6 2018 Nauru In taking into account the 1st Quadrennial Pacific Sustainable Development Report, Leaders committed to ensuring that sustainable development in the region is achieved on its terms and in a way that recognises the region s rich culture, national circumstances, and oceanic resources. Leaders endorsed the first Quadrennial Pacific Sustainable Development Report in 2018 as the Pacific region s Sustainable Development Report on the 2030 Agenda, S.A.M.O.A Pathway and other global commitments, recognising that it will support Leaders participation at the 2019 UN General Assembly Special Summit on the 2030 Agenda and the S.A.M.O.A Pathway Mid Term Review, including the remaining preparatory processes. Leaders reaffirmed the prominence of regionally established mechanisms and called on all development partners, including multilateral agencies, to integrate, monitor and report on global sustainable development commitments through existing Forum mechanisms to ensure coherence in policy, implementation and accountability.

We reaffirm that small island developing States remain a special case for sustainable development in view of their unique and particular vulnerabilities, and we acknowledge that climate change and sea-level rise continue to pose a significant risk to small island developing States and their efforts to achieve sustainable development and, for some, represent the gravest threat to their survival and viability. Para # 32. We also reaffirm that climate change is one of the greatest challenges of our time, and we express profound alarm that emissions of greenhouse gases continue to rise globally. We are deeply concerned that all countries, particularly developing countries, are vulnerable to the adverse impacts of climate change and are already experiencing an increase in such impacts, including persistent drought and extreme weather events, sea-level rise, coastal erosion and ocean acidification, further threatening food security and efforts to eradicate poverty and achieve sustainable development. We commit to coherent policy, financing, trade and technology frameworks to protect, manage and restore our ecosystems, including marine and terrestrial ecosystems, and to promote their sustainable use, build resilience, reduce pollution and combat climate change, desertification and land degradation. We recognize the importance of avoiding harmful activities. Governments, businesses and households will all need to change behaviours, with a view to ensuring sustainable consumption and production patterns. We will promote corporate sustainability, including reporting on environmental, social and governance impacts, to help to ensure transparency and accountability. 14 Accountability & Integrated reporting 1. NATIONAL: Countries are encouraged to: Align scheduling of their National Voluntary Reviews on SDGs to the HLPF with their national plan reviews to reduce reporting; and Consider a peer review of their National Voluntary reports on SDGs similar to the Forum Compact review process but 2. REGIONAL: A four-yearly Pacific Report on Sustainable Development to Pacific Leaders. Consolidates reporting against the 2030 Agenda/SDGs, SAMOA Pathway, the FPR and the Pacific Leaders Gender Equality Declaration (PLGED); the Paris Agreement on Climate Change, The AAAA, the Sendai Framework, and the GPEDC. Reports against the 132 Pacific Sustainable Development indicators 3. The Pacific s report will feed into the global and Asia-Pacific regional themes and processes.

15 5 SUPPORTING IMPLEMENTATION Coordinated regional support to countries to assess/map the Means of Implementation, tailor SDGs targets/indicators in national development plans/budgets, strengthen national statistical systems & help deliver & report on SDGs/SAMOA Pathway/FPR

16 Way forward - Greater focus for first three years 1. Coordinate support to countries to tailor the SDGs, SAMOA pathway into national plans and budgets including helping with VNRs 2. Support countries to assess and strengthen their institutions and capacities to mainstream, deliver and monitor national plans 3. Look within the Pacific to find Pacific solutions- Expand and scale up Pacific south south cooperation / peer to peer learning 4. Capitalise on global data revolution to increase investment in national statistics systems 5. Development partners to provide coherent development assistance that respects limited capacities and aligned with and use country systems

18 PRSD Purpose, Principles, Outcome PURPOSE Guides regional responses for the achievement of the 2030 Agenda and the Sustainable Development Goals within the context of national plans and priorities, the SAMOA Pathway; and the Framework for Pacific Regionalism PRINCIPLES Premised on Leaving no one behind Reaffirms the need for national ownership backed by regional and international cooperation

19 Supporting the means of implementation Need strong political leadership, effective institutions and capacities and mutually accountable and inclusive partnerships. Need whole of government approach & that plans and priorities are funded. Need partnerships with the private sector, civil society and development partners to for sustainable development. Capacity building will prioritise and harness Pacific expertise and experience through senior public, civil society and private sector experts, through consultative forums and commercial procurement.
