1 Tempus Project «New Study Programmes in International Economic Law at KNEU» How are organized the Statistical Economic Functions of some International Organizations Institute of Statistics and Mathematics University of Naples Parthenope - ITALY 1

2 Introduction The law gives the rules to improve economic and social processes. They are viewed by statistical data which are standardized and harmonized on behalf of some international bodies born for political purposes. The following is an overview of main international organizations: UN UNESCO FAO OECD EUROSTAT 2

4 United Nations United Nations is central to global efforts to solve problems that challenge humanity. Cooperating in this effort are more than 30 affiliated organizations, known together as the UN SYSTEM. Day in and day out, the UN and its family of organizations work to promote respect for human rights, protect the environment, fight disease and reduce poverty. 4

5 United Nations Statistics Division The Statistics Division's main functions are: the collection, processing and dissemination of statistical information the standardization of statistical methods, classifications and definitions the technical cooperation programme; and the coordination of international statistical programmes and activities. 5

6 Statistics Division Main Activities provide a global centre for data on international trade, national accounts, energy, industry, environment, transport and demographic and social statistics gathered from many national and international sources promote international standards of methods, classifications and definitions used by national agencies 6

7 Statistics Division Main Activities assist Member States, at their request, to improve their statistical services by giving advice and training coordinate international statistical programmes and activities entrusted to the Division by the United Nations Statistical Commission and the Committee for the Coordination of Statistical Activities (CCSA) 7

8 Statistics Division Main Activities help to implement Agenda 21, particularly in the development and dissemination of integrated environmental and economic accounting, environmental statistics and indicators of sustainable development promote modern surveying and mapping techniques as a tool for growth and development 8

9 Statistics Division Publications The Division regularly publishes data updates, including the Statistical Yearbook and World Statistics Pocketbook, and books and reports on statistics and statistical methods. Many of the Division's databases are also available on this site, as electronic publications and data files in the form of CD-ROMs, diskettes and magnetic tapes, or as printed publications 9

13 Unesco Institute for Statistics (UIS) The UNESCO Institute for Statistics (UIS) is the UN depository for global statistics in the fields of education, science, culture and communication. It was created to strengthen the statistics programme of the UNESCO, so as to develop and deliver the timely, accurate and policyrelevant statistics needed in today s increasingly complex and rapidly changing world. 13

17 UIS Current Work Programme consulting the international community in order to determine the long-term data needs of Member States conducting annual education surveys in order to obtain a core set of quality education data incorporating the EFA Observatory, the international monitoring body which examines progress towards the objectives of Education for All (EFA) 17

18 UIS Current Work Programme working with Member States to implement the ISCED97 (the revised International Standard Classification of Education) within their country developing the programme on World Education Indicators (WEI) in co-ordination with the OECD as well as the programme for European Union candidate Countries in cooperation with EUROSTAT supporting statistical capacity-building within Countries, including the Africa-wide Strengthening National Education Statistical Information Systems (NESIS) programme 18

19 UIS Governance The Institute's Governing Board consists of twelve international statistical experts, representing different global regions and international organizations. The Board's primary tasks are to define the UIS policy together with its broad functions, as well as to approve the yearly programme and budget. The Board also ensures the monitoring, evaluation, and control of the Institute's operations. 19

20 UIS Publications The UIS publishes statistical data and analyses in the fields of education, science and technology, culture and communication. Publications include: statistical abstracts researches and analyses; methodological guides international classifications These are available in print and/or CD-ROM formats and for consultation via the UIS web site. 20

22 FAO Helping to build a world without hunger The Food and Agriculture Organization of the United Nations leads international efforts to defeat hunger. It helps developing Countries and Countries in transition modernize and improve agriculture, forestry and fisheries practices and ensure good nutrition for all. 22

23 FAO The FAO, as part of its mandate, compiles information and data on various aspects of food and agriculture from all Countries. The data are analysed and interpreted to support FAO's programmes and activities and in accordance with the basic functions of the Organization 23

24 FAO Statistics Division The FAO statistics division (ESS) assembles, analyses and disseminates statistical data on world food and agriculture; it also cooperates with FAO Members in improving the coverage, consistency and quality of the data, and helps to develop and improve food and agricultural statistics. 24

26 Basic Food and Agriculture Statistics Service The Basic Food and Agriculture Statistics Service (ESSB) compiles and disseminates statistics on production, trade and domestic supply and utilization accounts for crops and livestock products, as well as for food balances and other derived statistics. The Surveys and Statistical Development Service (ESSS) promotes the development and improvement of national systems of food and agricultural statistics. 26

27 Socio-economic Statistics and Analysis Service The Socio-economic Statistics and Analysis Service (ESSA) analyzes economic and agricultural statistics, food supply consumption and demographic data and derives indicators pertaining to the food and nutrition situation. It also derives agricultural output and productivity, is responsible for environmental statistical issues, etc., and for developing agricultural inputs, land use data and agricultural prices both paid and received by farmers. 27

29 FAO Statistics AQUASTAT AQUASTAT is FAO's global information system of water and agriculture developed by the Land and Water Development Division of FAO. AQUASTAT provides users with comprehensive statistics on the state of agricultural water management across the world, with emphasis on developing Countries and Countries in transition. 29

30 FAO Statistics FAOSTAT The FAO Statistical Database is an on-line multilingual database currently containing over 1 million time-series records from over 210 Countries and territories covering statistics on agriculture, nutrition, fisheries, forestry, food aid, land use and population. 30

31 Data Quality However, many developing Countries still do not have an adequate system of statistics pertaining to the agricultural sector. Some of the available agricultural data are incomplete in terms of: a) range of commodities covered b) range of variables or data sets covered c) coverage of the nation Furthermore, even when data are available, their reliability may be questionable. 31

32 Missing Data When official data from member Countries are missing, FAO statisticians estimate the minimum data required to calculate world, continental and regional aggregates and to compile secondary derived statistics such as food supply. These estimates are made when no other information is available at the national level. 32
