1 SANTA FE IRRIGATION DISTRICT DISTRIBUTION CONSTRUCTION SUPERVISOR DEFINITION To plan, organize, direct and supervise construction, repair and maintenance activities associated with the District s and Joint Facilities distribution system including distribution mains, service lines and related appurtenances that supply residential, commercial, recycled water, and industrial water within the Operations Department; and to perform a variety of technical tasks relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Operations Manager. Exercises direct supervision over assigned technical and maintenance personnel. ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for installing, repairing and maintaining the District s distribution system; implements policies and procedures. Plans, prioritizes, assigns, supervises and reviews the work of staff involved in installation, maintenance and repair of the District s distribution system, raw water conveyance systems, and recycled water system components. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities. Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for equipment, materials and supplies; monitors and controls expenditure. Plans, organizes and participates in the work of assigned staff; participates in the selection and training of assigned personnel; provides day-to-day supervision and establishes performance requirements for assigned staff; regularly evaluates performance and provides direction and coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance of and motivate assigned staff; recommends to Department Director disciplinary action to address performance deficiencies, all in accordance with the District s personnel policies, procedures, practices and MOU provisions.

2 Page 2 Applies for and receives excavation permits and traffic control permits from outside agencies; coordinates with inspectors; tracks and closes permits. Investigates and locates leaks in the distribution system; responds to emergency situations and ensures that repairs are made appropriately. Evaluates job sites to determine needs for equipment, materials, and personnel requirements. Records and verifies materials, equipment, and staff time; records and reports damaged pipelines and repairs made; records and reports damage to properties. Contacts outside vendors and contractors regarding job specifications; collects, reviews and awards contract bids; oversees the work of contractors to ensure the District s needs are met. Inspects and evaluates work being performed to assure District standards are met; identifies problem areas and directs remedial action. Coordinates activities with other agencies, consulting engineers, contractors, developers, business owners, property owners and District customers to identify, define and resolve problems directly related to the distribution of water. Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. Organizes, assigns and reviews the work of personnel engaged in building and grounds maintenance throughout the District and Joint Facilities; ensures the maintenance of District vehicles and equipment; and makes recommendations and assists with the research of new vehicles and equipment. Ensures the timely and accurate completion of construction/repair activities and tracks work performed on a computerized maintenance management system (CMMS). Supports the District s safety program; ensures subordinates follow safety practices in work; enforces safety procedures; educates employees on safety rules, regulations and codes, safe work habits, and potential hazards presented by their work. Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service. Performs related duties as assigned. MINIMUM QUALIFICATIONS

3 Page 3 Knowledge of: Principles and practices associated with the installation, maintenance, and repair of a water distribution system. Equipment, tools and materials used in the installation, maintenance and repair of a water distribution system, district owned equipment and facilities (district owned and joint facilities). Use of CMMS systems. Databases used to generate compliance reports for regulatory agencies and internal use. Principles and practices of supervision, training and performance management. Principles and practices of budget monitoring. Pertinent local, State and Federal laws, rules and regulations. Modern office equipment and methods including use of applicable computer applications. Appropriate safety practices, safe work procedures and safety regulations pertaining to the work. Ability to: Organize, implement and direct distribution system construction operations and activities. Develop, recommend, interpret, explain and enforce pertinent District and department policies, procedures, rules and regulations. Assist in the development and monitoring of an assigned program budget. Perform work in accordance with safety regulations, guidelines and practices. Interpret and apply District policies, procedures, practices and MOU provisions, including but not limited to those in the Administrative Code. Plan, organize, estimate, and coordinate a variety of construction related activities. Read and interpret plans, specifications, and manuals.

4 Page 4 Analyze jobs and provide accurate cost and time estimates for repair and installation activities. Maintain accurate records and prepare technical reports related to assigned operations. Safely operate a variety of equipment and tools in the construction, repair and maintenance of the distribution system. Operate and use modern office equipment including a computer and applicable software. Operate a vehicle observing legal and defensive driving practices. Establish and maintain effective working relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing. Plan, organize, supervise, train, motivate, coach and evaluate the work of assigned personnel. Experience and Training Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Three years of increasingly responsible experience in the construction, repair and installation of a distribution system; including one year providing technical and functional supervision over assigned personnel. Training: Education as required by the State of California Department of Public Health to obtain and retain a Water Distribution Operators Certificate, Grade 4. License and Certificate Possession of, or ability to obtain by appointment date, a valid California driver s license and ability to maintain insurability under the District s Vehicle Insurance Policy. Possession of a valid California Department of Public Health Water Distribution Operators Certificate, Grade 4 (D4).

5 Page 5 Physical and Mental Requirements Know and understand all aspects of the job. Analyze work papers, reports and special projects. Identify and interpret technical and numerical information. Observe and problem solve operational and technical policy and procedures. Sit while driving and at a desk for long periods of time. Twist to reach equipment surrounding desk. Perform simple grasping and fine manipulation; use telephone. Write or use keyboard to communicate through written means. Lift or carry weight of 50 pounds or less. ENVIRONMENTAL FACTORS Work is generally performed in a temperature controlled office environment subject to typical office noise, with some work done outdoors with exposure to traffic, outdoor weather conditions including extreme heat and cold and to wet, humid conditions, fumes and/or airborne particles.
