2 Saarte Liinid Ltd Price List /9 Part I. Port fees for boats and ships 1. PORT FEES FOR FERRY BOATS AND LINERS For the carriers, identified by the Estonian Ministry of Economic Affairs and Communications as a result of public procurement and servicing public regular lines between the mainland and West-Estonian islands, prices for port services shall be fixed by Saarte Liinid Ltd on the basis of price offers for the public procurement and they may differ from current Price List. For acquiring the price offer required to participate in public procurement, a carrier shall apply to Saarte Liinid Ltd and provide all necessary details for servicing the boat to be used for a regular line. Saarte Liinid Ltd shall on the basis of the issued price offer conclude a contract on providing port services with the carrier becoming the winning tenderer at public procurement. The contract on providing port services shall include: - Basic port fee (includes fees for dockage and quay for the boats listed in the contract) or separate fees for dockage and for quay for the boats listed in the contract - Passenger fee - Waste fee - Loading/unloading fee - Conditions for the delivery of bilge water, night soil and refuse If not stipulated otherwise in the contract, carriers shall pay for power supply, water and other port services according to the actual consumption during a period and the price list in force. 2. PORT FEES FOR CARGO VESSELS, FISHING BOATS, PASSENGER BOATS AND CRUISE BOATS AND OTHER CRAFT 2.1 Dockage fee GT 1,20 The dockage fee for cargo vessels includes tonnage fee, docking fee and quay fee for up to 2 hours after the completion of loading/unloading operations. The dockage fee for passenger boats and cruise boats includes tonnage fee, docking fee and quay fee during loading/unloading operations. The dockage fee for other craft includes tonnage fee, docking fee and quay fee for up to 2 hours. 2.2 Additional quay fee meter / hour 0,20 shall for passenger boats and cruise boats be applied after the expiration of 2 hours after the completion of loading/unloading operations or for a vessel staying at the quay for a reason depending on the vessel before the start of loading/unloading operations. Each hour started shall be deemed one full hour; shall for other craft be applied after the expiration of 2 hours since the dockage and for a vessel staying at the quay for a reason depending on the. Each hour started shall be deemed one full hour. 2.3 Dockage fees for fishing boats Dockage fees for fishing boats in the ports of Saarte Liinid Ltd (excluding Virtsu Port) are listed in Annex 1 of current Price List. At calculating the price, time stayed in a port by a particular fishing boat during one calendar month shall be considered Dockage fee for fishing boats in Virtsu Port 1 entrance 35 The dockage fee for fishing boats in Virtsu Port includes quay fee for loading/unloading fish during up to 2 hours.

3 Saarte Liinid Ltd Price List / Additional dockage fee for fishing boats in Virtsu Port meter / hour 0,20 Shall be applied in case of a fishing boat staying in Virtsu Port over 2 hours. 2.4 Port fee for small craft (length up to 13m) making commercial trips trip 20,00 In case of carriage of passengers, small craft making commercial trips shall in addition to dockage fee be charged passenger fee according to art. 2.4 of current Price List. 2.5 Passenger fee passenger 1,00 Passenger fee shall be charged per passenger for both departing and boarding a boat separately. Passenger fee in Naissaare Port is 2 per each arriving passenger. 2.6 Fee for using an unoccupied berth for only a stay at the agreement with the port meter / hour 0,10 Shall be applied at a prior order and in case of the availability of a berth in a particular port in case the stay of a vessel is not related to any loading/unloading operations (bunkering, delivery of ship waste, repair work, exchange of crew, prolongation of the ship documentation etc.). 2.7 Waste fee 1 dockage 65,00 Includes the delivery of up to 1 ton of bilge water and household waste. 2.8 Using a quay for loading/unloading cargo bulk timber liquids furcellaria 1,30 / ton 1,30 / stere 1,30 / ton 2,00 / ton Shall be applied at loading/unloading using the equipment of a vessel, consignor or any other owner. 2.9 Loading/unloading cargo with the port equipment timber 2,50 / stere peat 1,00 / m 3 other materials 2,50 / ton The prices shall be valid unless otherwise stipulated in a contract. For power supply, water and other port services, cargo vessels shall be charged according to the actual consumption of services and the price list in force. In case of extraordinary maritime cargo, the port fee shall be calculated on the basis of special estimates, considering the measurements of the cargo, its load on port facilities, hazards to the port and additional expenditures. The possessors of vessels (Maritime Administration, Environmental Inspectorate, Eesti Loots Ltd.) performing national functions of the Republic of Estonia, shall be charged the port and quay fees in accordance to the contracts between them and Saarte Liinid Ltd. In case of no contract, the possessors of the above mentioned vessels shall be charged according to the provisions of this price list.

