We are looking for a Health and Safety Advisor who will be committed to keeping our Business, customers, contractors, staff and the public safe. You will be instrumental in promoting a positive health and safety culture, providing health and safety advice and support throughout the organisation. 3 Job Description Post: Responsible To: Purpose of the post: Main Outcome required from post Health and Safety Advisor Customer Services Manager To monitor, update and improve the operation of Taff Housing Association s Health and Safety Policy, Procedures and Strategy To keep customers, contractors, staff and the public safe during their work or involvement with Taff Housing Association Main Functions: To assist the responsible officers with compliance and improvement of the organisation s Health and Safety policies and procedures, including construction and maintenance issues such as CDM, fire safety and legionella. To assist with the effective development, maintenance and management of suitable arrangements for identifying, documenting, assessing and controlling health and safety across Taff Housing Association. To ensure that all statutory, regulatory, legal requirements and moral responsibilities for the health and safety of staff, contractors, customers and the public are met. To promote and support a positive safety culture across the Association. To keep up-to-date on all safety matters including new and updated legislation, regulations and codes of practice and ensure that information on these matters is brought to the attention of managers and employees. Key Duties: Assisting and advising the senior team in matters concerning the preparation, review, distribution and implementation of the organisation s Health and Safety policies, procedures and strategy. Regularly reviewing workplaces and procedures and, where appropriate, making recommendations for Health and Safety improvements. Carrying out inspections, audit and risk assessment in our properties and offices, coordinating as appropriate with internal and external professionals. Ensuring that a system for auditing workplace inspection/ risk assessment is in place. Ensuring that generic assessments for activities and work processes which are undertaken throughout the Association are carried out. Where appropriate and required, assisting Team Leaders/Line Managers, and others in the preparation of activity specific assessments required by Health and Safety legislation. Advice on provision of training for members of staff in Health and Safety matters and, as appropriate, carrying out specific Health & Safety training as agreed. The investigation of accidents, incidents and dangerous occurrences and the making of recommendations intended to prevent a recurrence of the event. The provision of advice and information regarding compliance with Health and Safety legislation. Ensuring the control of contractors working on our premises. The day-to-day maintenance of the Association s Health and Safety policies, procedures and records. Regular contact and liaison with outside bodies concerned with Health and Safety matters. Assisting Board & Leadership Team with the promotion of a positive Health and Safety culture throughout the Association.

4 Keeping informed of new developments in Health and Safety management techniques. Keeping informed of relevant changes in Health and Safety legislation. Formal input to the Board report on Health & Safety matters at least annually. Attendance at the Staff Forum on a regular basis to discuss Health & Safety issues. Provide risk assessments for Taff events. This job description is indicative of the range of current duties and responsibilities for the post, it is not comprehensive. This post is expected to develop over time with the skills and knowledge of the post holder and it is essential therefore, that it is regarded with a degree of flexibility, so that changing needs and circumstances can be met. 5 Person Specification Essential Experience Experience of building positive relationships by effectively influencing, advising and supporting a broad range of stakeholders in all aspects of health and safety Experience of working in partnership and in supporting managers to assess and proactively manage risk Experience in the development of Health & Safety Policy and Procedures Experience of managing staff Desirable Experience of office facilities management Experience of work in a Housing Association/ Housing Maintenance/ improvement environment Knowledge NEBOSH National Diploma IOSH Membership A relevant Fire Safety Qualification, such as NEBOSH Fire Certificate An up to date knowledge and understanding of legislation and statutory obligations governing Health and Safety at Work Knowledge of the range of policy and regulatory initiatives relating to health and safety for a Housing Association Knowledge of different approaches to delivering learning and development in respect of Health and Safety Skills and Aptitude Ability to lead and develop proactive approaches to Health and Safety management ensuring that the ownership of responsibility is actively encouraged and effectively delegated Excellent communicator with the ability to present information clearly both verbally and in writing, readily adapting to meet the needs of different audiences Ability to influence, consult, negotiate and sell pragmatic solutions relating to all health and safety matters Proven ability to build positive relationships and effectively influence, advise and support people in all aspects of health and safety IT skills which support the development and use of efficient and effective Health and Safety reporting systems Ability to work autonomously and as part of a team Ability to develop monitoring and performance management frameworks which provide accurate reports and highlight trends or areas of concern in respect of health and safety monitoring Personal Qualities Positive enthusiastic individual who inspires confidence and delivers a positive, proactive approach to Health and Safety management An effective time manager who can respond quickly to changing demands and conditions Active people influencer who can positively engage with a wide variety of people, gaining commitment where needed Evidence of continuing professional development The ability to speak Welsh

7 Conditions of Service Salary: Contract Type & Length: Working Week: Location: References: Business Mileage: Criminal Records: Probationary Period: 30,007 31,863 per annum This post is being offered on a permanent basis You will be required to work 35 hours a week (Monday to Friday). The post is based at our head office in Canton. You will be required to travel to our other offices & schemes around Cardiff, Vale and Newport. Appointments are subject to receipt of a minimum of two satisfactory references. These should be from your current and previous employers. Family members cannot be used as referees. You will be required to use your own motor vehicle for use on official journeys. Your mileage expenses will be reimbursed based on the locally agreed rate. It is your responsibility to ensure that you have appropriate Business Insurance in order to undertake your duties. An enhanced Disclosure and Barring Service (DBS) Check will be necessary, and appointment will not be confirmed before a satisfactory disclosure is received.
