ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Manager Social Strategy Titles of Positions which report to are: Nil Contractors for which this position is responsible: This position may involve assistance in the engagement and management of external consultants and/or contactors 3. PRIMARY PURPOSE OF POSITION The position forms an integral part of a team that is responsible for the development, implementation leadership and evaluation of social sustainability policies, strategies and action plans. The team also provides social planning research and advice on matters including social infrastructure provision; social services and programs provision, and strategic land use planning policy development and implementation. In doing so, the team actively engages with government, the community, not-for-profit and business sector stakeholders as well as with numerous business units across Council. Research, consult and deliver rigorous analysis of social sustainability issues and opportunities to underpin the development of social policies, strategies, discussion papers and general commentary; Formulate strategies and action plans to inform the City s social services and programs delivery; Provide leadership in the implementation, monitoring and evaluation of key social policies, strategies and action plans through working strategically across diverse City teams and external stakeholders; Engage with and coordinate other Council business units to contribute to the delivery of key social policy initiatives, projects and programs; Title: Strategy Advisor (Social) Date: August 2017 Page 1

2 Develop partnerships with other levels of government, with not-for-profit, business and industry organisations to initiate and deliver initiatives that realise social sustainability benefits for Sydney s diverse communities; Provide general assistance to other staff within the Unit and the Division on projects. 4. POSITION OBJECTIVES The Division led by the Chief Operating Officer is responsible for the City s complex and challenging agenda of change. It includes capabilities for the strategic development and integration of the City s environmental, social, cultural and economic programs. The team within which this position sits is responsible for developing the City s social sustainability capacity and leadership. Key objectives for the position are: To assist the Unit to deliver a social policy/ strategy framework and associated action plans to support Sydney s communities wellbeing, resilience and adaptive capacity and to build on the strengths of its diverse villages. To manage research, community engagement and advocacy processes as required and liaise with other teams to underpin the development of social policies, strategies and plans. To develop initiatives and projects which achieve social sustainability and wellbeing outcomes for the City and over time, transition those projects and programs to operational units within the City and oversee their continuing progress. To research, develop, implement and review new strategies and models for the City to respond to emerging opportunities and changing community needs and expectations. To develop strong strategic partnerships with high level internal and external stakeholders in order to manage customer relations, deliver projects and effective program management. To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. To work as an expert member of a multi-disciplinary team to respond to complex challenges and develop program and projects that capture and integrate social sustainability opportunities. POSITION ACCOUNTABILITIES The major accountabilities and tasks to be achieved by the Strategy Advisor are: Be a leading member of the team achieving the City s strategic goals relating to social sustainability and community wellbeing outcomes Devise and manage the delivery of strategies, plans and projects which support social sustainability initiatives, including all necessary community, external stakeholder and cross Council consultation, required Purchasing Protocols, Contract management, Council committees, Council meetings etc Manage and develop strong relationships with a range of stakeholders critical to achieving beneficial social outcomes for the City. Foster partnerships with other levels of government, the not-for-profit sector and other external bodies on social development initiatives. Work closely with key partners to ensure appropriate strategic and project outcomes are achieved. Help to position Council as an agent for social wellbeing and social sustainability within the City of Sydney and metropolitan Sydney Coordinate and develop information and communication material regarding projects including material for public release, information specific to identified stakeholders, and briefings and reports to the Council Work closely with other key members of the Strategy Unit responsible for the development of social sustainability research and strategy development and with other key stakeholders across Council responsible for the implementation of social programs and services. Actively participate in all training and development activities as well as Council s performance management system Work with key stakeholders to ensure social sustainability initiatives are embedded into planning for all major events and marketing activities of the City. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. Adhere to all relevant Council policies and procedures. 4 6. WORK, HEALTH & SAFETY RESPONSIBILITIES Workers have an active role to play in the Safety Management System (SMS). Workers have the following responsibility, authority and accountability: Working safely so as not to put yourself or others at risk Stopping work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Cooperating and complying with safe work method statements, policies and procedures and participating in their development Reporting all accident, incidents and hazards to your supervisor immediately and participating in accident/incident investigation and risk management activities Attending WHS training Complying with the requirements of the City s Return to Work program A full list of WHS responsibilities and accountabilities are available within the City s SMS document; Responsibility, Authority and Accountability (RAA) Matrix. 7. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 8. SELECTION CRITERIA Essential Criteria Tertiary qualifications in one or more of the following: Social Research, Social Science, Sociology, Geography, Political Economy, Public Policy, Urban Planning, Social Planning, or related social and economic fields Proven knowledge of and experience in addressing contemporary and wideranging social policy issues, through research and strategy development Strong ability to reason conceptually, and readily acquire and apply new information to make clear decisions and resolve problems Title: Strategy Advisor (Social) Date: August 2017 Page 4

5 Professional experience in relationship-building and management at a relatively high level (eg management boards, senior executive level of business peak organisations and government etc) Demonstrated ability and initiative to conceive and manage complex projects involving multiple high level stakeholders from concept to conclusion Highly developed oral and written communications, interpersonal and presentation skills Capacity and willingness to work as part of a team Ability to operate within the Unit s operational systems including project and document management Computer literacy, in particular high level competency in MS Office Demonstrate a commitment to Equal Employment Opportunity, Work, Health and Safety and Cultural Diversity principles.
