1 UBUHLEBEZWE LOCAL MUNICIPALITY VACANCIES Council seeks to appoint a highly motivated person to the following positions: CORPORATE SERVICES DEPARTMENT COMMITTEE CLERKS X2 Salary R R per annum Grade 12 senior Certificate Practical hands on experience in minute taking, committee procedures in Local Government and Knowledge of IsiZulu would be an advantage Computer literacy (Ms Office essential) Key Performance areas Preparing Agendae, Minutes and Reports Attending Meetings of Committees/Sub Committees and taking minutes Drafting resolutions and recommendations emanating from meetings. Executing directions from meetings Working in close collaboration with registry Section Typing of correspondence, reports, etc Preparing schedule of meetings for committee meetings Management of municipal committees and ad hoc committee meetings Record keeping of all committee meeting decisions and minutes Assisting with administrative functions associated with the above duties PA TO THE DIRECTOR CORPORATE SERVICES Salary Scale: R per annum Applicable benefits: Medical aid, pension, 13 th Cheque, home-owners allowance Grade 12 National Certificate with relevant National diploma. At least 2 years secretarial experience Excellent computer skills particularly Ms Word, Ms Excel, Ms PowerPoint Good telephone etiquette Excellent interpersonal and communication skills

Key performance areas Provide strategic support and assistance to the Director Corporate Services Manage the office and appointments Perform Secretarial duties Liaise with subordinates that are reporting to the Director Handle both incoming and outgoing correspondence Act as a link between the office of the Director Corporate and the office of the Municipal Manager to ensure co-ordination of functions such as Management of documentation as well as strategic and general of management meetings. Make travel arrangements and bookings for the Director Corporate Services Dealing with visitors and queries. Manage the Director s diary, arrange meetings and workshops and provide administrative support to the Director. Performing administration duties and preparing of weekly programme for the Director. Arranging for meetings, prepare agendae, taking and typing minutes for the Departmental meetings. Follow up on decision taken on meetings IT SUPPORT OFFICER Salary Scale: R R per annum Applicable Benefits: Medical aid, Pension, 13 th cheque, home owner s allowance An appropriate B.Degree Diploma in IT or PC Engineering At least three years ICT experience Proven experience will be an added advantage Possession of a valid code 08 driver s licence will be essential Managerial and strategy formulation experience in an IT environment. Qualification in A+ and N+ will be an added advantage Administer the municipal network system Create user ID s and passwords Troubleshoot all problems Install software, site management and maintenance of thee network Manage information system and network infrastructure to support the strategic direction and operation of council. Develop IT procedures and implement IT Strategy and IT Governance Manual Develop and maintain an update IT policy, master systems plan and operational plan. Provide technical support for all photocopying machines, Provide specifications for procurement of all IT related equipment Management and regular updating of the municipal website

3 Monitor and control internet access and usage Administer provide support, and provide expertise with all municipal accounts. Conduct continuous research and develop and development on technology to keep the system current. Research new ways to improve productivity by both implementing new programmes and procedures, to improve other departments by training and implementing of hardware and strategies and keeping abreast of new technology Ensure that all software are regularly updated and licensed Audit of Hardware and assets in the IT section Ensure that anti-virus software are regularly updated in all systems of the council Be responsible for the security of WAN and LAN i.e. firewalls etc., plans and implements systems security policy, to include firewalls, host and client access, file permission and user account Control all users access to the various programmes and keep a copy of all passwords under strict security Manages multiple linker databases to include security, date safety and integrity, disaster recovery, and development of bulk date import/export procedures. Ensure regular backup of all municipal data and upkeep of the server room Management and support for all 3G and cellphone s account FINANCE DEPARTMENT PROCUREMENT CLERK Salary Scale:- R70, per annum Applicable benefits: Medical Aid, Pension, 13 th Cheque, Home Owners Allowance Grade 12 plus a National Diploma in Accounting of an appropriate qualification 2-3 years relevant experience Computer literacy Knowledge of SAMRAS will be an added advantage Procurement of all the Municipality s operating and capital expenditure in terms of the Municipality operating and capital expenditure in terms of the municipality procurement policy, supply chain management, tender process, Municipal Finance Management Act, Ensure that all required goods are linked to the budget Creation and maintenance of the supplies database Dealing with orders Liaising with various internal departments regarding order queries Performing Administrative duties

