1 DRAFT Sampling Prtcl Fr the LEED Canada fr Hmes Prgram Applicable t prductin builders (Ballted Versin) This dcument prvides guidance n using the Sampling Prtcl t verify LEED Hmes. It includes infrmatin explaining in what cases and fr which LEED Canada fr Hmes credits sampling is apprpriate, as well the prcedures that builders, LEED Canada fr Hmes Raters, and LEED Canada fr Hmes Prviders must fllw when using sampling. Nte that sampling is nt a shrtcut t LEED Canada fr Hmes Certificatin. This sampling prtcl is intended t be a sharing f quality assurance tasks between the builder and LEED Canada fr Hmes Rater. As a builder assumes mre respnsibility fr quality assurance, less need exists fr the LEED Canada fr Hmes Rater s invlvement in the QA f the LEED Hmes. The sampling rate allwed is prprtinal t the relative rles f the builder and the LEED Canada fr Hmes Rater. LEED Canada fr Hmes Raters are encuraged t nly use sampling rates that are apprpriate fr the level f green hme building skills demnstrated by each builder, and t ensure that the use f sampling des nt reduce the quality f any certified LEED Hme. Sampling refers t verificatin and testing, nt implementatin. Each and every hme must be built t the same high LEED Canada fr Hmes standard, and include all f the measures apprpriate t meet the gals f the builder / subdivisin. Glssary f Terms Sample Set a specific grup f hmes frm which ne r mre individual hmes are randmly selected fr testing and verificatin. Over the curse f time, there may be mre than ne Sample Set in a given subdivisin. Tested Hmes the hmes in the Sample Set that are selected fr testing and verificatin. LEED Requirements fr Sampling Set the list f LEED Canada fr Hmes measures that are incrprated int all f the hmes in the Sample Set. Failed Item 1 any credit cntained in the LEED Requirements fr Sampling Set that is nt met in a Tested Hme, including insulatin installatin, duct leakage, prescriptive air sealing requirements, rm-by-rm air flws, mechanical system efficiency, irrigatin efficiency, lt permeability, etc. 1 Nte: It is the LEED Canada fr Hmes Rater s respnsibility t minimize the pssibility f failures, by practively wrking with builders (and their trades) in the manner utlined in Step 1 belw. 2 Eligibility T ensure that hmes being sampled still meet the high standard f the LEED Canada fr Hmes prgram, the LEED Canada fr Hmes Prvider, the LEED Canada fr Hmes Rater, and the Builder must meet minimum qualificatins befre using the LEED Canada fr Hmes Sampling Prtcl. LEED Canada fr Hmes Prvider Qualificatins All LEED Canada fr Hmes Prviders that chse t use this sampling prtcl must be apprved by CAGBC t d s. This apprval is granted n a case-by-case basis, but requires the submittal f the fllwing infrmatin t CAGBC: The name f the Prvider s sampling manager (e.g., LEED Canada fr Hmes Certifier), r the persn wh versees all sampling, ensures that it is dne prperly, and trains the raters. The list f LEED Canada fr Hmes Raters that will be eligible t rate sampled hmes. A list f ther relevant qualificatins, including: An estimate f the number f hmes that the LEED Canada fr Hmes Prvider has individually qualified as: ENERGY STAR r equivalent labeled hmes LEED Hmes A list f any ENERGY STAR r equivalent prjects that the LEED Canada fr Hmes Prvider has cmpleted that invlved sampling, including the status f the prjects and the number f hmes; A list f the LEED Canada fr Hmes Prvider s experience in training subcntractrs n a wide range f green hme building measures. A list f ther related experience, including: research wrk, prvider field technician, etc. Green Rater Qualificatins The LEED Canada fr Hmes Prvider will submit the fllwing infrmatin t CAGBC: An estimate f the number f hmes that the LEED Canada fr Hmes Rater has individually qualified as: ENERGY STAR r equivalent labeled hmes LEED Hmes A list f any ENERGY STAR r equivalent prjects that the Green Rater has cmpleted invlving sampling, including the status f the prjects and the number f hmes; Canada Green Building Cuncil Page 2 January 20, 2009

