1 Position Description Job Title: Reporting To: Remuneration level: Strategic Planning Officer Manager Corporate Services Negotiable depending on experience and qualifications Purposes of the position 1. Responsible for the preparation, development, review and monitoring of the shire s strategic policy and community plan, assisting the CEO in providing sound policy advice to the shire and ensuring all statutory requirements and obligations for policy development and review are met. Responsibilities Responsibility 1 - Review of the Council s obligations for strategic policy development and review to ensure all legislative requirements are met. Able to work autonomously with guidance and assistance from the CEO. Measurement 1. Identification of all strategic policy requirements and obligations 2. Development of a review and reporting programme for existing strategic policy including the Strategic Community Plan 3. Undertake community, stakeholder and provider consultation to assist in review of achievement of strategic policy outcomes 4. Regular reporting and review of these strategic policies to the CEO and Council Responsibility 2 - Review and assist with the review and further development of other existing strategic policies including the Halls Creek Community Strategy Able to work autonomously with guidance and support from the CEO Measurement - 1. Work with consultants in reviewing the Community Strategy where required 2. Liaise with providers and agencies involved in the implementation of the Community Strategy to ensure ongoing progress with implementation of identified 3. Review and report on the implementation of outcomes in the Community Strategy Responsibility 3 - Prepare and develop new strategic policies as directed including a Spatial Plan for the Shire 1

2 Able to work autonomously with guidance and support from the CEO. Measurement 1. Develop sound strategic policy documentation within agreed timeframes including mechanisms for funding implementation of policy. 2. Consult and work with Councillors in development of policy to ensure full participation and engagement 3. Undertake effective community, stakeholder and provider consultation. 4. Consult and work with Department Managers and Supervisors as required to ensure all departments participate and are informed as appropriate. 5. With the approval of the CEO prepare consultant briefs, engage consultants and supervise their contracts. 6. Prepare draft policy and supporting documentation to Council to ensure sound informed decision making 7. Develop and implement a review process reporting back to Council to ensure effective monitoring of policy implementation and outcomes Responsibility 4 - Provide advice and support to the Shire s Managers and staff in the development of general policy and strategies as and when required. Able to work autonomously with limited guidance and support from the CEO. Measurement 1. Advise and assist managers and staff with policy development when requested. 2. Advise and assist with consultation and communication when requested. 3. Advise and assist with policy preparation and reporting when requested. 4. Participate in a variety of strategic and management projects as directed by the CEO Responsibility 5 - Develop and Maintain effective relationships with the community, community groups, stakeholders and providers in the Shire Able to work autonomously with limited guidance and support from the CEO Measurement 1. Ensure all parties are engaged/consulted at appropriate stages specific strategic policy 2. Ensure all parties are kept up to date on implementation of strategic policy outcomes to demonstrate on-going commitment to policy implementation and encourage on-going engagement 3. Develop effective on-going relationships to encourage positive engagement in the development of future strategic policies Responsibility 6 - To ensure (in cooperation with the Records Manager/Records Officer) that all documents relating to strategic policy are registered and managed in accordance with the Document Management Plan approved by the Chief Executive Officer. The officer is expected to work in cooperation with the Records Manager. Measurement - 1. High level of cooperation with Records staff. 2. All strategic policy related documents are managed appropriately in accordance with the Document Management Plan. 2

3 Responsibility 8 To comply with Occupational Health and Safety legislation and promote safe work practices including ensuring all staff complete OSH documents such as risk assessments, incident reports, hazard registers etc. as soon as practical and delivered to supervisor and/or HR coordinator immediately. Measurement - Able to work semi-autonomously within established procedures, with guidance from the HR Coordinator and/or OSH committee. Provide advice and information to, and consult with, Councillors on strategic policy development 4. Provide information as requested from other staff members in relation to strategic policy as required. Assist and support with records registration, management and retrieval. Specific Duties Reviewing: 1.1 Statutory requirements and obligations for strategic policy 1.2 Existing strategic policy documents including Strategic Community Plan 3

