Growth The Growth service teams form part of the Council s operations hub. Operating model for Growth to focus on core offering, developing skills, economic development, investment and regeneration in the City, while maintaining the required infrastructure and transport networks and managing capital assets. The teams lead the provision of services which deliver opportunities for residents and communities improving individual and collective outcomes. They are responsible for building the City s reputation and capability to meet Council priorities particularly economic growth. In all their work they are involved with developing partnership with other agencies, businesses and communities to change customer behaviour and mind-set. The main focus of the team is to create a positive environment for investment and development in the City and to secure competitive advantage for the City, its residents and businesses. The team works collaboratively with others to achieve growth and asset development across the City, through the design and delivery of high quality infrastructure and systems and processes to support new and existing businesses and residents of the City.

4 Job Description Purpose of Role To manage allocated construction projects ensuring they are planned and executed effectively to achieve milestones and deliverables within agreed budget and resource agreements. Key Accountabilities 1. To prepare specifications for and plan and manage the delivery of construction projects across the Council s operational, service and investment properties ensuring that projects are managed in accordance with agreed Project Management and reporting principles. 2. To engage with key stakeholders and ensure effective communication and involvement with project activity. 3. Co-ordinate project resources including people resources. 4. Track all project activity including monitoring against budgets and delivery of targets against time and cost. 5. Maintain formal project controls (risks, assumptions, issues and dependencies) ensuring these are visible and accessible and continually updated and acted upon. 6. Deliver the projects in accordance with agreed standards. 7. Taking action to address risks including escalating risks and taking action to eliminate, reduce or delay risk. 8. Monitoring the expenditure and costs against the funding as the projects progress. 9. Managing 3 rd party contributions to the projects. 10. Embedding change as a result of projects into business as usual activity. 5 Core Responsibilities and Deliverables Financial Management 1. To deliver projects within budget. 2. To comply with Council financial policies and requirements. 3. To identify and propose opportunities for innovation, commercialisation, cost savings, cost recovery or income generation. Customer Relationship 1. To manage projects in accordance with service standards. 2. To monitor and act upon customer feedback to improve customer experiences and to meet or exceed customer satisfaction. 3. To develop effective working relationships with customers impacted by project activity. Operational Effectiveness and Compliance 1. To manage project activities and ensure delivery of tasks in accordance with HR policies and practice. 2. To undertake continuous improvement to improve the effectiveness of activity and 3. services. 4. To comply with all Council policies in relation to Health and Safety and Information Governance. 5. Escalate risks and issues which may impact any aspect of performance or the Council s reputation Organisational Capability and Growth 1. To support the Team Manager Capital Projects (Refurbishment) to develop the building surveying capability across the Council. 2. To deliver project activity in accordance with the Council s agreed performance management approach. 3. To take personal responsibility for personal development including any Continuous Professional Development. 4. To support the development of change readiness capability across the Council.

7 Person Specification Education / Qualifications - Educated to degree level or equivalent professional experience - Membership of the RICS or equivalent professional body with a minimum of 10 years post qualification experience Knowledge, Experience and Skills - To demonstrate experience of the ability to plan and manage construction projects. - Experience of delivering change in a complex, politically sensitive environment. - To have experience of successfully developing and implementing effective change projects and the ability to work collaboratively and influence others to achieve agreed outcomes. - To demonstrate a track record of delivering service improvements and reducing service costs. - To have experience of achieving cultural and behavioural change in support of new ways of working, to improve the experience or outcomes for the customer. - To demonstrate highly developed communication, challenge and negotiating skills with the ability to engage with a wide range of audiences. - To demonstrate well-developed analytical and problem solving skills, including the ability to coach others in these. - To demonstrate an understanding of equality issues and how they affect the workplace and individual behaviours. - To have managed construction projects in accordance with service level agreements and/or customer service standards. - To have experience of managing a budget and operating in accordance with financial policy and requirements. - To have excellent level of IT literacy to be able to interrogate and analyse databases and datasets, use self-service, digital user platforms and applications and MS Office.
