follows: 1. Past experience of assigned personnel with similar work 2. Professional qualifications of firm and key personnel 3. Present workload/availability of key staff 4. Demonstration of understanding of project 5. Performance of past projects based on references 6. Proposed work approach 7. Compensation fee Page 5 of 6