3 Builder Qualificatins All builders must meet the fllwing requirements t qualify t use the Sampling Prtcl fr LEED Hmes. Builder must have established prcedures fr training subcntractrs and incrprating in-huse quality cntrl techniques (See Step 1 belw). Builder must have the cnsent f the LEED Canada fr Hmes Prvider that sampling is acceptable and apprpriate, based n the builder s quality management prcess, prir experience with green building practices, and/r prir experience with sampling. Applicability The LEED Canada fr Hmes Sampling Prtcl is nly applicable t certain types f prjects. Please check that each prject meets the fllwing criteria befre initiating sampling: All hmes being sampled shall be f the same cnstructin type using the same envelpe systems. The Sampling Prtcl may be applied t any Sample Set within the same subdivisin r metrplitan area and climate zne, prvided the fllwing: Each Sample Set is made up f hmes at the same stage f cnstructin Each Sample Set is cmprised f hmes eligible fr testing and verificatin within a 30-day perid Each participating subdivisin is subject t testing and verificatin n at least ne hme in any 90-day perid Each participating subdivisin must start at least ne hme in any 90-day perid All hmes must have a cre set f cmmn LEED Canada fr Hmes measures, hereafter called the LEED Requirements fr the Sampling Set. The LEED Requirements fr the Sampling Set The Sampling Prtcl is designed t reduce verificatin csts fr prductin builders. Please nte that the certificatin fees paid t CAGBC are nt reduced as a result f using this Sampling Prtcl. This Prtcl nly applies t similar hmes with similar installed features. Each sample set will have ne list f LEED Canada fr Hmes measures that are cmmn t all f the hmes in the Sample Set. This list is referred t here as the LEED Requirements fr the Sampling Set. 4 If sme hmes cntain additinal LEED measures, the LEED Canada fr Hmes Rater may either: Rate and test the hme separately, r Rate the hme as if it was the same as the thers in the sample set (i.e., withut credit fr the additinal LEED measure). Ideally, LEED Canada fr Hmes Raters will wrk with Builders t create a set f cmmunity scale specificatins tht includes ne set f LEED measures that enable all f the hmes in that subdivisin t qualify as LEED Hmes (i.e., the ne set f LEED requirements is designed t ensure that all f the hmes in that Sample Set achieve r exceed the single assigned LEED scre fr all hmes in the Sample Set). With this apprach, the builder can build all f the hmes t ne set f specificatins, and be assured that all hmes will achieve the predefined LEED certificatin level (if the sampled hmes pass the necessary inspectins and perfrmance tests). All hmes in a Sample Set must achieve the same Perfrmance Tier. If, fr example, a builder wants t build hmes t tw different sets f specificatins in the same subdivisin ne set Silver and the ther set Gld the builder must create tw Sample Sets, each t be rated and verified separately. Relatinship between Quality Management and Sampling Prtcl Many builders have existing and well-develped quality management plans. Other builders d nt have ne. Sampling is a prcess whereby the respnsibility fr quality management is shared between the builder and the LEED Canada fr Hmes Rater. The builder s quality management plan is the builder s cmmitment t their share f the quality management prcess. This sampling prtcl is the LEED Canada fr Hmes Raters cmmitment t their share f the quality management prcess - which is highly dependent n the builder s ability and cmmitment. A builder that chses t use this sampling prtcl shuld have a quality management plan. If the builder des nt have ne, the first step is t create ne. Basic elements f a quality management plan include: i. Designate and train builder s in-field supervisrs and their specific versight and sign-ff respnsibilities; ii. Develp detailed scpes f wrk fr each trade that are fcused n qualitycritical tasks; iii. Include scpes f wrk, and cmpliance requirements in all trade cntracts; iv. Plan and cnduct kick-ff meetings fr each prject (e.g., subdivisin) where perfrmance gals and cnsequences f missing perfrmance gals are clearly specified; v. Prvide apprpriate training n green hme building, inspectins, and perfrmance testing requirements t all trades befre starting wrk n the prject; Canada Green Building Cuncil Page 4 January 20, 2009

5 vi. Require trade and builder supervisr apprval and sign-ff n all qualitycritical measures; and iii. Schedule the LEED Canada fr Hmes Rater t be n-site during the cmpletin f each measure (that requires testing) in the first hme in sample set. Step 1: Preparatin and planning 1. Builder cnducts a preliminary meeting (in persn r by phne) with the sampling manager t discuss and learn the terms and implicatins f sampling. This meeting shuld happen well in advance f the first sample set being ready fr inspectin. Ideally, this discussin shuld happen at the time f signing the builder agreement (i.e., pre-design and pre-cnstructin). 2. Builder assembles an integrated prject team, including the capabilities described in ID 1.2. Builder defines the rles and respnsibilities fr each member f the Prject Team within the cntext f sampling and n-site quality cntrl. 