4 Key Result Area - Policy Appendix A Council is advised of and supported to develop policies and procedures to meet its Consents statutory responsibilities. Develop and implement effective policies and procedures within my area of responsibility Assist with strategic thinking/planning and organisation development Provide technical advice to Council/Committees and Executive Management Relevant consents processing and decision making policies and procedures are implemented, monitored, and reviewed according to agreed timeframes, and when circumstances change materially. Emerging issues and trends are identified and brought to the Director s attention in a timely manner. Positively contribute to the preparation of strategic and corporate policy. Prepare and promote policy relating to Council s Consent processing function. Partake in the development and promotion of national policy relating to Council s functions, through peer group membership. Reports to Council/Committees meet agreed timelines and quality standards. Procedural compliance is promoted and monitored. I actively contribute to strategic and corporate policy development. Council is an active party in development of national initiatives to address consents processing and decision making issues. 4

5 Key Result Area Programme Delivery Work plans and budgets are prepared, implemented, monitored and reported according to agreed procedures. Ensure that the division s annual work programmes are prepared and delivered. Ensure that services that are defined in inter-divisional service level agreements are delivered. Complete personal assignments Individual work plans contribute to the Council s long term strategies and ends policies Work programmes are delivered on time, within budget and in accordance with any specified quality, quantity, and location parameters. The community is aware of the social, economic and environmental benefits of the division s work programmes. Services are provided cost effectively. My personal assignments are completed within the terms set. Manage assigned staff in the engagement of contractors and consultants, development of programmes and assignment of tasks within budgets and Council guidelines to achieve the delivery of agreed programmes/projects. Delegate to assigned staff programmes that match the abilities of the particular staff member. Authorise accounts for payment on Council works within delegated authority. Consult with the community to ensure that the programmes meet the needs of the parties. Seek management assistance when monitoring of the programme indicates a deviation from the approved programme. 5

6 Key Result Area - Reporting I positively contribute to Annual Plan and Annual Report, and lead development of divisional work plan according to required format and within agreed timeframes. Provide divisional financial and output reporting for: - Annual Plan - Annual Report - Monthly divisional management reports - Committee Reports Provide technical reports to Council and the community. Provide relevant reports on policy outcomes to Council and the community. Monthly divisional financial and output report is prepared for Director and General Manager according to required format, and within agreed timeframes. Any significant exceptions to work programmes are reported on a monthly basis, with likely effects identified and options for resolution examined. The Director is advised early of significant success or potential failures. Lead input and content in the preparation of estimates and targets for the Division. Respond in an appropriate manner. Advise the Director, Executive Management and Council/Committees on the implications of legislation and policy review impacting on Consent processing. Assist with the communication needs of the Council that allows for the improvement of the public understanding of the Council s functions, roles and services. Appendix A The division s contributions to Council s statutory reporting requirements are relevant to the audience, and informative. Reports prepared by the division are accurate, relevant, clear, complete, technically sound, credible and valued by staff, Council and the community. Enquiries are dealt with promptly. 6

7 Key Result Area Stewardship of Resource Appendix A Protect the resources, including the infrastructural assets, of the Council. Help protect the Council s good name and reputation Assets are recorded, managed within documented risk profiles, maintained to the levels Council specifies, and there are agreed plans to restore or replace them. Systems are in place to store, back-up and manage data, information and intellectual property. Manage assigned staff and contractors in the development and implementation of asset management programmes within budgets, Council guidelines, and community requirements. Recommend staff training and awareness development needs. I actively contribute to plans and systems for the stewardship of Council resources. Provision is made to replace losses and to continue the business. My staff and I reinforce Council s desired corporate culture through our conduct. 7

8 Key Result Area Health and Safety Appendix A Comply with policies and procedures outlined in the Council s Health and Safety Management Plan. Comply with Standard Operating Procedures relating to my work. I am aware of health and safety matters generally. I take all practicable steps to ensure my own safety while at work. I take all practicable steps to ensure that no action or inaction causes harm to any other person. Investigate work related accidents (see MP3 H&S Management Plan) Approve or decline on grounds of health and safety a Contractors application for work. (see MP 4 H & S Management Plan) Initiate any actions required of me as a Divisional Manager under the Health & Safety Management Plan. I manage my workload and work habits so there is no resulting detrimental effect on my health. I involve staff in developing health and safety procedures. I provide health and safety performance reports to my Director. I comment on organisational health and safety in an annual overview report. I advise the General Manager and my Director of any serious accident, statutory notice or other issue that may result in prosecution of the SRC. 8

9 Key Result Area Civil Defence/Emergency Response Emergency Response Assist with Civil Defence or other emergency responses as required Assist with marine oil spill responses as required I display a willingness to assist. I contribute towards achieving an effective response. I perform a variety of tasks when requested by Regional On-Scene Commander (ROSC) or the Regional Civil Defence Controller (RCDC). Carry out any responsibilities delegated or requested by the RCDC or the ROSC or his/her representative in potential emergency/incident situations Attend/participate in/contribute to exercises, training courses as requested by the RCDC or the ROSC or his/her representative.. 9

10 Person Specification The following experience and attributes are sought for this position. Qualification and Experience A relevant tertiary qualification in resource management, physical sciences, environmental law, or any relevant regulatory area. Extensive experience in resource management and/or regulatory enforcement, preferably in local government. A broad knowledge of all relevant statutes and regulations pertaining to the resource management functions of a regional council. A thorough knowledge of the resource consent application process and associated management issues. Experience in managing staff. Experience in managing consultants and ensuring that costs remain with budget targets. Skills and Attributes Excellent oral and written communication skills, in particular ability to effectively and concisely present information to Council, management and the public. Strong and effective inter-personal skills and leadership and mentoring abilities. Sound report writing and auditing skills. Pragmatism, initiative and good analytical and judgment skills and a disposition to solving problems. Good organisational skills and an ability to work under tight time constraints to produce quality work. An ability to relate to a wide range of people and a proven commitment to quality customer service and teamwork. An ability to deal with conflict and a knowledge of how to resolve it in a non-adversarial manner. Political awareness. 10

Civil Defence Duties All staff of Environment Southland may be required to undertake Civil Defence duties in the event of an emergency. Training will be given as appropriate. Performance Review We have a Performance Development Programme (PDP) that is the basis for performance assessment at all levels of the organisation. Individual performance plans are negotiated from time to time. Remuneration Fixed Remuneration will be paid according to the skills and experience of the appointee.
