ETS Frestry Package Cnsultatin: Permanent frests Public Infrmatin Sessins 31 August t 14 September 2018

ETS treatment f permanent frests Overview: Why d we need permanent frests Des the Permanent Frest Sink Initiative (PFSI) meet this need Key design features fr the new plicy t be determined 1

Permanent frests: lng term mitigatin Different frest species have different sequestratin rates and ttal carbn stck The graph is an example nly 2

Nn-carbn benefits frm permanent frest Ersin cntrl Regulating water flws Bidiversity Adaptatin fr climate events 3

Current Plicy: PFSI Intrduced in 2007 using the Frest Act 1949, befre the ETS Land wners can recnsider participatin after 50 years Each uses a unique cvenant n the land title: Describes the frest that can get carbn credits Details hw the carbn stck change is calculated Discusses what can be dne n the land and t the frest Units issued t a PFSI frest can be tracked back t that frest Land wner can harvest 20% basal area 4

Des the PFSI encurage permanent frest? The cst f registering land in the PFSI is arund $5000 higher than the same area in the ETS. Tw previus cnsultatins n PFSI: bth supprtive f the permanent frests mving int the ETS. 5

Detailed design decisins Discussin dcument presents 11 detailed design questins. Tday we will fcus n: Hw units will be earned, and hw permanent pst-1989 frest will be treated in the ETS (design questins 1-2) Whether a cvenant is needed (design questin 5) The restrictins n harvest: hw we define this, and hw can it wrk (design questin 3-4) Mving pst-1989 (P89) frest int permanent pst-1989 (PP89) (design questin 9-11) What happens after the restrictins end (design questin 7) 6

Earning units and treatment in the ETS Majrity f ETS treatment the same as P89, inc FMA. Tw ptins fr earning units: Averaging r Stck change (preferred) We recgnise the need t recnsider the default yield tables. Pine Average 7

Whether a cvenant is needed? N clear view frm previus cnsultatins: sme supprt fr an ptinal cvenant r did nt supprt ne Cvenants significantly increase administrative cmplexity and cst fr land wners and the Crwn. As cvenants endure s des the administrative cmplexity, and may act as a barrier t land wner flexibility. 50% f PFSI land is cvenanted with anther rganisatin 8

The restrictins n harvest Key difference between P89 and PP89 is PP89 will nt be able t be clear fell harvested fr 50 years The participant must maintain the land in frest and frest species fr the 50 years i.e. 30% canpy cver and 5m tall Will allw ability t remve sme trees either t prmte frest grwth/management and/r use f the trees Cntrls remain in place while frest is a permanent pst-1989 frest in the ETS Please nte we are als asking fr views n the 50 year perid 50 years is the current term fr the PFSI Simplifies access fr Māri land 9

Mving int permanent pst-1989 Outside the ETS: The participant earn units back t the start f the MERP the frest is registered in If first rtatin and registered in the ETS: The participant earn units back t the start f the MERP the frest is registered in (and des nt need t repay any units earned as P89) If secnd rtatin (r later) and registered in the ETS Plicy decisin if carbn stck is between the minimum and the average: - Repay units between current stck and average (preferred) - D nt earn units until the average is reached 1 0

What happens after restrictins end? 50 years After the 50 years Area f frest utside ETS Prir t registering Register as P89 Register as PP89 P89 may register as PP89 Sign up again Repay dwn t the average Change t a P89 PP89 frest Repay all units Area f frest utside the ETS 11