3. Builder and the apprpriate members f the prject team meet with Prvider t cnduct a preliminary rating, as per ID credit 1.1. The LEED Canada fr Hmes Rater may make general recmmendatins n additinal measures that builder may need t cnsider. The builder team and the LEED Canada fr Hmes Rater will agree n the LEED requirements fr the Sample Set the suite f credits that have been selected t meet the target award level. 4. If the builder plans t use the perfrmance pathway in the EA categry, the LEED Canada fr Hmes Rater must cnduct a preliminary wrst-case energy rating. This energy rating must be cnducted fr the wrst-case hme (based n insulatin, windw glazing, rientatin, etc.) in each Sample Set, and it must fllw the guidelines put frward by CRESNET. If the wrst case hme is nt bvius, the LEED Canada fr Hmes Rater must rate several hmes t identify the wrst case energy rating. 5. The builder will meet with the entire prject team, either individually, at a prject team meeting, r thrugh a design charrette (as in ID credit 1.3), t explain the measures that are applicable t each trade r sub-cntractr. 6. The builder is encuraged t hst in-huse training sessins with anyne invlved in cnstructin, including trades and sub-cntractrs, t ensure that all design decisins are implemented cnsistently and prperly in the field. Step 2: Demnstrating cnsistency within a market In rder t qualify fr sampling within a metrplitan area, a builder must cnduct testing and verificatin n at least seven cnsecutive hmes withut any failures. If the LEED Canada fr Hmes Prvider lacks cnfidence in a builder s ability t shw cnsistency in green building techniques, r if a builder is new t green hmebuilding, the Prvider is entitled t extend this initial metrplitan area testing phase fr 5 additinal hmes. 6 If any failures ccur, the builder must cntinue t cnduct testing and verificatin n all hmes until seven hmes in the metrplitan area are cnsecutively built and verified withut any failures. Step 3: Initial Testing and Verificatin In rder t qualify fr sampling within a subdivisin, a builder must cnduct testing and verificatin n at least three cnsecutive hmes withut any failures. If any failures ccur, the builder must cntinue t cnduct testing and verificatin n all hmes until three hmes in the subdivisin are cnsecutively built and verified withut any failures. If a LEED Canada fr Hmes Prvider lacks cnfidence in a builder s ability t shw cnsistency in green building techniques, r if a builder is new t green hmebuilding, the Prvider is entitled t extend this initial subdivisin testing and verificatin phase fr three additinal hmes. Over time, if there is a change f subcntractrs, r substantial change in architectural designs, the initial subdivisin testing and verificatin f three hmes must be repeated. Step 4: Inspecting Sample Sets f LEED Hmes Selecting Sample Sets The builder must identify a Sample Set, r grup f hmes ready fr diagnstics. Each Sample Set shuld include hmes that will have drywall cmplete, interir dr jams installed, HVAC system installed, and final air sealing cmpleted within a reasnable blck f time (e.g., ne mnth). The LEED Canada fr Hmes Rater must be able t chse any address frm the batch fr diagnstics randmly and withut preference r bias. The Sample Set must cntain at least 7 hmes, all f which are ready fr inspectin within a ne mnth perid. Sample Testing and Verificatin The LEED Canada fr Hmes Rater randmly chses a sub-set f the hmes t be the Tested Set (per Exhibit 1), and then cnducts the apprpriate testing and verificatin fr thse hmes. When selecting the Tested Set, the LEED Canada fr Hmes Rater shuld select different mdels t ensure an effective sample. Canada Green Building Cuncil Page 6 January 20, 2009

7 Exhibit 1 Recmmended Sampling Rates fr Prductin Builders in the LEED Canada fr Hmes Prgram Builder s Green Hme- Building Experience New t LEED Canada fr Hmes Limited experience with LEED Hmes Very experienced with LEED Hmes Examples Builder s 1 st Subdivisin Builder s 2 nd Subdivisin Builder s 3 rd Subdivisin Sampling Rate 33% (1 ut f every 3) 20% (1 ut f every 5) 15% (1 ut f every 7) Step 5: Respnding t Failures Initial Failures If any rated hme within the Sample Set experiences a Failed Item (i.e. any measure des nt meet specified level determined in the LEED Requirements fr the Sample Set), the fllwing ccurs: 1. The builder will be directed t fix the Failed Item in all f the hmes in the sample set, and 2. 