1 HUMAN RESOURCES COORDINATOR PREAMBLE The College is committed to continuing professional and practical expressions of pastoral care and support for all its personnel. The Mission Statement of the College states that As a long standing Catholic school for boys in the Edmund Rice tradition, Parade College will be a dynamic learning community offering best practice education and pastoral care to its members to nurture fullness of life and holistic growth for all. The Human Resources Coordinator reports to the Assistant Principal Staff Welfare and Development, and is responsible for the delivery of strategic and operational HR processes across the College. It is expected that the Human Resources Coordinator devises and develops strategies and processes that promote high performance and a supportive culture within the College. QUALIFICATIONS AND EXPERIENCE 1. Appropriate tertiary qualifications in Business/Human Resources/Legal or similar 2. At least three years experience in a HR Business or HR Manager role 3. Experience within the Education Sector desirable 4. Current Working With Children Check QUALITIES 1. Attention to detail 2. Excellent people skills and friendly disposition 3. Self-starter and ability to work without direct supervision 4. High level personal organisation 5. Ability to work independently and in a team 6. Ability to make informed and competent presentations to school staff, students and parents 7. Demonstrates initiative in developing processes further DUTIES 1. Facilitate the ARM process Interview staff each year Liaise with the Assistant Principal Staff Welfare & Development and follow up with staff that require additional support/assistance following their ARM, eg; formulate a structured support program to work with these staff this may include regular meetings, support in finding appropriate professional development opportunities, etc. 2. Facilitate the Triennial Review Process (Staff Appraisals) Consult with the Assistant Principal Staff Welfare and Development to produce the timeline and schedule of interviews for Staff Appraisals Be a member of Staff Appraisal Panels and act as the chair when required Organise and provide appropriate feedback to staff Liaise with the Assistant Principal Staff Welfare and Development and follow up with staff that require additional support/assistance following their ARM, eg; formulate a structured support program to work with these staff this may include regular meetings, support in finding appropriate professional development opportunities, etc. 3. Staff Management Coordinate the Staff Recruitment and Induction processes Prepare advertisements and liaise with external advertising mediums Ensure positions descriptions are up to date Place advertisements on the College website In conjunction with the Principal and Assistant Principal Staff Welfare and Development organize interview panels and prepare interview folders (interview templates, questions) Liaise with applicants throughout the process

2 Conduct referee checks and prepare letters of offer for successful applicants Inform unsuccessful applicants Conduction Induction Meetings for new staff throughout the year Ensure all new staff have provided all of the required paperwork and relevant checks prior to starting at Parade College Coordinate the induction process for new casual relief teachers Produce a clear outline and written summary of all these processes, eg; flow charts and summary pages Coordinate the extended leave process Clarify for staff the procedures and processes for applying for extended leave Liaise with the College Principal and advise of the pending leave applications Staff Exit Process Meet with all staff prior to their departure Send out the Staff Departure Advise members of the College Executive if any follow meetings need to take place Staff Performance Be involved in Staff Performance processes In consultation with the Assistant Principal Staff Welfare and Development coordinate staff performance/conduct issues Liaise with the Industrial Relations Unit with CEM and provide advice to the Assistant Principal Staff Welfare and Development Attend Employee Improvement Plan (EIP) meetings and take notes Remuneration Will oversee all remuneration queries and changes for staff and communicate changes to payroll in a timely manner and will provide remuneration advice when required Consult with the College Principal prior to any decisions being made Staff Sponsorship Be aware of study sponsorship opportunities as advertised by CEM Be the first point of contact for staff wanting to discuss sponsorship opportunities Inform the College Principal of staff interest Staff Handbook Ensure it is up to date and all relevant information is included. Upload it to eworkspace and ensure that all new staff are given a copy when they join Parade College Develop an Induction Program for non-teaching staff Staff Qualifications Maintain a register of all staff qualifications Ensure new staff provide a certified copy of their qualifications to the Principal s Personal Assistant HR Compliance (Parade College Staff only) National Police Record Checks (Non VIT Staff) New employees not covered by VIT are required to obtain a NPRC, as detailed in their letter of appointment Ensure all staff have the appropriate checks prior to commencing their employment at the College - Prior to commencing ensure that new employee has submitted an application to Victoria Police. The check cost is under $50 and takes approximately two to three weeks to receive Ensure that copy is received within a reasonable time frame Record the certificate number in Synergetic Pass to Principal s PA for filing

