2 Job Profile JOB TITLE GROUP TEAM LOCATION RESPONSIBLE TO Middle East Protection Advisor International Eurasia & North Africa Amman, Jordan (with requirement to travel to Iraq, Lebanon, Syria and Yemen) Middle East Response Director PART 1 JOB DESCRIPTION 1. JOB OVERVIEW Tearfund is a Christian relief and development agency working in more than 50 countries, including locations in the Middle East. As part of our Middle East crisis response, Tearfund launched a comprehensive Protection strategy targeting vulnerable populations. The strategy includes multi-sectoral initiatives in collaboration with NGO and inter-government organizations and agencies providing related services. The Middle East Response Protection Advisor (MERPA) position is a key member of the Middle East Response Team, based in Amman, Jordan, with extensive travel to Iraq, Lebanon, Syria and Yemen and other areas where Tearfund Middle East Response will expand to. Under the overall direction of the Tearfund Middle East Response Director and coordination with Tearfund s Global Protection and Gender Unit (based in Headquarters in the UK), the MERPA will represent Tearfund in these countries. The MERPA will provide both technical support as well as operational and coordination leadership for Tearfund s Middle East response programming including staff/partner training and sensitisation, liaison and coordination with organisations working in the refugee and IDP setting, and overall strategy/program development, monitoring and evaluation. Tearfund works in direct implementation and in partnership with local NGOs and faith-based groups. The MERPA will lead support to both Tearfund s humanitarian programmes and partner s initiatives. 2. POSITION IN ORGANISATION Grade: 3 Reports to the Middle East Response Director (MERD), with functional technical collaboration line to the Protection and Gender Unit. Liaises closely with: Middle East Response Partners Manager (Partnerships), Iraq Protection Specialists, Area Coordinators (Operations), Programme Managers, Grants and Information Coordinator and Monitoring and Evaluation unit. 3. ORGANIZATIONAL REQUIREMENTS The post-holder will, at all times, carry out their responsibilities with the utmost respect for the protection of children and vulnerable adults in accordance with Tearfund s Safeguarding Policy. KEY RESPONSIBILITIES 4.1. STRATEGIC PLANNING In consultation with the Middle East Senior Management and the UK based Protection and Gender Unit, Middle East Response Protection Advisor, support the development of Tearfund s Protection/SGBV prevention and response strategy and action plan for Middle East. The strategy will include research, programme response and mainstreaming, capacity development for local partners, and supporting referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation. Oversee implementation of the Protection/SGBV strategy and action plan for Middle East Response. Provide ongoing and up-to-date information on the regional, country and local situation to the Middle East Protection Specialist as part of the development, monitoring and evaluation of the Protection/SGBV strategy and action planning process EXTERNAL REPRESENTATION, COORDINATION & ADVOCACY Represent and lead Tearfund s engagement at Protection and SGBV on regional, country and local coordination meetings (in particular Cluster and Sub Working Groups), as well as other relevant Protection and SGBV meetings among government and non-government and UN agencies, donor representatives, civil society, faith groups and other humanitarian actors in the Middle East context. This will be done directly and in coordination with our implementing partners. Establish synergies between Tearfund, our implementing partners and other external actors (operating in their respective programme areas) to create linkages between Mental Health, Psychosocial Support, SGBV, Trauma, Child Protection and other protection related interventions that maximize the impact of protection and SGBV prevention and response programmes; including accessing referral pathways and mechanisms as well as participating in information sharing, coordination and joint monitoring/evaluations. Support external policy influencing (advocacy) Protection/SGBV activities with relevant regional and country inter-government and non-government agencies (in consultation with Tearfund Protection and Gender team).