33% (r 1 ut f every 3) f the remaining hmes in the sample set will be randmly selected fr inspectin and testing regarding the Failed Item. Additinal Failures If any failures ccur in the additinal tested hmes, the fllwing ccurs: 1. The builder must fix the Failed Item in all hmes in the Sample Set; 2. The builder must undertake a rt-cause analysis t identify the surce f the prblem causing the failure; 3. The builder will fix the cnstructin prcesses and/r building cmpnents causing the prblem; 4. The builder will cnduct any necessary training, including trades and/r subcntractrs; and 5. All remaining hmes in the Sample Set must be individually inspected and tested fr LEED Canada fr Hmes cmpliance regarding the Failed Item. 6. The LEED Canada fr Hmes Rater may require all future sampling t be dne at a higher rate (e.g. 20% r 33%). Multiple Additinal Failures Canada Green Building Cuncil Page 7 January 20, 2009

8 If a builder s subdivisin experiences 3 failures within a 6-mnth perid, sampling is n lnger allwed until all f the fllwing is dne: 1. The builder cnducts a rt-cause analysis t identify any and all prblems related t sampling, including cnstructin cmpnents and prcesses; 2. The builder cmmunicates the results f the rt-cause analysis t all members f the prject team, and cnducts necessary training fr all relevant team members, including trades and sub-cntractrs. 3. The builder cmpletes the Initial Testing phase (Step 3 abve), including the successful cnstructin, testing, and inspectin f three cnsecutive hmes. 4. The builder demnstrates t the LEED Canada fr Hmes Prvider s satisfactin that any and all surces f failure have been remedied, and the builder is ready t cnsistently cmply with the LEED Canada fr Hmes Rating System. After any failures, the LEED Canada fr Hmes Rater is encuraged t increase the sampling rate (e.g. t 20% r 33%) until the builder demnstrates readiness t resume minimum sampling rate. Step 6: Prvider Reprts Certified Hmes If each tested hme within the Sample Set is successfully inspected and verified and all measures in the LEED Requirements fr the Sample Set are met r exceeded, then all hmes in the Sample Set are ready t be certified as LEED Hmes. Each hme in the Sample Set will receive the same LEED scre and will be certified at the same Perfrmance Tier. N hme in a Sample Set may be certified as a LEED Hme until the sampling prtcl is successfully cmpleted fr that Sample Set. The LEED Canada fr Hmes Prvider must keep a recrd f every hme in the Sample Set, bth tested and nt, and f any failures and their reslutin. Hw t Verify Different LEED Canada fr Hmes Credits Each Sample Set will include measures frm each f fur different categries: Nn-sampled measures Subdivisin-wide measures Measures with perfrmance threshlds Prescriptive measures Each f these categries requires a different apprach t inspectin and verificatin. 9 Nn-Sampled Measures Sme measures in the rating system must be verified fr each hme in the Sample Set. Where applicable, hmes with identical designs can duplicate verificatin t the LEED Canada fr Hmes Rater. These credits include: MR The builder must demnstrate cmpliance with these requirements fr each hme in the Sample Set. If there is ne set f purchasing dcuments, cmpliance can be demnstrated fr an entire subdivisin r develpment. One Accuntability Frm can be signed fr all f the hmes in the Sample Set, but the requirements must be verified fr each hme. IEQ 4.1 The builder must demnstrate that each hme in the Sample Set cmplies with the basic utdr air ventilatin requirements in this prerequisite. One Accuntability Frm can be signed fr all f the hmes in the Sample Set, but the HVAC cntractr must cnduct apprpriate calculatins and designs fr each hme. IEQ 6.1 The builder must demnstrate that rm-by-rm lad calculatins are perfrmed separately fr each hme in the Sample Set, as per the requirements in the measure. One Accuntability Frm can be signed fr all f the hmes in the Sample Set, but the HVAC cntractr must cnduct apprpriate calculatins and designs fr each hme separately. Subdivisin-wide Measures Sme measures in the rating system can be verified fr an entire subdivisin, rather than hme-by-hme. In these cases, the LEED Canada fr Hmes Rater can verify ne time that a measure has been achieved. Where apprpriate, these credits may be verified fr multiple Sample Sets within the same subdivisin. These credits include: ID 1.1, 1.2, & 1.3 The requirements in each Integrated Prject Planning credit can be achieved nce fr an entire Sample Set r subdivisin. ID 2.1 If applicable, the requirements f the Durability Planning prerequisite can be met nce fr an entire Sample Set r subdivisin. ID 2.3 If applicable, a builder can