1 Manager Job Specification 2018 Role: Vacancy: Band B Manager Permanent Location: Tallaght, Dublin 24 Reporting to: Direct Reports: Director Analysts The Commission for the Regulation of Utilities (CRU) is Ireland s independent energy and water regulator with a wide range of economic, safety and customer protection responsibilities across energy and water. The CRU s current responsibilities include economic regulation of the Irish electricity and natural gas sectors spanning both competitive markets and monopoly networks. The overall aim of the CRU s economic regulation role is to protect the interests of customers and to maintain the country s security of gas and electricity supply in what is a constantly changing environment. The CRU is also economic regulator of public water and waste water services in Ireland and the focus is serving the best interests of Irish Water s customers. In both energy and water, the CRU has an important related function in customer protection by resolving complaints that customers have with energy and water companies. The CRU is leading the national smart metering programme, aimed at upgrading to the next generation of energy meters and transforming retail markets. The CRU s safety responsibilities include safety regulation of electrical contractors, gas and LPG installers and the safe operation of the onshore gas network with a view to protecting life and property. The CRU is also the safety regulator of upstream petroleum safety activities including off-shore gas and oil. The Scope & Responsibilities of the role: The CRU is now seeking a qualified, high achieving individual to participate in the management of the organisation and play their role in the future of the energy and water sectors in Ireland, focusing on the economic functions of the organisation. Role Description The objective of the manager within the CRU is primarily to oversee the successful delivery by their team of the CRU s annual business plans and to provide specialist support /advice to the senior management team. The manager is a key participant in the designing, developing and implementing of policy in the CRU. The manager is also central to driving the organisation culture and make significant contributions to shaping the organisation. Some of the key requirements and responsibilities include but are not limited to: i. Supporting the senior management team to deliver the CRU s strategic objectives; ii. Managing and supporting staff in terms of coaching, mentoring, along with skills transfers and development; iii. Carrying out of appraisals for each team member through CRU annual appraisal process; iv. Development of annual goals and objectives for the team which will feed into the CRU business plan; v. Managing at all levels in a forever changing environment that demands both flexibility and adaptability; vi. Operating in an environment of increasing accountability; vii. Providing a clear focus on the importance of managing outputs and outcomes; viii. Providing advice to the relevant Government department on policy and legislation, both Irish and European; ix. Represent the CRU at relevant industry groups and chairing of stakeholder working groups; and x. Managing key projects in line with the CRU business plan in a productive and efficient manner. Please note, the above list is not exhaustive Person Specification: Essential criteria, which the candidate must possess: i. Minimum of 3 years experience working in a regulatory role or in economic policy making; ii. Clear commercial acumen and analytical skills; iii. Proven negotiation skills and ability to deliver; iv. Ability to forge effective relationships at all levels internally, externally and cross functionally including consultant and sub-contractor management; v. Excellent time management and organisational skills; vi. Ability to work both as part of a team and independently; vii. Ability to think creatively, to innovate and resolve problems; viii. Ability to recognise the need to develop own skills and knowledge;

3 ix. Motivated to learn, and quick to understand new processes; x. Ability to adjust quickly to change; and xi. Excellent interpersonal and communication skills. Education: An honours degree (2.1 or higher) in a relevant discipline such as economics, business, engineering, finance, regulatory policy, accountancy, law. Desirable criteria, which the candidate should ideally possess: i. In-depth understanding of the control and management of projects, in terms of the key support deliverables necessary to ensure their successful delivery; ii. Exceptional leadership skills with the ability to provide direction and focus for team members when delivering key projects; iii. A good understanding of economic regulation and competition; iv. Knowledge of the business and technical environment in which energy and water utilities operate; v. Knowledge of revenue regulation and tariff setting; and vi. Experience of compliance monitoring and enforcement.
