189 AECOM tel 30 Knightsbridge Road, Building 5, Suite Piscataway, New Jersey March 12, 2012 Hudson County Chrome Site 186 Site History and Site Investigation Summary On behalf of PPG Industries, Inc. ( PPG ), AECOM has prepared a summary of the available information pertaining to Hudson County Chrome Site 186. This summary includes the results of previous investigations conducted by the New Jersey Department of Environmental Protection ( NJDEP ), L. Robert Kimball & Associates ( Kimball ), and the Lewis Berger Group, Inc. ( Berger ) as well as recent investigations conducted by PPG. Recent PPG investigations at Site 186 include the Garfield Avenue Group, Soil Remedial Investigation ( GA Group Soil RI ) in 2011 and a supplemental Soil RI conducted at Site 186 in January The purpose of these investigations was to characterize the nature and extent of potential impacts related to chromium chemical production waste ( CCPW ) and whether these impacts might be affecting off-site areas. Hudson County Chrome Site 186 is located at 947 Garfield Avenue, in Tax Block 19802, Lot 2 (former Block 1967, Lot A.2). Site 186 was the location of a former barrel storage warehouse, a pattern shop, and an electrical supply distribution facility. According to the historical information reviewed during a series of Site Investigations and RIs, the frame building was demolished sometime in the mid 1990s and fill material, including demolition debris, was used to fill the foundation remnants (Kimball, 2000; Berger 2003). Site 186 was first investigated by NJDEP in 1995 based upon reported visual evidence of potential CCPW in portions of the fill material. Kimball conducted a Preliminary Site Characterization ( PSC ) investigation on behalf of NJDEP from 1997 to 1999 where they investigated CCPW and related compounds. Berger (on behalf of the NJDEP) conducted an RI at the Site in 2002 to provide additional delineation of a few metal compounds exceeding the NJDEP s former Soil Cleanup Criteria ( SCC ) that were detected during the Kimball PSC. AECOM conducted additional delineation during the summer of 2011 and in January of 2012 to further characterize the Site for comparison to the most recent NJDEP Chromium Soil Cleanup Criteria ( CrSCC ), Residential Direct Contact ( RDC ) and Nonresidential Direct Contact ( NRDC ) Soil Remediation Standards ( SRS ), and the default Impact to Groundwater Soil Screening Levels ( IGW SSL ). The following information is summarized from the November 1995 NJDEP Technical Memorandum, the February 2000 Kimball PSC Report, and the November 2003 Berger RI Report: The NJDEP collected 10 soil samples at Site 186 on August 31, 1995 and analyzed for total and hexavalent chromium analysis. Analytical results from the NJDEP soil investigation reported a single soil sample with a hexavalent chromium concentration exceeding the most stringent NJDEP CrSCC in effect at that time. Soil sample S2, located in the southern portion of Site 186, exhibited a hexavalent chromium concentration of 169 milligrams/kilogram ( mg/kg ). This result exceeded the NJDEP CrSCC of 20 mg/kg. 190 AECOM 2 NJDEP constructed an Interim Remedial Measure ( IRM ) at Site 186 in 1996 to prevent human exposure to CCPW impacted fill. The IRM consists of a Permalon liner and asphalt pavement that covers the entire Site 186 area and remains intact to this day. Potential CCPW material was reportedly identified just below ground surface beneath the IRM cover in four soil borings during Kimball s PSC investigation near the area where NJDEP reported the hexavalent chromium exceedance. The potential CCPW was reportedly visible as red nodules and fine soil mixed with other man made fill between the surface cover and approximately two feet deep at Kimball soil borings 186SB07, 186SB08, and 186SB12. CCPW material was reportedly visible as a discrete layer at 2.5 to 3.5 feet in Kimball soil boring 186SB10. Based upon these results, NJDEP estimated that the CCPW impact at Site 186 was limited to a 40-foot by 30-foot area in the southeastern portion of the site and was contained within the Site boundaries by foundation remnants of the old building. Neither the Kimball PSC nor the Berger RI detected any trivalent chromium or hexavalent chromium at concentrations exceeding or even approaching the NJDEP CrSCC. Site 186 impacts detected during the Kimball PSC were limited to two surface soil sampling locations at the southeast corner of Site 186 that had concentrations of antimony, nickel, and vanadium exceeding the NJDEP Soil Cleanup Criteria ( SCC ) that were in effect at that time. The Berger RI was conducted to delineate this contamination; A comparison of the Kimball and Berger data to current NJDEP standards indicated: - The two NJDEP SCC exceedances of antimony also exceed the current NJDEP RDC SRS; - Five on-site soil samples had vanadium concentrations exceeding the current NJDEP RDC SRS during the Kimball PSC investigation; - There were no nickel exceedances of the current RDC or NRDC SRS in soil samples collected during the Kimball or Berger investigations. No exceedances of the current NJDEP RDC or NRDC SRS were found outside the boundaries of Site 186; Based upon NJDEP s default Impact to Groundwater Soil Screening Levels ( IGW SSL ), four soil samples collected during the Kimball and Berger investigations exceeded the current IGW SSL for antimony at the southeastern corner of Site 186. These were generally found in near surface soils less than four feet deep. Antimony is a metal commonly found in fill material throughout the Jersey City area; One soil sample in the center of Site 186 exceeded the IGW SSL for antimony at about 8 feet deep. Twelve soil samples from the Kimball and Berger investigations had concentrations of nickel exceeding the current IGW SSL. These were generally found in near surface soils less than four feet deep. Nickel is a metal compound commonly found in fill material throughout the Jersey City area; - Two of these IGW SSL nickel exceedances were detected on the Metropolitan Family Health Care Clinic ( Metro Health ) property immediately adjacent to the Site 186 property line. 191 AECOM 3 Hexavalent chromium was detected in two soil samples in the southeastern section of Site 186 at concentrations exceeding the NJDEP CrSCC of 20 mg/kg. - One soil sample collected from 1 to 1.5 feet deep beneath the Site 186 IRM cap in boring 186-A1 had a hexavalent chromium concentration of 24.2 mg/kg. - One soil sample collected from 0 to 0.5 feet deep beneath the Site 186 IRM cap in boring 186-A3 had a hexavalent chromium concentration of 22.7 mg/kg. This sample was adjacent to the NJDEP s sample S2 collected in There were no CrSCC exceedances of total chromium; No visible evidence of CCPW material was observed during the GA Group Soil RI or the Site 186 RI; One nickel exceedance of the default IGW SSL was detected on the Metro Health property in shallow soils immediately adjacent to the Site 186 property boundary at a depth of 2.5 feet. Nickel is a metal commonly found in fill material throughout the Jersey City area. Antimony was detected at a concentration exceeding the IGW SSL in one soil boring on the Metro Health property immediately adjacent to the Site 186 property boundary at a depth of two feet. Antimony is a metal commonly found in fill material throughout the Jersey City area.