4 Assist in coordination of in country SGBV collaborative initiatives with eg. Integral Alliance, We Will Speak Out (WWSO), Joint Learning Initiative (JLI), in accordance with Tearfund s corporate, Middle East, and country strategies TECHNICAL SUPPORT & PROGRAMMING Responsible for supporting scoping research and needs assessment on Protection/SGBV issues in target areas within Middle East, including facilitating MHPSS programmes, work with survivors of Sexual Violence (Sexual Violence), key stakeholders including faith leaders, local communities, partner and peer agencies, service providers. Responsible for developing and outworking an activity plan for the effective integration of Protection/SGBV prevention and responses into Tearfund s Middle East response in consultation with the Protection and Gender unit, using a theory of change approach, incorporating Tearfund s 5 key outcome areas around SV, with thorough monitoring/evaluation indicators, real time reviews and monitoring and learning evaluations. Responsible for ensuring Tearfund staff and implementing partners understand Tearfund s SV strategy and how it directly impacts our Middle East programming and support the staff and partners to develop and implement programmes accordingly. In line with international ethical and safety recommendations for researching, documenting and monitoring Protection/SGBV in Emergencies, work together with our partners, relevant agencies, the displaced and host populations to conduct relevant participatory analyses and up-to-date reporting of the Protection/SGBV situation in each of Tearfund s Middle East programme areas, particularly ensuring the voices of survivors are heard. Within the agreed Middle East response strategy propose recommendations to the Middle East management team and our implementing partners, regarding Protection/SGBV community needs, vulnerabilities/capacities, particularly ensuring that the voices of survivors are heard, and suggest appropriate programmatic responses. Assist with all phases of Tearfund operations (in Iraq and possibly Yemen and Syria), and our implementing partners, project cycle management processes to ensure inclusion of high quality Protection/SGBV situation analysis, project base line and monitoring/evaluation content as well as compliance to Tearfund s quality standards. Provide technical support to the development of relevant advocacy and policy documents to address Protection/SGBV and broader gender issues through various key partners. Promote male involvement strategies in Protection/SGBV programming and support the identification of promising practices within the context on male involvement in SGBV prevention and response. Work in close partnerships with all Tearfund (and our partners) programme sectors to ensure Protection/SGBV concerns are mainstreamed across other areas of intervention such as WASH, Livelihoods, Cash, and NFI s CAPACITY BUILDING Provide technical support to source, revise and/or develop training materials suitable for the Middle East context and languages and in collaboration with Tearfund s Protection and Gender unit, provide on-going support for learning processes related to Protection and SGBV that strengthens the response of staff and partners to Protection/SGBV related challenges in the country.

5 Coordinate and facilitate training sessions on Protection/SGBV in emergencies for Tearfund Middle East staff and partners to ensure quality standards as well as adequate mainstreaming and inclusion of Protection/SGBV related issues into all programming. Capacity Building for faith groups around Protection/SGBV prevention and response, including linking with local service providers to strengthen referral pathways within communities GOOD PRACTICES, MONITORING & LEARNING Analyze and report on Protection/SGBV strategy progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource gaps, and recommend corrective action. Undertake regular participatory monitoring visits to project sites to ensure Protection/SGBV quality standards are being upheld, identify areas for improvement and capacity building needs. Ensure that monitoring, evaluation and learning reviews are conducted routinely, facilitate the analysis of the results, and share the learning within country and, as appropriate, with the wider organisation, partners and other stakeholders. 4.6 SAFEGUARDING FOCAL POINT Acts as the regional safeguarding focal point for operations and partners work, ensuring proper implementation of Tearfund s safeguarding policy. Train country safeguarding focal points and partners focal points to implement the safeguarding policy. Provide technical support to safeguarding focal points for country operations and partners.

6 PART 2 PERSON SPECIFICATION JOB TITLE: Middle East Protection Advisor ESSENTIAL QUALIFICATIONS University Degree in social work, psychology, counselling, law, international humanitarian law, international relations, political science, or related course. A minimum of 3 years Protection Programme / Project management experience in displacement related contexts, including in camps and noncamp situations Previous direct experience of managing implementation of protection-related projects more specifically in Mental Health and Psychosocial Support, Child Protection, and SGBV Detailed understanding of humanitarian principles and practices Proven ability to manage a portfolio of projects with experience in financial management, understanding of logistics and procurement procedures and human resource management EXPERIENCE Experience in management of protection related projects and protection teams SKILLS/ ABILITIES PERSONAL QUALITIES Experience of working in complex conflict affected countries Experience of working in insecure contexts A high level of written and verbal communication in English Good IT skills (Google documents, Google mail, Excel and Word) Good managerial, organisational and administrative skills Analytical and problem solving skills Strong interpersonal, facilitation, communication and writing skills Ability to work both independently and to lead a diverse team across different field sites Understanding, sensitivity and adaptability to cross cultural issues Commitment to promoting Tearfund s Quality Standards Flexibility, ability to remain calm under pressure Willingness to travel and work in insecure environments DESIRABLE Master s Degree in protection related field Personal security training Experience in protection mainstreaming Experience in protection related research Proven advocacy skills Ability to communicate in Arabic
