1 APPENDIX B.1: RULES FOR SUBSCRIPTION AND ALLOCATION ON THE MAIN NETWORK Version dated [01/11/2017]

2 1 Description of the capacity offer on the main network The daily capacities marketed on the main network relate to entries into the transport network (PE), exits to the regional network (PS), exits to adjacent networks (PIR) and interconnections with storage facilities (PITS). They can be subscribed to for one day, one month (or several months at the PIRs and PEs), one or more quarters, or one or more years. From 1 March 2014, capacities sold by TIGF at the Pirineos virtual interconnection point are subject to the Capacity Allocation Mechanisms (CAM) network rules: the maturities of products sold are henceforth annual, quarterly, monthly and daily. Existing (thus already subscribed) seasonal capacities remain valid until they expire, in accordance with the Energy Regulatory Commission's deliberation of 29 January 2014 regarding changes in prices for the use of natural gas transport systems from 1 April 2014 (paragraph VI.B.4). TIGF sells capacities in the following order of priority: o Firm technical capacities made available by TIGF, o Capacities offered by shippers under article 3.1.4, o Capacities retroceded by shippers under article 5, o Additional capacities, o Interruptible capacities. 2 General rules regarding Subscription requests on the Main Network Subscription requests are submitted: - On PRISMA for the VIP Pirineos; - Automatically to the PITS according to the terms of the subscribed storage contract; - Automatically to the PS according to the capacities subscribed on the PLs of the Regional Network; All subscription requests are binding for the Shipper. Rule 3 For subscription requests with an annual, multi-year, quarterly or multi-quarter, monthly or multi-month frequency on the Principal or Regional Network, TIGF undertakes to respond within five (5) business days. 2

3 Rule 4 For subscription requests with daily periodicity, TIGF undertakes to respond within the following periods: o Within five (5) business days if a subscription request is submitted between the twentyfirst (21) Day of Month M-1 and D-6, o At the latest by six o'clock in the evening (6:00 pm) on D-1 if a subscription request for a Delivery point is submitted between D-6 and half past two in the afternoon (2:30 pm) on D-1. 3 Subscription of capacities on the Main Network 3.1 Transport Transport Interconnection Points (PITT) TIGF publishes on DATAGAS: o the marketable, subscribed and available firm and interruptible capacities at the PE and PIR, over a period of 18 sliding months, o the marketable capacities returned, capacities returned and reallocated, available returned capacities, o for illustrative purposes, the firm marketable capacities at the PE and PIR over 10 years This publication is updated as the need arises VIP Pirineos EGAS and TIGF sell capacities in a coordinated manner to the Pirineos PITT in accordance with the rules set out in Appendix E.1 "Procedure for marketing capacities at the Pirineos virtual interconnection point". 3.2 At the storage interconnection points (PITS) A Shipper can benefit from Firm capacities that are: annual, multi-year and daily; according to the provisions shown below. TIGF automatically allocates the annual capacity at the PITSE (or the PITSL) that matches the nominal daily draw-off (or injection) capacity of the Storage Contract held by the Shipper. These capacities are changed each time the Storage Contract is changed. 3

4 3.3 At the exit points (PS) The pricing rules for the use of the TIGF network state that: o Each exit zone from the principal TIGF network is defined by all of the delivery points attached to it. o For each Shipper and in each exit zone, the firm annual subscription for exit capacity from the Main Network must be equal to the sum of the firm annual subscriptions for delivery capacity in this exit zone. Consequently: TIGF automatically allocates to each Shipper a capacity at the Exit Point (PS) equal to the sum of the subscriptions taken out by the Shipper or transferred to the Shipper for any period at the Delivery Points (PL) attached to this PS. These capacities are changed each time the subscription capacities on the PLs concerned are changed. Within the context of a capacity transfer of use of a PIC on the Regional Network, the capacity at the PS corresponding to the PIC concerned is transferred according to the conditions set out in appendix B.2. 4 Secondary Market of capacities at VIP Pirineos TIGF offers Shippers who have signed a Transport Contract with TIGF the option of buying or selling multi-annual, annual, multi-seasonal, seasonal, quarterly, monthly and daily capacities at the PITTEs and PITTLs on the secondary market through the PRISMA auction platform. The Shipper may transfer the subscribed capacities to another Shipper holding a current Transport Contract in accordance with the following conditions: A. Transfer of use, For Right-to-use transfers, the transactions are concluded unilaterally, but while informing the other party. B. Assignment, For Complete Transfers, the transactions are concluded on a bilateral basis (negotiated) before the expiry date. The capacities which can be transferred are Entry or Exit, Firm or Interruptible capacities at the VIP Pirineos (PITTE and/or PITTL). The practical methods of transfer of capacities at VIP Pirineos are presented in point 8 of Appendix E.1 entitled "Procedure for the marketing of capacities at the Pirineos virtual interconnection point". 4