4 BUDGET AND ASSETS ACCOUNTANT Salary scale:- R R per annum Degree or Diploma in Accounting or equivalent A minimum of 2-3 years working experience in Municipal Finance Valid Code B driver s licence A minimum of 2 years experience in a supervisory level Knowledge, Skills, Training and Competences required Knowledge of the MFMA Knowledge of the Interpretation and compiling of the management reports Knowledge of computer based information systems e.g. Ms Excel, Ms Word, Ms Power Point (Knowledge of SAMRAS will be an added an advantage) Problem solving analytical skills, well developed verbal and written communication skills Collecting budgeting information from Departments Reporting to government department in terms of the Division of Revenue Act (DORA) Maintaining grants register of the Municipality Preparation and submission of reports in terms of MFMA Assist with planning and preparation of annual budget Assist with midtermbudget review and prepare adjustments Monitor budget and adjustment budget capturing to the finance system Monitor, control and reconcile income statement against budget Perform reconciliation of fixed asset registers to the ledger Manage disposal of obsolete assets Prepare investments register ad reconciliations Prepare ledger reconciliations and related journals Prepare VAT reconciliations and returns where required Assist with monthly, quarterly and annual financial statements Resolve audit queries from internal and external Auditors BILLING CLERK Salary Scale:- R R per annum Applicable benefits: Medical aid, Pension, 13 th cheque, home owner s allowance Grade 12 Senior Certificate 1 year relevant experience Computer Literacy Study towards a Accounting Diploma would be as added advantage

5 Billing of rates & refuse and other sundry accounts Attending queries for the rate payers & other cashier Ensuring that all properties are linked to the correct tariff on the system Ensuring a correct timerous billing every month DATA CAPTURER Salary Scale:- R R per annum Applicable benefits: Medical Aid, Pension, 13 th Cheque, home owner s allowance Grade 12 Senior Certificate Computer Literacy Data capturing experience would be an advantage Experience in related environment would be an added advantage Capturing all information of municipal debtors Update and Records changes of information captured Compile a reports on what is captured Capture and update contact information for Municipal Debtors. INFRASTRUCTURE, PLANNING AND DEVELOPMENT HOUSING OFFICER Salary scale:- R R per annum : Grade 12 National Senior Certificate Diploma in any Built Environment Studies such as Housing/Civil Engineering/Quantity Surveying or Architecture A valid driver s licence Exceptional supervisory skills Good communication skills (preferable in English and IsiZulu) Minimum of 3 years relevant experience Keep abreast of technological developments and National and Provincial Government housing policies, funding requirements and availability and current housing trends and developments Conduct appraisals of existing and completed housing projects, to measure performance and objective accomplishments against agreed targets, as well as review goals and set new objectives Monitor, supervise and control all housing funds,grants, subsidies and intergovernmental transfers and preparation, as well compile applications to the MECs for funding of housing projects

6 Providing all the necessary administration support service and assistance to the housing section Identify new housing development projects within the municipal area and package new housing projects Store information of applications onto the housing database Evaluate the capability, accuracy and correctness of application forms from prospective applicants ARTISAN- BUILDER Salary scale:- R R per annum National senior certificate A building related trade apprenticeship or similar qualification Exceptional supervisory skills A working knowledge of labour law Good Communication skills (Preferably in English and IsiZulu) A valid Driver s Licence 2-3 Years Experience Key performance areas Have good knowledge of construction materials available in the construction industry. Can perform Concrete Works, Bricklaying, Plastering, Painting and Roofing functions in line with the Building Regulations and have clear understanding of Building Regulations +Nations Home Builders Regulatory Council (NHBRC) Visually examining all Municipal Buildings for defects and maintenance requirements Completing critical inspection point cycle sheets Reading and interpreting drawings/ works orders detailing layout and specifications Utilization of Measuring and Power Tools Construction support structures using bricklaying techniques and applying finishing procedures, sealing joints and seams and plastering/ covering open spaces. Inspecting works prior to commissioning and communicating with the immediate superior with regards to tests, adjustments and functionality of the installation Ensuring that vehicles, tools and equipment are kept in a clean and well maintained working condition Practical problem solving Ensure safety of staff.

