3 RFSOQ Overview Complete pre-construction planning, environmental, and engineering design for Oakland to San Jose Phase 2A Service Expansion Project Budget: $5 million initially, but will expand as scope is developed with more details Schedule: 6 years Work Directive-based Primary Project goals Reduce travel time for passenger rail services between Oakland and Newark Increase overall railroad capacity between Oakland and Newark Reduce freight and passenger rail conflicts Provide better opportunities for intermodal connections between Peninsula and East Bay

9 CCJPA DBE Program CCJPA/BART DBE Policy The CCJPA, through BART, its managing agency, is committed to carrying out the all of the Disadvantaged Business Enterprise (DBE) Requirements of 49 CFR Part 26, as amended Ensure non-discrimination Create a level playing field

10 CCJPA DBE Program DBE Goal: NO Goal DBE Program Still Applies * BART Office of Civil Rights will be monitoring the overall Agreement for DBE participation per your DBE commitment goal, if any * DBE primes, including DBE JV partners, will not count towards the DBE commitment * Monthly DBE reports will be due, if DBEs listed * Substitutions of DBEs will require replacement with DBEs or good faith efforts * DBEs, as listed on Exhibit 1, must perform a commercially useful function * DBEs will be counted only for the work for which they are certified

11 CCJPA DBE Program Certifications: DBEs must be certified prior to the proposal submission date DBEs must be certified by the California Unified Certification Program (CUCP)

13 Evaluation Criteria Project Team Qualifications 25% Experience of the Firms 25% Qualifications and relevant experience of the Key Personnel relative to the Scope of Services. Overall strength and approach of the Project Team, including any previous working relationships among the team members. Project Team s approach and understanding of the project should be included in SOQ, including a draft project schedule. Demonstrated experience and capability of the firms on similar environmental documentation and railroad engineering design projects for Class I freight/passenger rail operators, including projects performed directly for UPRR following their design standards. Experience in intermodal transit center design and planning, including busways and park-and-ride facilities should also be demonstrated. Oral Presentation 50% Qualifications and experience of the Project Team. Proposer s approach to the Project and demonstrated technical knowledge of Project requirements.