5 4.1 Methods of Transfer Assignment (Complete transfer) When the transfer relates to annual, seasonal, quarterly or monthly subscriptions either partially or in their entirety, through a whole number of calendar months, the transfer is known as "complete": the TSO transfers all rights and obligations relating to Subscribed Capacities to the acquiring Shipper, including the payment of the Price. As such, the acquiring Shipper must confirm the transfer request carried out by the transferring Shipper Transfer of use A transfer is known as of transfer of use when the transfer of the capacity from the transferor Shipper to the transferee Shipper does not involve the transfer of the payment of the Price. Transfers of the right to use relate to all periodicities and all durations, excluding the cases of complete annual transfer (annual capacity transferred for the exact duration of one year). Transfers of use can therefore relate to the following capacities: 1) annual, one or more complete months or consecutive days, for a period of less than one year, 2) seasonal, for exact periods of one or more seasons, or one or more complete months or consecutive days, 3) quarterly, for exact periods of one or more quarters, or one or more complete months or consecutive days, 4) monthly, for a period of one or more complete months or consecutive days, 5) daily, for a duration of one day or several consecutive days. 4.2 Common Terms and Conditions The TSO undertakes to respond to a capacity sale request within three (3) business days of receipt of the request sent via PRISMA. 4.3 Time frame for carrying out a capacity exchange on the TIGF network Up to 1:00 pm on business day D-1 for an exchange relating to a single day D. Up to 1:00 pm on business day D-3 for an exchange relating to any other period starting on day D of month M. A diagram summarising the types of transfer possible per product is shown below: 5

These capacities may be allocated to them (wholly or partially) if another Shipper is not using all their capacities for a given day. The UBI offer is available when at least 98% of the total firm capacity (including capacity reduction period) has been subscribed. The Shipper requests this UBI capacity by means of notifications, by notifying over and above its rights: the difference between the notification and the subscribed capacity is considered to be a UBI request. The following points are concerned by the UBI offer: Entry points: Pirineos. Exit points: Pirineos. The UBI offer is only offered in the physical (or forward) direction of the flow. The UBI service does not exist for the opposite direction. The physical direction is determined by the algebraic sum of the notifications carried out at these points (the incoming notifications having a positive sign, and the outgoing nominations having a negative sign). Rule 3 In the case that the UBI offer is available, the capacities reserved by a Shipper and not notified may be allocated by TIGF to other Shippers following a UBI request. Rule 4 In the case that the capacities requested in the context of the UBI system cannot be provided, the capacities are allocated on a pro rata basis, according to the requests received. Rule 5 The Shipper originally holding the capacity retains the right to carry out re-notifications that have priority over the newly allocated capacity. Consequently, the UBI allocated capacities are interruptible. 6

7 Rule 6 Following the launch of a Gas Day, the quantity allocated to a Shipper under the UBI system during the drafting of daily schedules is purchased at a rate of 1/24 th of the overall UBI quantity, multiplied by the number of hour(s) between the start of the Gas Day and the final hour of the current scheduling cycle. As a result, a Shipper that has obtained a capacity under the UBI system in its daily schedule is subject to the lower revised notification limit rules as described in appendix H.3.2. The Shipper originally holding the capacity can only regain its subscribed capacity corresponding to the number of hours remaining in the current Gas Day, i.e. 1/24 th of its daily capacity, multiplied by the number of hours between the final hour of the current cycle and the end of the Gas Day. It is subject to the higher revised notification limit rules as described in appendix H