7 ARTISAN-PLUMBER Total Annual Salary: R R per annum : A valid Grade 12 Certificate A valid trade test certificate as a Plumber A minimum of three (3) years experience as a Plumber Good communication skills (Preferably in English and IsiZulu) A valid drivers licence is essential Have a good knowledge of construction materials available in the construction industry Reading and interpreting drawing/ works orders detailing layout and specifications Marking routes for the running in and lying of pipes and/ or measuring, marking and drilling plastered surfaces using hand held power tools Installing valves, flow maters and/ or bends, joints and diverts pipes using couplings and/ or seam welding techniques Constructing support structures using bricklaying techniques and applying finishing procedures, sealing joints and seams and plastering/ covering open spaces Inspecting works prior to commissioning and communicating with the immediate superior with regards to tests, adjustments and functionality of the installation Preparation of specific site requirements with regards to installation, repairs and planned maintenance of municipal sewer & water reticulation system Installation of new sewer & water connections (Domestic and Industrial) Laying of new sewer mains Carry out stand-by duties Ensuring that vehicles, tools and equipment are kept in a clean and well maintained working condition Practical problem solving Ensure safety of staff ARTISAN - ELECTRICIAN Salary scale:- R R per annum : A valid grade 12 Certificate In possession of a valid Trade Test Certificate for Electricians A minimum of 3 years practical experience in high and low voltage electrical maintenance

8 Candidates must display the ability to interpret electrical diagrams Candidates must be willing to perform standby duties Good communication skills (Preferably in English and IsiZulu) Valid drivers license is essential Installation of new plants, equipment and domestic systems Fault finding in electrical circuits Maintenance and repairs on telemetry equipment Panel maintenance Repairs and maintenance of electrical plants and equipment Testing of earth leakage equipment Periodical testing and certifying of electrical equipment General electrical maintenance of municipal buildings Candidates must display the ability to interpret electrical diagrams Candidate must be willing to perform standby duties Ensuring that vehicles, tools and equipment are kept in a clean and well maintained working condition Conducting tests to diagnose and determine the nature of the fault and communicating with the control room/ immediate superior on the possibility of rerouting supply during major disrupting/ repair work Isolating, removing and replacing defective components and/ or attending to the stripping, cleaning and jointing of overhead and underground cables and lines with due consideration given to safety procedures in live environments Testing circuits and the functionality of new components using testing and fault detection equipment and communication readiness to activate operations Confirming through tests and communicating with the control room all live conductors are disconnected in premises housing switchgear and transformers prior to permitting support personnel to enter and commerce with maintenance activities in such premises Conducting visual inspections of supporting structures, line and cables and evaluating the performance of step down transformers, switchgear and associated components Isolating, removing and replacing defective components and/ or attending to the stripping, cleaning and jointing of overhead and underground cables and lines with due consideration given to safety procedures in live environments Practical problem solving Ensure safety of staff SOCIAL DEVELOPMENT DEPARTMENT (COMMUNITY SAFETY) EXAMINER OF DRIVING LICENCES X2 Salary scale:- R R per annum

9 Minimum requirements Qualified Examiner for driving licenses; registered with D.O.T. Diploma and registration as examiner for Driver s Licences Minimum of two years experience. Ability to communicate in both isizulu and English. At least one year experience in operating the e-natis System will be an advantage. Code EC Drivers Licence/ code A Problem Solving skills, Writing skills, Computer Knowledge, Knowledge of NRTA 93/96 No criminal record/pending cases Examine applicants for learner s and driver s licences Conducting learner s classes. Booking applicants for learner s and driver s licences. Issuing of learners and drivers licences.
