Welcome VERA stakeholder meeting Air cleaners Iris Beckert Head of International VERA Secretariat

Agenda 10:00 Introduction and welcome Int. VERA Secretariat 10:15 VERA Strategy now and future 10:45 New VERA verification process Iris Beckert 11:15 Changes in revised VERA test protocol air cleaners - from a general point of view 12:30 Lunch 13:30 Changes in revised VERA test protocol air cleaners Roland Melse - from a technical point of view including discussion 15:00 Coffee break 15:30 Discussion of ideas and experiences regarding All - common conditions - practical aspects - new technical developments 16:30 Summary of results Approx. End of meeting 17:00

Why VERA? Background: need to fulfil the requirements of NEC/NERC Need for secure validation of environmental technologies Effective validation of environmental technologies Mutual recognition by common test protocols for verification with scientific experts International collaboration of authorities Basic principle: Credibility by High measurement quality Transparency farmers manufacturers authorities

Importance in Europe - BREFs BREF = European regulatory framework VERA = a type of confirmation for technology performance is mentioned as a reference: 30 hits in published file Source: BAT reference document intensive rearing, Feb 2017

What does VERA do? Verification = Confirmation that a test has been performed according to a standard (= VERA test protocol). NO certification NO expert opinion NO national approval! National requirements or general advices can ONLY be given as information or recommendation to the applicant.

ETV - Development Start USA Start EU Start VERA From AdvanceETV ISO 14034:2016 Energy Water treatment Waste

Importance in member countries Danish Technology list Confirmation of reduction efficiency and operational stability necessary VERA is one of the options for admission ( user-paid ). Transfer for similar products possible. For industrial applications: DAN/EU-ETV Nominated body: ETA Danmark Is a recommendation for authorities

Importance in member countries Similar to Danmark, but List is called Rav list Emission factor required So far admission for groups of technologies future: also products! Admission requirement: VERA [or NL-protocol (NH 3 )]

Environmental technologies in agriculture Current VERA test protocols Land applied manure Manure storage Slurry separation All test protocols currently under revision! Publication in 2018 estimated. Housing systems Air cleaners Biogas - Draft

Basis for a VERA verification

Fees Current situation: Verification by IVS: free including publication state funded by German BMEL Experts for evaluations: NL, DE: state-funded DK: user-paid no funding fee: 1000 to via ETA Danmark (Thomas Bruun) Mid-term future: Verification plus efforts of experts have to be user-paid State-funding cannot exists long-term -> would be economic promotion

Ongoing applications/measurements Verifications 2 Air cleaners 3 Cattle floors 1 Ventilation system Research EMIDAT (KTBL) Research applications with measurements according to the (revised) VERA test protocol Housing systems

Rejected applications in 2016/ Air cleaner 4 Cattle floors Reasons for rejection: - Measurement scope not fulfilled - Measurement devices/measurement procedures not (sufficiently) calibrated - Quality of the measurements (test laboratory!) - Implausible data - Tested system does not comply with the verified system

Current requests Application area Manure application Manure covers Slurry separation Air cleaning Cattle floors concrete Cattle floors rubber Concept for pig farming Litter additive for poultry Other material for poultry Country DE/DK DK NL NL, DE NL, DE FR, DE AT DE DE, NL

Test protocols Activities Application Next steps Air cleaning Publication of new revision in end of 2017 Bioaerosols as new criterion (postponed to 2018) Housing systems Covers Slurry separation Manure application Biogas New methods for naturally ventilated animal houses Publication planned for end of 2017 Plan for ring test (working group) Revision/approval by all 3 countries Revision/approval by all 3 countries Revision with description of additional methods Starting 2018: development of a new test protocol for application of synthetic/trade fertilizers Draft no priority

Bioaerosols + current political interest in DE, NL + public focus + VDI guidelines exist - research still ongoing: - Correct parameter? (bacteria? Endotoxines? Viruses?) - Harmful substances? - Dose-reaction correlations? Next steps: 1. Wait for research results of on-going studies 2. Collect all available information 3. Bioaerosol workshop in Q1 4. Integrate bioaerosols into VERA test protocol in 2018

EN 14793: Reference method ((S)RM) Stationary source emissions demonstration of equivalence of an alternative method with a reference method Basis: RM must be defined and validated. Only for linear quantitative methods. 3 steps for the demonstration of equivalence: Description of alternative method and setting of the field application Determination of performance characteristics and calculation of the expanded uncertainty and compliance check with maximum expanded uncertainty allowed for the SRM. Repeatability and lack of systematic deviation of alternative method in the field or on a recognized test bench.

Conferences Sept 2017 University Stuttgart- Hohenheim 13th BTU Conference Emissions of Gas and Dust from Livestock May 2017, Saint-Malo - France 4-6 Sept abstracts for scientific conferences submitted: 3 accepted for presentations or posters! Plus 2 workshops during 2 conferences 27/28 Nov 2017

Ring test Plans for Housing systems Targets: Improved estimation of the measurement uncertainty of the NH 3 measurement Describe cross-sensitivities of measurement devices Inclusion of the barn conditions (at first without the error during sampling) Plan: Phase 1: Test chamber at INRA in Rennes Mixture of 4 gases under controlled conditions (T, RH) Phase 2: Field test with 1 measurement point (animal house near Rennes) 4x 24h measurements with at least 1 measurement per hour

VERA Next targets VERA now open for new countries (BE, CH, AT, FR, E, S, ) Implementation of the new General VERA Guidelines Revision/approval of all test protocols Provision of the VERA protocols in German Workshops (odour, bioaerosols) Confidence-building measures ring test In discussion: o Harmonised fees? o Transition into EU-ETV? o Test labs: ISO with VERA scope

Strategy for expansion A. 30 June: Introduce VERA during the EU task force for reactive N B. Develop a business plan for VERA C. Contact to consultant who evaluates EU-ETV D. Use technical contacts to BE, AT, CH, FR, Esp. E. Use ministry network (IVB) also to Finland, Baltic Sea Project F. Nov 2017: new country workshop G. Summer 2018: Welcome meeting (Berlin)

Questions for you Are descriptions of the test clear and precise enough to be able to perform such a test? What are the key parameters for you? Would you suggest additional/other parameters? Are there other official standards which could be used in this context? What are the main hurdles when selling an air cleaner? What are the main questions/hurdles in a construction permit related to the air cleaner? Any other questions?

Any questions? You are welcome! Contact: International VERA Secretariat Max-Eyth-Weg 1 D Gross-Umstadt info@vera-verification.eu
