1 Position Description for Manager Willson Training Programme: Willson Training Location: 35 Tower Road, New Town with some travel within Tasmania Reports To: Executive Director, Centacare Tasmania Approved by: Executive Director, Centacare Tasmania Version: October 2012 Award: Educational Services (Post Secondary Education) Award 2010 Classification: General Staff Level 7 Full Time Equivalent: 1 FTE Context: Centacare delivers a broad range of specialised and professional support, counselling, accommodation, emergency, advocacy, education and training services throughout Tasmania. Services are available to all without discrimination. Centacare has a range of funding arrangements including specific programmes funded by both Federal and State governments departments. For each programme, Willson has a key focus upon the quality of services delivered and ensuring that the appropriate record keeping and audit trails are professionally documented and up to date. Primary Objectives: The Manager Willson Training will provide strategic and operational leadership to the RTO and a growing team of specialist trainers delivering a broad range of courses. This includes leading Willson Training s work in designing and developing training and skills development for those with multiple employment disadvantage or who are vulnerable. The Manager Willson Training will drive business development and growth activities within Centacare Tasmania and with external partnership organisations. The Manager is responsible for continually redeveloping the RTO s role within the community sector and with business, and internally with Centacare Tasmania s own needs, and ensuring that Willson Training RTO remains responsive to the training and learning needs of disadvantaged students. The role includes oversight of the development of innovative learning and assessment strategies. This position will ensure Willson Training s compliance with the VET Quality Framework and all other applicable conditions of registration under the statutory guidelines of the Australian Skills Quality Authority (ASQA) registration requirements and various funding body contractual requirements. 1 P age Position Description: Manager, Willson Training Version date: October 2012

2 This position is responsible for the coordination, development and day to day running of the RTO functions and activities of Willson Training. Manage the RTO scope of operations and ensure that all RTO obligations are met. Identify, develop the RTO as an innovative specialist training provider in the vocational training sector. Contribute to the strategic direction of the RTO as an integral member of the management team. Work with the Finance team to develop a budget for the RTO and be accountable for meeting the budget and monitoring both income and expenses/costs. Contribute specialist expertise and ongoing supervision of the development of quality learning materials in line with authorised curriculum development standards. The RTO Manager must: implement and monitor the programme s quality management system ensure policies/procedures are deployed consistently across the programme monitor quality of training and assessment provide timely information, reporting and advice to the Executive Director, Centacare Tasmania and the Board of Centacare Tasmania The position of Manager Willson Training reports to the Executive Director, Centacare Tasmania and is responsible for a team of trainers and administration employees. Major Accountabilities: 1 Leadership and Operational Management: a. As the Designated Officer of the Willson Training Registered Training Organisation (RTO), manage the RTO scope of operations and ensure that the RTO obligations are met b. Develop the RTO as an innovative specialist training provider in the vocational training sector c. Contribute to the strategic direction of the RTO, as a member of the Centacare Tasmania management team d. Work with the Finance department to develop a budget for the RTO and monitor monthly expenses and income against the agreed budget, ensuring that any variances are investigated and addressed promptly e. Manage audit processes; monitor and audit the development and delivery of Nationally Recognized training and assessment processes in accordance with delegated responsibility for ensuring the RTO complies with the VET Quality Framework and all other applicable conditions of registration f. Contribute specialist expertise and ongoing supervision of the development of quality learning materials in line with authorised curriculum development standards g. In conjunction with RTO employees, identify, develop and implement new training courses/workshops to meet industry requirements and demands h. Undertake the full range of people management including recruitment, employee development, performance management and supervision i. Monitor the training delivery and professional progress of RTO employees against identified and required training standards and provide training, coaching, support and advice when required j. Plan and facilitate regular team meetings that encourage open and honest exchange, share techniques and keep employees abreast of organisational and service specific information; k. Identify future issues, trends and best practice in the training and development arena and recommend appropriate action and/or solutions l. Demonstrate a high standard of communication skills, interpersonal skills, personal integrity, negotiation skills and ability to persuade and resolve conflicts. 3 2 Quality Assurance and Compliance: a. Ensure that the RTO complies with the VET Quality Framework and conditions of registration in all of its operations and ensure consistency of training and/or assessment across service delivery locations throughout Tasmania b. Oversee the RTO s continual learning culture and practice innovation by identifying solutions to operational problems and maintaining a professional relationship with other team members c. Coordinate and contribute significantly to the development of policy, guidelines and performance standards for training and development d. Develop operational systems and procedures which embed quality assurance standards within RTO work practices within a systematic and quality framework approach e. Provide leadership and expert advice on quality management, continuous improvement and best practice client service within a training context f. Participate in annual internal audits and action improvement items identified as part of an ongoing continuous improvement plan 3 Stakeholder Relationships: a. Establish working partnerships with industry, government and the community so that collaborative arrangements can be made to increase the responsiveness of training solutions and employability or life quality outcomes of our students/trainees b. Initiate and develop effective relationships with key stakeholders and other internal services and external organisations c. Provide advice to the Advisory Board of Centacare Tasmania, the Executive Director of Centacare Tasmania and individuals regarding RTO policy and standards on training issues, particularly pertaining to Training Packages and Australian Quality Training Framework requirements d. Oversee the development, implementation and monitoring of systems for managing stakeholder feedback in accordance with Willson Training s commitment to continuous improvement e. Establish, maintain and review effective training partnerships to generate income and training delivery opportunities f. Review partnership agreements at least annually against agreed operational and compliance responsibilities and record meeting outcomes 4 Resource Management: a. Ensure that resources including human, financial and physical assets are effectively utilised to meet the needs of the RTO and the organization b. Ensure that resourcing is sufficiently flexible and responsive in a planned manner to meet fluctuations in workload and training delivery obligations 5 Personal accountability level: a. Functions under broad direction, working with a degree of autonomy. b. Manager is expected to make policy recommendations to others and to implement programs involving change. c. Responsible for program development and implementation. d. 5 Essential requirements Selection Criteria 1 An understanding of, and commitment to, the operations of the Catholic Church and a commitment to the philosophy and core values of the Archdiocese of Hobart. 2 Essential background: i. Relevant tertiary qualification in education, business, community services or related field ii. Certificate IV in Training and Assessment (TAE40110) iii. Current Tasmanian drivers licence 3 Demonstrated knowledge and experience managing an RTO business, including working knowledge of the relevant frameworks and standards requirements for accredited training providers. 4 Demonstrated experience in developing a budget and monitoring monthly income and expenses against the agreed budget. 5 Proven experience managing teams of employees, including recruitment, employees development, performance management, supervision and quality of training co ordination and delivery. 6 Demonstrate high standard of communication skills, interpersonal skills, personal integrity, negotiation skills and ability to persuade and resolve conflicts. Experience in writing funding proposals and tenders highly regarded. 7 Demonstrated commitment to quality systems, continuous improvement and compliance within the training context. 8 Ability and willingness to undertake the relevant employee screening processes, including the provision of a National Police Criminal History Check satisfactory to the Archdiocese of Hobart and meeting the fit and proper person requirements of managing an RTO. 5 P age Position Description: Manager, Willson Training Version date: October 2012
