6 Public Involvement and Participation o Continue to update Stormwater Management Plan on an annual basis to reflect City s current and future stormwater related activities. o The Executive Summary for the Stormwater Management Plan (SWMP) is below. 8 EXECUTIVE SUMMARY The Washington Department of Ecology issued a 5-year stormwater discharge permit to Phase 2 cities, which includes Granite Falls, on January 17, The permit requires cities to commit to phasing in stormwater tasks, regulations, maintenance practices and reporting requirements over the 5-year permit cycle. This Stormwater Management Plan identifies those commitments necessary to implement this Stormwater Management Program (SWMP). This Plan is organized by the subjects listed in the permit. Specific tasks identified in this plan may change over time as the City gains experience with the Stormwater Management Program. There are seven major requirements in the permit. The City, as part of this Plan, has developed a suite of tasks and measurable goals to satisfy the permit requirements. The permit requirements and tasks that have been developed are outlined below: 1. Reporting Requirements Submit Annual Report by March 31 st Implementation of the Phase 2 Stormwater Management Program will require significant commitment by the City both in terms of personnel hours and financial resources. The City will need to make a long-term commitment to maintain the stormwater program in order to achieve long-term compliance with the Phase 2 stormwater permit. 9

Three options are available. You can choose 1, 2, or all 3 of the following training options depending on the City s specific needs: Option 1 - General Awareness Level IDD&E Training (Permit Section -S.5.C.3.f.ii) Who should attend? All municipal field staff should attend this training if they might come into contact with or otherwise observe an illicit discharge or illicit connection to the storm sewer system as part of their normal job responsibilities. This may include staff from Utilities (Stormwater and Street crews), Police, Fire, or other departments. The training lasts approximately 1 hour and includes: An overview of the Phase II IDD&E permit requirements How to identify an illicit discharge/connection Proper procedures for reporting and responding to an illicit discharge/connection. Option 2 - Response Level IDD&E Training (Permit Section - S.5.C.3.f.i) Who should attend? Municipal field staff should attend this training if they are responsible for identification, investigation, termination, cleanup, and reporting illicit discharges, including spills, improper disposal, and illicit connections. The training lasts approximately 4 hours and includes: 16

17 How to identify, investigate, terminate, clean up, and report illicit discharges Effective field protocols and examples Enforcement and removal procedures A group dry weather inspection (weather permitting) of a stream or outfall of your choice Lessons learned from other jurisdictions. Option 3 - Operations and Maintenance Training (Permit Section - S.5.C.5.h) Who should attend? Municipal employees whose construction, operations, or maintenance job functions may impact stormwater quality. The training lasts approximately 1 hour and includes: An overview of maintenance standards specified in Chapter 4 of Volume V of the 2005 Stormwater Management Manual for Western Washington How to conduct annual inspections of stormwater treatment and flow control facilities How to conduct annual inspections of catch basins and inlets Sample field checklists to record inspection data Overview of best management practices (BMPs) Overview of standard operating procedures (SOPs) with examples Overview of how to develop and implement a Stormwater Pollution Prevention Plan (SWPPP) with examples. Location Herrera will provide training at the City, for as many or as few staff as you require, based on the NPDES training requirements. Cost The cost of training will be negotiated with the City tailored to the needs of the City, the training options selected (i.e., Option 1, 2, and/or 3), and the number of people trained. 19 Controlling Runoff from New Development, Redevelopment and Construction Sites o Adopt revised ordinance that addresses LID and O&M requirements stated in the NPDES permit by August 16, 2009 with an effective date of November 16, o Continue plan review. o Inspect proposed construction sites prior to, during, and after construction to reduce sediment transport and to ensure City codes are being met and that stormwater facilities were built per approved plans. o Document site visits and observations. o Document enforcement actions taken during site inspections. o Document maintenance schedules and inspections. o Continue to have the Notice of Intent for Construction Activity available to developers. o Ensure staff is trained on policies pertaining to controlling runoff (including plan review, inspections, permitting, and enforcement) by November 16,

21 Pollution Prevention and Operation and Maintenance for Municipal Operations o Develop O&M Program that adopts O&M Standards (see Controlling Runoff... Section) by February 15, Program must also include practices to reduce stormwater impacts and reduce pollutants in discharges (per Section S5.5.f and S5.5.g of the NPDES Phase II Permit). o Inspect stormwater facilities per enclosed schedule. Needs to begin by February 15, o Create a Stormwater Pollution Prevention Plan (SWPPP) for City-owned heavy equipment maintenance or storage yards and material storage facilities that are not subject to other NPDES permits by February 15, o Record maintenance activities. o Train staff on O&M Program 21

24 TMDL Monitoring o The following three sites shall be monitored monthly for fecal coliform (see enclosed map).
