1 Position Summary: Position is a direct report to the City s Utility Director. This position is based out of the Maintenance Division and will collaborate with the City Engineering Department to verify City As-Built drawings and other relative GIS City information. As such, the position will primarily be responsible for the proliferation of GIS in the Department, but could also assist in general City GIS needs if requested. Develops, implements, coordinates, and maintains Department GIS program. Coordinates and maintains Department existing computerized mapping program. Completes required conversion of AutoC AD drawings to implement into the GIS system. Maintains and updates databases using ESRI ArcGIS Software. Essential Duties and Responsibilities include the following. Other duties may be assigned as dictated by operational necessity. Develops, implements, coordinates, and maintains any all utilities under the Department geographic information system program. Develops, implements, coordinates, and maintains a plan of action for the collection of global positioning system, data or location data for all Department facilities. Develops, implements, coordinates, and maintains a plan of action for the collection and management of attribute data for input into the databases for the geographic information system program. Evaluates and recommends equipment, software, tools, and budgetary needs/issues for the GIS program. Coordinates and maintains Department existing computerized mapping program, including water distribution system, wastewater collection system, and reclaimed water system maps. Promotes the use of the GIS and mapping system by all potential user groups within the department. Maintains communication and coordination with Department crews, Field Services Engineers, and Construction Superintendents to locate and include various Department facilities into the GIS and computerized mapping system. Proficient in capturing data from a variety of sources ex. AutoCAD, Excel, Access, etc. to capture data from a variety of sources for inclusion into the GIS and computerized mapping system. Researches industry trends to develop or modify GIS guidelines/policies and evaluates and makes recommendations on existing mapping guidelines/policies for the operation of the Department geographic information system program. Communicates and coordinates with the Department Director, and Department staff to develop visual aids and PowerPoint presentations for meetings, public meetings, and other meetings for presentation by the Department personnel. These responsibilities requires the employee to be able to respond in a dynamic work environment that may necessitate adjustment to planned daily events at a moment s notice. Update and quality check data primarily depicting aspects of the City's water, sewer, and reclaimed utility networks. Field-verify locations using survey grade GPS units. Responsible for incorporating record drawings, new and replaced utilities, completed both by a contractor and in-house. Ability to perform and communicate well in a team environment.,page 1 of 5

Knowledge, Skills, and Abilities: Knowledge of GIS computer database development and management. Knowledge and experience with computerized cartographic/mapping hardware and software. Knowledge and experience with AutoCAD software, and proficient to address minor drawing revisions. Knowledge and experience with computerized mapping symbols, standards and terminology. Prefers skill in the use and operation of computers and peripheral equipment such as digitizers, plotters and drafting instruments. Ability to read and interpret aerial photographs, maps, deeds and legal descriptions. Ability to work effectively with others. Ability to communicate effectively both verbally and in writing. Education and Experience: A GIS certification that will allow the employee to perform the above stated duties, with a minimum of 2 years experience. A Bachelor s degree from an accredited college in a related field, along with a GIS certification is preferred. OR An Associate's or higher degree from an accredited college or university with a major in Geography, Urban or Regional Planning, Mathematics, Computer Science or Management Information Systems. A minimum of 3 years of experience in a similar position utilizing GIS. If hiring based having an AA or higher degree, the employee must be able to attain GIS certification within 2 years. OR An equivalent combination of relevant education (not less than a high school diploma/ged), training and minimum 5 years of experience that would reasonably be expected to provide the job-specific competencies noted above. If hiring is based on experience only, the employee must be able to attain GIS certification within 2 years.