3 Working With Children Checks New Staff New employees not covered by VIT are required to obtain a WWC Card as detailed in their letter of appointment Prior to commencing ensure make a copy of the new employees WWC card, or their confirmation /letter from Department of Justice that their application is being processed If the new employee had an existing card advise them of their legal obligation to advise DOJ of their new workplace Ensure that the DOJ copy is received within three weeks of starting at Parade College Record the WWC number in Synergetic Pass copies to Principal s PA for filing Working With Children Checks Synergetic Register At least twice per year run a report from Synergetic Highlight cards that are nearing expiry Contact staff and confirm that they are aware of their legal obligation to renew their card before it expires Check that all non VIT staff WWC cards are valid by using the check function on the WWC website Working With Children Checks Contractors, External Operators, Pre-Service Teachers, Parent Committees Send a letter to all external resources at the beginning of the academic year asking for a letter of WWC compliance Maintain list of WWC details for each area Pass copies to Principal s PA for filing EREA Compliance Liaise with EREA on all compliance issues Online Training Modules Source modules that we can purchase/adapt for our own in house training, eg; privacy laws, equal opportunity legislation, workplace bullying, sexual harassment, etc. Print certificates for online modules and disseminate to staff Keep a register of when staff complete modules and advise when refresher courses are required First Aid Maintaining College Records of Staff Keep a list of staff qualifications and attainment dates for First Aid training Liaise with staff and trainers as refreshers are required Ensure all staff maintain first aid, CPR and anaphylaxis qualifications Daily Administration Team Assistance Monitor staff absences Ensure CRT list is updated and current 4. Policies Ensure all College policies are up to date and current Liaise with members of the Leadership Team to ensure policies are updated Liaise with members of the College Board prior to Policies being reviewed at Board Meetings 5. Work Cover Coordinate the process of Return To Work and any Work Cover Claims for staff, in line with current legislation Liaise with staff returning to work and advise the Leadership Team of conditions surrounding a staff member s return to work conditions

4 Inform the College Principal of any special arrangements that need to be put in place to assist a staff member in returning to work 6. Compliance Reporting EOWA - Prepare the Workplace Gender Equality Agency (WGEA) Annual Report CEM Annual Report Assist with SIF Surveys Child Safety Standards Compliance ensuring that all new staff and contractors sign a Child Safe declaration and pass copies onto the Principal s PA for filing Provide summary reports to EREA when required Oversee the updating of College Policies and liaise with members of the College Board in regard to proposed changes. Provide staff with information regarding any policy updates/changes. 7. HR Advice and Compliance Provide advice, information and support to the Principal and the Leadership Team Lead HR projects and be innovative in developing new procedures and processes Provide advice, information and support to staff on a wide range of HR issues, including the application and adherence to the CEMEA (2013), the EREA Code of Conduct, the Victorian Government Child Safety Standards, and other policies and procedures within the College in line with current workplace legislation and contemporary human resource standards Ensure staff receive relevant training in relation to relevant equal opportunity/bullying legislation, the EREA Code of Conduct, Child Safety Standards and industrial instrument and policy compliance Assist with the introduction of initiatives to comply with the Victorian Government Child Safety Standards set out in the Education and Training Reform Amendment (Child Safe Schools) Act 2015 (Vic) Oversee the implementation of the Children Legislation Amendment (Reportable Conduct) Act General Other duties requested by Principal or the Assistant Principal Staff Welfare and Development First port of call for HR matters Assistance to any Assistant Principal as agreed with line manager Represent Principal as needed at some meetings or events Take an active interest in the life of the College KEY PERFORMANCE INDICATORS 1. Performing the above stated duties to a high standard 2. Ensuring the College is up to date with all HR practices 3. Ensuring the College is up to date with all compliance regulations and processes 4. Demonstrate a clear understanding of the current Victorian Catholic Education Multi Enterprise Agreement (VCEMEA) 5. Ensure the College is using all of the updated and relevant template letters on the Industrial Relations website 6. A commitment to being involved in College life 7. Excellent Record keeping skills CRITERIA FOR SELECTION 1. Appropriate qualifications 2. A commitment to keeping up to date with relevant HR practices and professional learning 2. Support and participation in the faith life of Parade College including commitment to the Mission Statement, ethos of the College, Charter of Edmund Rice Education Australia and personal faith formation 3. Ability to effectively manage processes for staff to ensure a very high standard of professional practice 5. Understanding of key policies and processes of staff management and ability to facilitate appropriate outcomes in disputes

5 6. Well-developed interpersonal skills including organisation and communication, and ability to work effectively independently and in a team 7. Excellent Record keeping skills TERMS AND CONDITIONS The Human Resources Coordinator is responsible to the the Assistant Principal Staff Welfare and Development. The Human Resources Coordinator is appointed for two years at a time. The appointment is subject to a regular performance review in the second year of the term. Terms and conditions of service are in accordance with the Victorian Catholic Schools and Catholic Education Offices Multi-Employer Agreement (2013). Remuneration will be determined by the Principal according to qualifications and experience. October 2015 Revised January 2017, Revised May 2017
