1 ADDENDUM NO. 2 REQUEST FOR QUALIFICATIONS NO ORIGIN & DESTINATION ON-BOARD TRANSIT SURVEY November 12, 2013 The Regional Transportation Commission of Southern Nevada (RTC) herewith issues this Addendum No. 1 to the above-referenced project. Except as modified herein, all other terms and conditions shall remain in effect. QUESTION 1 - Can RTC provide the most recent average daily ridership numbers for Tuesday, Wednesday, and Thursday at the route level (by route)? If not, what ridership figures can RTC provide? ANSWER 1 The Appendix at the end of this Addendum No.2 provides 2012 average weekday ridership (boarding) by route and the system-wide average weekday ridership (boarding) service level and ridership may be somewhat similar not significantly different from QUESTON 2 - Please specify in further detail the item/task on Page 5, section 2, item number 7 Project Tasks and Elements for FY The item/task to specify is Implementation Stop Survey. ANSWER 2 The RTC would like to expect consultants input, insight and proposals on a sub sample Stop Survey in terms of methodologies, scales and sample sizes. QUESTION 3 - Can RTC provide estimated service/ schedule change dates for 2014? ANSWER 3 There will be a minor service change on March 2, 2014 and a more robust change on October 26, 2014, but details are not available at this time. Given these scheduled changes, the main survey for this O-D On Board Transit Survey has to be carried out on weekdays when schools are in sessions between April and October 20, 2014, excluding major holidays. QUESTION 4 Can RTC provide any Hispanic ridership percentages and/or the route names with the highest percentage of Hispanic riders? ANSWER 4 According to American Community Survey (ACS) statistics, in the Las Vegas region, Spanish speaking population counts 23.5% of the total population over 5 years and over, of which 11.6% speak English less than very well. Information about Hispanic ridership percentages and/or the route names with the highest percentage of Hispanic riders is not available. The RTC Transit Program Title VI Report provides some information regarding to the transit services in minority Census Tracts, the report can be found by the following link: Program-Transit-Report-Sept-2013.pdf QUESTION 5 - Was the previous survey a pen and paper or tablet interview based effort? ANSWER 5 The previous survey was pen and paper based. RTC recommends a tablet-based survey approach but encourages consultants responding to this RFP to recommend the most appropriate approach based on past experience with the design and implementation of transit origin-destination surveys. QUESTION 6 - Regarding sample size, what confidence level and accuracy are you expecting for the onboard survey at the route level or stratum level or system level? ANSWER 6 95% at the route level for most routes and system level.

2 QUESTION 7 -Is RTC open to additional data collection methodologies beyond what is requested in the RFP? ANSWER 7 Yes. QUESTION 8 - What are the main trip purposes in RTC s travel demand model? ANSWER 8 Home based work, Non-home based work, Home based other, Non- home based other, Home based School, and Home based shopping. QUESTION 9 What maps can RTC supply for geocoding? ANSWER 9 Transit Stop and transit route maps. QUESTION 10 - Addendum 1 states that, The on-to-off counts will cover passengers boarding and alighting by stop on about 20% of about 200,000 system wide average daily transit vehicle trips. Should the average daily transit vehicle trips not be really average daily transit boardings? ANSWER 10 Addendum 1 SHOULD have stated that, The on-to-off counts will cover passengers boarding and alighting by stop on about 20% of about 200,000 system-wide average daily boardings. Also see Answer 1 and Appendix 1 at the end of this Addendum. QUESTION 11- Is there free parking at your transit centers? ANSWER 11 - Yes QUESTION 12 - Will RTC be willing to incentivize the onboard study? ANSWER 12 - No QUESTION 13 - What was the response rate in the last O-D survey done by RTC? ANSWER 13 - In O-D surveys done for a Before and After Transit Study in 2012, the response rates were 58-69% QUESTION 14 - For preparing the proposal, certain information about your service is vital to proposing the best cost. Can you provide route table, preferably in Excel, containing the following information: a. Average weekday passengers by hour per route b. Weekday ridership by route only and time period if available. c. Total weekday platform and revenue hours by route d. Vehicle trips by route ANSWER 14 - See ANSWER 1. AND ANSWER 3. The RTC website provides general information regarding points a to d. in this question but the information in the specific format requested here is not available at this time. QUESTION 15 - What is the available budget for this effort? ANSWER 15 - The UPWP approved budget for this effort is $400,000. RTC understands that the addition of the on-to-off counts and the recommendations regarding survey methodology will likely result in a significant revision to the overall survey budget. RTC requests that consultants responding to this RFP discuss and explain the budget implications of these changes in their response.

3 QUESTION 16 - How many garages does RTC have? ANSWER 16 - Two QUESTION 17- Will the consultant be allowed to work out of garage(s) of the agency? Will RTC allow badges and fare cards to surveyors/supervisors? ANSWER 17- Yes. And Yes QUESTION 18 - Will RTC allow consultant to utilize their facilities for training purposes? ANSWER 18 - Yes QUESTION 19 - Have you ever exported route and trip details directly from your scheduling software programs? If not, can you provide the route, trip, pattern, and bus stop details in an Excel spreadsheet? ANSWER 19 - Yes QUESTION 20 -Does RTC rely on any APC data? What scheduling software do you use? ANSWER 20. We use APC data and use Trapeze scheduling software QUESTION 21- Are there any seasonal times when we should avoid surveying in the Spring or Fall, such spring break, major sporting events, when there is atypical ridership? ANSWER 21- See ANSWER 3. QUESTION 22 - As part of the proposal, can we submit multiple project budgets to go with multiple project scenarios? ANSWER 22 - Proposals are evaluated separately and individually. Therefore all proposals should be submitted as standalone project scenarios and budgets. QUESTION 23 - If we have the insurance, other than contacting the insurance companies, what will you accept as proof of insurance? ANSWER 23 - Insurance must be submitted as required in Exhibit C Insurance Requirements. QUESTION 24 - Can you supply Exhibit B as an Excel spreadsheet? ANSWER 24 - Exhibit B is not available as an Excel spreadsheet. QUESTION 25 - Will RTC supply the necessary forms or requirements for the consultant to obtain government per diem rates, especially for hotels? ANSWER 25 - Government per diem rates can be found at

4 QUESTION 26 - What is the specific definition of non-timely performance in relation to Liquidated Damages? ANSWER 26 Per Section D-8 Liquidated Damages, the specific definition of non-timely performance in relation to Liquidated Damages is provisions based on anticipated damages to be suffered by the RTC which are impossible to determine due to late delivery performance and are shown in the contract as a specified rate per day QUESTION 27 - Will you accept Certification in Progress from a DBE, who is certified in their home state when certification application has been submitted prior to the proposal submittal? ANSWER 27 - No QUESTION 28 - Is a performance bond required? ANSWER 28 - No QUESTION 29 - In Attachment 2 on Page 19, under Section F Performance Bond and Distribution of Line Item Price are listed as Exhibits but with no unique identification letter and are not included in the RFP package. Can you provide the two exhibits? ANSWER 29 - The reference to Performance Bond and Distribution of Line Item Price do not apply, and are removed with this Addenda No. 2. QUESTION 30 - What portions of the RFP are counted toward the 40 page limit? ANSWER 30 - All pages in Package A count towards the 40-page limit excluding tabs, dividers, and/or covers.
