2 The City of Greensboro, NC is seeking a highly experienced and collaborative municipal attorney to be their next City Attorney. Appointed by the City Council, the successful candidate will work effectively with a variety of stakeholders including the City Manager s office, department heads and community and must be an effective manager of people to lead the Legal Department to effectively represent the City in all legal matters. The Community: Greensboro is the third largest city in North Carolina and is the county seat of Guilford County. With a diverse population of nearly 280,000 and where over 100 languages are spoken, Greensboro is the largest city in the Piedmont Triad region, followed by Winston-Salem and High Point. With its temperate climate and close proximity to both the mountains and the coast, Greensboro offers the best of both worlds. Once known as the Gate City for the large numbers of trains that passed through downtown, the city maintains its history as a transportation hub with its easy access to major interstates and highways. Twelve colleges and universities in the Piedmont Triad provide Greensboro businesses well-trained and highly-educated people each year, adding to the city s existing workforce. The textile industry helped build Greensboro, but the local landscape has transitioned to technology, healthcare, and service industries with five of the top 60 Fortune 500 companies having a presence in Greensboro resulting in a vibrant economy. 3 Organization Overview: Greensboro is governed by a City Council utilizing a council/manager form of government consisting of a Mayor and eight Council members. The City Council sets the policy and direction; the City Manager oversees the day-to-day operations of the organization. The City, believing in active Community input and engagement has more than 20 Council Committees, Commissions, or Boards. Due to a solid employment base in and around Greensboro and careful management of resources, the City of Greensboro has bond ratings of AAA and consistently wins awards for its annual budget and financial report. The adopted budget is $543.5 M with a $291.8 M General Fund. The Debt Service Fund is $29.4 M. City Attorney Position Overview: The City s Legal Department advises and represents the City of Greensboro in all settings where legal advice and representation are needed or requested. The department provides advice to City Council, the city manager, city departments, and boards and commissions. The City Attorney s work involves preparing and reviewing legal documents for the City and representing the City at state and federal trial and appellate court as well as administrative proceedings. The City Attorney must exercise independent judgment, discretion, and initiative in completing assignments. Tact and courtesy with taxpayers, attorneys and the general public is an essential function of the position. Greensboro has been a leader in tackling prominent and controversial issues such as body cameras and panhandling and the next City Attorney ideally has had experience in researching and responding to trending issues proactively rather than reactively. The next Attorney must be willing to give advice grounded in solid legal interpretations and be an assertive advocate for his or her best legal opinion on a given issue with elected or appointed officials and staff. The City Attorney will oversee a department of eight (8) attorneys, five (5) paralegals and one (1) administrative support staff and must have an interest, desire, and track record in being a leader who develops staff, not just a lawyer who manages legal issues.

4 Qualifications: Minimum Qualifications: - Graduation from an accredited school of law - License to practice law in North Carolina or licensure reciprocity - 10 years of experience as a practicing attorney performing high level legal and trial work - Experience with municipal legal provisions - Experience in judicial procedure, rules of civil and criminal procedure, and rules of evidence - Experience in management and supervision of licensed attorneys - Experience with labor relations Preferred Qualifications: - Experience in Municipal or Public Law, Contract Law, Employment Law &/or Environmental Law - Strong litigation background - Experience in the capacity of a City Attorney or with other public sector entities The Successful Candidate is: constructively and assertively advises and provides guidance to City Council; works collaboratively with all City of Greensboro departments to solve problems and improve services and quality of life for residents and holds Legal staff to the same standard of collaborative engagement; is a strong leader with impeccable integrity and a proven record of consistency in managing both internal and external relationships; holds a thorough knowledge of North Carolina law pertaining to City government; has extensive knowledge of and experience in applying the principles and procedures of civil law, especially as related to City government; is excellent in conducting legal research, investigation methods, judicial procedure, and rules of evidence; is considered a highly accomplished legal professional with exceptional skill in legal writing;

5 analyzes and solves legal problems and interprets laws and regulations affecting the City to a high legal standard; is a proven manager with the ability to establish and maintain effective working relationships and to plan, assign, and coordinate the work of subordinates across a schedule and work load that goes beyond a standard work week; is resilient in the face of challenges and seeks innovative solutions to problems; communicates excellently both verbally and in writing and possesses well-developed interpersonal skills and abilities and; values accountability and holds high expectations of self and others while also being an effective and respected leader. Salary range and Application Process: The hiring range is $154, ,844 but is negotiable based on experience and qualifications.