Staying in the port over 8 hours shall be deemed another day started and shall be charged according to the length of the boat Special fees in Naissaare harbour Taking into account, that there are no public water and power supply systems on the Naissaare island, the harbour has to buy clean water from the private entrepreneur and use generators to produce electricity. Therefore harbour services on Naissaare, connected with water and power supply, are priced differently from the general pricelist of Saarte Liinid Ltd. The craft owned by permanent residents of small-size islands shall not be charged for dockage and stay during 24 hours in the ports servicing small-size islands, and located on the mainland or a bigsize island, provided that the craft are permanently located on a small-size island and not used for commercial purposes. For power supply, water and other port services the yachts, launches and small boats shall be charged according to the actual consumption of services and the price list in force.

POWER SUPPLY (fee added to the purchase price at resale) The basis of power resale price in the ports of Saarte Liinid Ltd is its purchase price according to the supplier s tariffs in force to which fee shall be added to cover the costs of the maintenance and operation of electrical equipment, connecting and disconnecting the power system. 4.1 Additional fee in the ports servicing ferry boats kwh 0, Additional fee in the ports not servicing ferry boats kwh 0, SALE OF WATER 5.1 Sale of water to vessels Roomassaare port Virtsu port Naissaare harbour Other ports of Saarte Liinid Ltd 5,00 / ton 4,00 / ton purchase price + 1,00 / ton 3,00 / ton 5.2 Sale of water to population The price per 1m 3 of water sold to the population shall be in compliance with the prices established by the respective local government where the port is located. In case, an individual consumer is connected to the water supply system of a port, basic fee shall be added to the price of water. month 1,30 6. DELIVERY OF WASTE 6.1 Delivery of bilge water in the ports of Saarte Liinid Ltd ton 70 Shall be applied to the actual amount of bilge water exceeding the amount on which waste fee is based. If bilge water, delivered from vessels includes more than 25 % of oil, then the price of the delivery shall be determined according to prices given by the waste handler + 10 /ton. 6.2 Delivery of bilge water from other customers in Rohuküla reprocessing plant ton Delivery of utilised machine oil litre 1,00 In case of other hazardous waste, the price of the nearest waste handler shall be applied to which the justified expenditures of a particular port shall be added. 6.4 Delivery of household waste m 3 15

Prices for special tasks in accordance with a price offer. Vessels of 100m and longer and vessels with no bow thruster shall be obliged to use a towboat in Roomassaare Port. The captain of the vessel or his agent shall be obliged to order a towboat 3 (three) hours prior to the start of the work and provide details 1 (one) hour in advance. The permanent location of the workboat PANDA is Roomassaare Port. 10. USAGE OF A SLIPWAY into the water 1,00 from the water 1,00 Shall be applied in case of a possibility in a particular port. Usage of a slipway in case of the craft of 12 m and longer shall be agreed with the port and the operations shall be charged at an agreed price. 15. USAGE OF PREMISES IN PORT BUILDINGS The rental prices of the buildings, facilities and premises of Saarte Liinid Ltd shall be regulated by respective contracts and applied in case of the availability of the services in a particular port. Part IV. Discounts and special conditions 1. The prices for services provided to the customers who have cooperation contracts with Saarte Liinid Ltd can differ from the prices provided in current Price List. At the absence of a contract, carriers shall be charged port fees in accordance with the provisions of current Price List. 2. No port fee shall be charged from the vessels entering a port to land the sick, ship wreckage survivors or the dead. 3. No port fee shall be charged from the warships of the Republic of Estonia on the duty in each port. 4. In case of loading/unloading operations or departing and boarding of passengers while lying out, a road fee of 25% of the port fee shall be charged. No road fee shall be charged in case a vessel is lying out, waiting for a loading/ unloading operation or port formalities. 5. Cruise boats shall be entitled to a 50% discount of the due port fee. The 50% discount shall not be valid on calculating the road fee for cruise boats. 6. The fisherman s boats owned by pensioners shall be entitled to a 50% discount of the due quay fee. 7. On charging an oil tanker with isolated ballast tanks with the port fee, the reduced gross volume of the vessel recorded in the measurement certificate issued in accordance with the 1969 international convention Measurement of vessels shall be considered. The reduced gross volume shall be considered only in case a respective notice has been entered in the Remarks section of the measurement certificate of the vessel. 8. Prices for the services not mentioned in the given pricelist have to be confirmed by the executive management of Saarte Liinid Ltd.