4 1.3 Existing non-statutory strategic policies including assisting with review of Halls Creek Community Strategy Developing and preparing: 2.1 Strategic Policy required under State and Federal legislation 2.2 A Spatial Plan including analysis of economic/social/cultural/accessibility/sustainability issues in the Shire 2.3 Other strategic policies as directed by the CEO 2.4 Overall programme for delivering strategic policies above Monitoring: 3.1 Monitor progress on implementation of existing statutory and non-statutory strategic policies 3.2 Liaise with government and non-government agencies to monitor progress on implementation of outcomes each is responsible for under strategic policies 3.2 Establish programme for on-going monitoring of existing and new strategic policies Reporting: 4.1 Ensure CEO and council are informed of all statutory obligations for strategic policy development 4.2 Regular and timely reporting to CEO and council on implementation of strategic policy outcomes 4.3 Regular and timely reporting to government and non-government agencies on implementation of strategic policy outcomes Consultation, engagement and community participation: 5.1 Identify all communities, community groups, stakeholders, government and nongovernment agencies with an interest in the review and/or development of strategic policies 5.2 Work with key stakeholders, community advisors and council staff to develop appropriate consultation and engagement strategies 5.3 Develop cultural protocols for working with different language groups in the community 5.3 Undertake effective consultation and engagement with the community, community groups, stakeholders, government and non-government agencies 5.4 Ensure the results of all consultation and engagement are considered and reported on in the development, review and reporting of strategic policy Working with Non- government and Government Agencies: 6.1 Liaise with Federal and State government agencies in the development, review and reporting of strategic policy 6.2 Develop and maintain on-going relationships with all agencies with a role and interest in strategic policy development and implementation 6.3 Work with both government and non-government agencies to identify funding options for strategic policy implementation. Other: 7.1 Participate in/undertake projects relating to the strategic direction of the Shire as directed by the Chief Executive Officer 7.2 Other policy and project duties, as directed, consistent with the level of this position and the principles of multi-skilling 7.3 Ensure all documentation is recorded and registered in accordance with established guidelines, procedure and mandated requirements 7.4 Ensure all required Occupational Health and Safety documents are completed as required 4

5 Person Specification Skills Excellent interpersonal skills including well-developed communication skills. Ability to develop trust and build relationships with communities, including Indigenous communities. Ability to provide specialist advice to Councillors and management team Excellent verbal and written skills A professional, friendly personal manner with excellent customer service skills including use of tact and diplomacy Competent computer literacy skills Ability to effectively organise and manage own work time to ensure all performance measures are met Excellent analytical and problem solving skills Ability to think strategically and conceptually Ability and a willingness to work as an integral part of a small team or larger group Ability to manage and work with consultants on a range of projects Knowledge Demonstrated knowledge of strategic policy development, land use planning and review principles and practice Awareness and understanding of the issues facing communities in remote areas Awareness and understanding of legislative requirements and obligations for development and review of strategic policy Working knowledge of information technology. Experience At least 5 years experience in Local Government and at least 2 years in a policy development role Demonstrated experience in undertaking community and stakeholder consultation and engagement Demonstrated experience in working with councillors on development of policy Demonstrated experience in reporting and presenting to councillors and the community Advanced policy development skills 5

6 Qualifications and/or Training Tertiary qualification in policy analysis, planning or related discipline Current C Class Drivers licence National Police Clearance Selection Criteria Excellent verbal and written communication skills Ability to effectively organise and manage own work time to ensure all performance measures are met Excellent analytical and problem solving skills Excellent interpersonal skills, with a demonstrated ability to communicate effectively, especially with communities of interest and Aboriginal people. Demonstrated experience in working co-operatively with government and non-government agencies. Awareness and understanding of the issues faced by communities in remote areas Demonstrated knowledge of policy development and review principles and practice A professional, friendly personal manner with excellent customer service skills including use of tact and diplomacy Sound computer literacy skills Excellent organisational skills Ability and a willingness to work as an integral part of a small team or larger group (including consultants) Willingness to obtain National Police clearance Ability to fit in with the community of Halls Creek, and with the organisational culture of the Shire.
