1 JOB DESCRIPTION CHIEF OPERATING OFFICER Scottish Rowing Limited Location: The Scottish Rowing Centre at Strathclyde Park Responsible to: Board of Directors Main Purpose of Job To lead the development, promotion and governance of the sport of Rowing in Scotland and work with a voluntary Board of Directors and paid staff to ensure that Scottish Rowing s Strategic Plan is delivered successfully. Secondary Purposes To provide professional sports governance guidance and support to the Board so that together Scottish Rowing is governed in a manner consistent with best practice. To supervise the management of the main Scottish Rowing office and Scottish Rowing Centre to ensure the efficient and effective use of resources, including the supervision of all employees. (This staff team currently comprises a Rowing development Manager, administrator, Scottish Rowing Centre manager, and part-time schools development staff.) To continuously review and improve existing management and office systems so that operating practices are current and deliver optimal efficiency. Promote Scottish Rowing and identify new sources of income to ensure the future financial viability and growth of the business. Be ultimately responsible for risk management, compliance governance and financial controls within the organisation. Specific Responsibilities and Personal Duties 1. Management, Administration and Governance To provide leadership, vision and guidance to the staff, volunteers and the general membership of Scottish Rowing and create a positive and performing culture within both the staff and sport. Operational delivery and implementation of the Scottish Rowing strategic plan within set budgets and time frames To draft, implement and monitor short, medium and long term plans in conjunction with the Board of Directors and funding agencies. To provide and support an environment within which all member bodies within Scottish Rowing are working effectively together in the spirit of cooperation and unity to develop the sport. To serve as line manager for the staff team and to have responsibility for their health, safety and wellbeing. To actively work to train and develop staff members to ensure they reach full potential.

2 To ensure the personnel systems are sound and provide a framework within which employees are continuously evaluated and encouraged to assume greater levels of responsibility. To continuously review and improve existing management and administration systems in order to increase efficiency and provide a quality and consistent service to members. To continuously evaluate the financial condition of Scottish Rowing including subsidiary companies and ensure that proper controls are in place to ensure its long term viability. To improve Scottish Rowing s generation of income, meeting with existing and potential funders to develop new opportunities for investment into Scottish Rowing. To review and update Risk Management strategies in the areas of finance, insurance, information technology, structures, contracting, facilities and others. To ensure that all activities conducted by Scottish Rowing staff are conducted in a manner consistent with extant health, safety and environmental legislation. 2. Increase Participation and Improve Performance To ensure the systems, internal and external, are adequate to create an environment in which Scottish Rowing can provide excellent member services and help increase membership. Develop operational plans to ensure the successful implementation of Scottish Rowing s priority areas of o club development o coach education and development o volunteer education and development o performance development o facilities development 3. Communicate and Promote the Sport To promote a positive image of Scottish Rowing in all dealings with internal and external contacts. To improve the public s knowledge of and perception of the sport of rowing. To represent Scottish Rowing in all key forums as agreed with the Board To work with officials from sportscotland, Local and National Government, UK Sport, Home Country and British Governing Bodies, and others to develop the sport of rowing in Scotland. To develop existing and new strong partnerships and relationships with external organisations Produce reports to inform the Board and the rowing membership 4. Special Conditions Be willing to work outside normal office hours on a regular basis. Be available to attend events and championships at locations in Scotland and elsewhere. To carry out any other task(s) as reasonably directed by the Board.

3 5. Proposed Start Date September Proposed Contract Term Until April First year subject to quarterly performance reviews then to annual performance review. 7. Salary Salary will be in the range 38,500-45,500 dependent on experience.

Proven capability for forward planning and budgetary control. Proven leadership and teamwork skills Ability to manage and self manage. Ability to motivate and provide guidance and direction. Exercise judgement and make informed decisions. Outstanding negotiating and influencing skills Effective communication and interpersonal skills Good team leader and team player. Self motivation, empathy, initiative and enthusiasm. Proven ability to work with others, motivate, provide direction and influence Experience in related areas such as finance, commercial, sport management. Business administration, management, sports studies, education or marketing qualification Proven working knowledge of the sports industry and awareness of the structures of Scottish sport. Knowledge of contemporary issues within sport. Knowledge of working with voluntary bodies. Familiar with planning, monitoring and evaluation methods. An ability to interface with paid staff and volunteers. IT skills Versatility, creativity and sense of humour