submit ne Quality Management Plan fr an entire Sample Set r subdivisin. LL 1 If the entire develpment meets the requirements f LEED-ND, each hme in the develpment can receive pints accrdingly. LL 2 If the entire Sample Set (r subdivisin) meets the requirements, each hme in the Sample Set (r subdivisin) can receive pints accrdingly. LL 3.1, 3.2, & 3.3 If the Sample Set (r subdivisin) meets the requirements, each hme in the Sample Set (r subdivisin) can receive pints accrdingly. LL 4, 5.1, 5.2, 5.3, & 6 If the center f the Sample Set (r subdivisin) is within the distances prvided in each credit, each hme in the Sample Set (r subdivisin) can receive pints accrdingly. SS 6.1, 6.2, & 6.3 This calculatin shuld be dne fr an entire Sample Set r subdivisin. Canada Green Building Cuncil Page 9 January 20, 2009

10 MR 1.1 If each hme in the Sample Set (r subdivisin) has the same framing rder, this credit can be met nce fr all f the hmes in the Sample Set (r subdivisin). If the framing csts are bundled tgether, the average waste factr fr the entire Sample Set (r subdivisin) can be calculated t satisfy this prerequisite. MR 3.1 & 3.2 Waste management planning can be cnducted nce fr an entire Sample Set (r subdivisin), and waste reductin can be calculated fr an entire Sample Set (r subdivisin) based n the average waste per square ft f cnditined space in all the hmes in the Sample Set (r subdivisin). AE 1.1 & 1.2 One peratins and maintenance manual can be designed fr the entire Sample Set (r subdivisin), as per the requirements in the credit, but each hmewner must receive a separate cpy f the manual. Walkthrughs and enhanced trainings can be cnducted with grups f hmewners, but each hmewner must receive the training as described in the credits. Measures with Perfrmance Threshlds Sme measures in the LEED Canada fr Hmes Rating System require calculatins r testing, and reward mre r fewer pints depending n the perfrmance achieved in the hme. These measures may be eligible fr verificatin sampling, but in every case they require greater care n the part f the builder and the LEED Canada fr Hmes Rater. The number f pints achieved may depend n the wrst-case perfrmance f any sampled hme. These measures include: SS 1.2 Each hme can receive this credit if all f the requirements in the first bullet are met and an average f at least 40% f the buildable lt area in the Tested Set is left undisturbed. SS 2.3 & 2.4 The number f pints achieved fr these credits must be based n the wrst-case perfrmance f any hme in the Tested Set. SS 4.1 The number f pints achieved fr this credit can be based n the average perfrmance f all hmes in the Tested Set. WE 1.1 Each hme in the Sample Set must have a rainwater harvesting system, and the number f pints achieved fr this credit must be based n the wrst-case perfrmance f any hme in the Tested Set. EA 1.2 The number f pints achieved fr these credits must be based n the wrst-case perfrmance f any hme in the Sample Set, as per the CRESNET guidance. Parameters included in the energy rating (e.g. air infiltratin, insulatin grade, huse rientatin, duct tightness) must be set based n the wrst-case perfrmance f any hme in the Tested Set. EA 3.1, 3.2, & 3.3 The number f pints achieved fr reduced air infiltratin must be based n the wrst-case perfrmance f any hme in the Tested Set. Canada Green Building Cuncil Page 10 January 20, 2009

11 EA 5.1, 5.2, & The number f pints achieved fr reduced distributin lsses must be based n the wrst-case perfrmance f any hme in the Tested Set, unless the hmes have nn-ducted HVAC systems. EA 10 The number f pints achieved fr renewable energy systems must be based n the wrst-case perfrmance f any hme in the Tested Set. Prescriptive Measures Mst f the measures in the rating system are prescriptive, and include a pass/fail verificatin effrt. While sme f these credits may require testing r calculatins, the minimum threshlds are designated and must be met r exceeded, accrding t the specific requirements in the rating system. Any prescriptive measures included in the LEED requirements fr the Sample Set must be achieved by every hme in the Tested Set. If any hme in the Tested Set des nt include the cmplete LEED Requirements fr a Sample Set, the missing measures are cnsidered Failed Items and are subject t the prvisins in Step 5 abve. Sample Calculatins A set f example calculatins are presented in Exhibit 2. These calculatins address the fllwing three scenaris: Scenari 1: Builders that are new t LEED Hmes; Scenari 2: Builders that are mderately experienced with LEED Hmes; and Scenari 3: Builders that are very experienced with LEED Hmes.
