Recent developments in Japan s energy policies Recent developments in Japan s energy policies August 27 th, 2012 Akihiro Iwata Director General New Energy Technology Development New Energy and Industrial Technology Development Organization (NEDO)

NEDO s Mission The mission of NEDO, an independent administrative agency under METI, is to promote R&D and demonstration projects in the energy, environmental and industrial technologies fields. Ministry of Economy, Trade and Industry (METI) Coordination with policy making authorities Promotion of Innovation through Conducting R&D Projects Budget: Approx. \120billion in FY2012 Number of personnel: Approx.1,000 Close cooptation Industry Academia Public research institutes 1

Current Composition of Power Sources in Japan ー Among the total electricity generated in fiscal 2011, renewable energy, etc. accounted for approximately 9%; approximately 8% of which is hydraulic power generation. ー Other renewable energy (PV, etc) is still cost prohibitive. Composition of annual electricity generated in Japan (FY 2011) Nuclear 13% ( 20) Hydro 8% (±0) Renewable energy 1% (±0) (excluding hydro) Fossil fuel 79% (+20) Source: FEPC 2

Power Generation Cost Analysis of Renewable Energy The power generation cost of renewable energy is still higher than that of conventional energy resources. 8 NEDO s R&D Portfolio in Renewable Energy NEDO s Budget (FY2012) Total: billion Yen (1,236 million Euro) (1 Euro = 100 Yen) R&D Budget for New Energy: 23.4billion Yen (234 million Euro) Solar PV 10.3 billion yen (103 million euro) Higher efficiency, lower cost PV system. Innovative PV technologies Biomass Wind 5.8 billion yen (58 million euro) Offshore wind power generation, 7 MW class wind turbine Ocean Ocean wave power, tidal current power 5.2 billion yen (52 million euro) Bioethanol from woody biomass, BTL, biodiesel from microalgae Geothermal Binary power system 2.1 billion yen (21 million euro) 7

High Performance PV NEDO has been carrying out PV R&D projects since it was established in In order to improve efficiency and reliability, R&D projects covering a wide range of materials are currently being promoted. 8

Recent Best Practices of NEDO s R&D May 31, 2012 Development of Solar Cell with World s Highest Conversion Efficiency of 43.5% Sharp Corporation achieved the world s highest solar cell conversion efficiency of 43.5%* 1 using a triple-junction compound solar cell. This success is one link of NEDO s R&D projects. *1 Conversion efficiency confirmed by the Fraunhofer Institute for Solar Energy Systems in April (Cell surface: approximately cm 2 ) 9

Recent Best Practices of NEDO s R&D February 2011 World's Largest CIS PV Production Capacity Realized Solar Frontier has constructed a factory with a production capacity of 900 MW per year in Kunitomi, Miyazaki Prefecture, Japan. Solar modules produced at this factory include the results of NEDO s long-term CIS PV technology R&D that has been entrusted to the Showa Shell Sekiyu group since

Recent Best Practices of NEDO s PV Projects Sharp Supplies Thin-film Solar Cells for Solar Power Generation Plant in the Kingdom of Thailand Operation Company: Natural Energy Development Co., Ltd. (NED) Power generation capacity: 73 MW Start of operation: End of 2011 Location: Lop Buri Province, Kingdom of Thailand 11

Cellulosic Bioethanol Production System Development A comprehensive bioethanol production system utilizing plant and wood material is under development. The system will encompass the planting and collection of biomass and ethanol production at a low cost. Plantation/Collection Ethanol Production (Target: \40/L) 12

Japan s Largest Pilot Plant Used for Bioethanol Demonstration The plant aims to establish technology that efficiently produces bioethanol from woody biomass at a low cost. The plant is capable of producing 250 liters of bioethanol per day. NEDO s demonstration plant at Oji Paper Co. s Kure plant in Hiroshima Prefecture. 13

First Demonstration of Offshore Wind in Japan The purposes of the project are (1) to investigate wind and wave conditions for offshore wind power generation in Japan, and (2) to design and construct an offshore wind system suitable for wind and wave conditions in Japan. Kitakyushu Site 2.0 MW Choshi Site 2.4 MW 14

Development of 7 MW class Wind Turbine High quality electrical output Highly reliable and robustly driven system Lower maintenance costs Hydraulic pump High-speed motors Synchronous generator The New-type Hydraulic transmission system The Image of 7 MW-class Wind Turbine ( Rotor diameter : Over 165 m ) 15

Geothermal Power Production (Binary System) A separate working fluid with low boiling temperature only needs 80~ 150, compared with the flash method which requires much higher temperatures Japan: 1st operating plant in 2006
