1 Tuesday, January 17, 2017 Minutes of the Committee of the Whole of the Corporation of the Municipality of Port Hope held on Tuesday, January 17, 2017 at 6:45 p.m. in the Council Chambers, 56 Queen Street, Port Hope, Ontario. Present: Mayor R.J. Sanderson, Deputy Mayor G. Burns, Councillor L. Andrews, L. Ferrie-Blecher, T. Hickey and R. Polutnik Staff: Absent with Notice: B. Gilmer, Director of Corporate Services/Clerk D. Lees CALL TO ORDER Disclosure of pecuniary interest and the nature thereof Councillor Ferrie-Blecher declared a pecuniary interest related to Delegation 1 and Item Centre of Excellence, as a family member has been involved with the initiative; and, accordingly did not vote or take part in discussion regarding this matter. DELEGATIONS 1. Joe Schmeiss regarding the Establishment of the Centre of Excellence for Recycling. Joe Schmeiss was in attendance and gave a presentation regarding the Centre of Excellence for Recycling initiative. Page 1 of 8

2 Moved by Deputy Mayor Burns Seconded by Councillor Hickey That the presentation by Joe Schmeiss regarding the Establishment of the Centre of Excellence for Recycling be received and referred to Item under Corporate Services Committee. Delegation was excused at 7:00 p.m. 2. Olga Cwiek, Capitol Theatre regarding Update of 2016 and Highlights of Olga Cwiek was in attendance and gave a presentation regarding the 2016 and 2017 activities of the Capitol Theatre. Moved by Councillor Polutnik Seconded by Councillor Hickey That the presentation by Olga Cwiek, Capitol Theatre regarding Update of 2016 and Highlights of 2017 be received for information purposes. Delegation was excused at 7:21 p.m. CONSENT AGENDA Items listed under the Consent Agenda are considered routine in nature and are considered collectively as one motion. Staff Reports: Marketing Manager regarding Strategic Plan Initiative Centre of Excellence. Moved by Councillor Hickey Seconded by Councillor Andrews That the Staff Report by the Marketing Manager be received and that a Resolution be prepared for presentation to Council on February 7, 2016 to approve the establishment of a Centre of Excellence for Recycling; and that the Terms of Reference and appointment of members for a Centre of Excellence Working Group as attached to the Staff Report dated January 17, 2017 be approved; and further, that the initial physical location for the Centre of Excellence for Recycling be located at the Canton Municipal Office in the available vacant office space Director of Corporate Services/Clerk regarding Video Recording of Council/Committee of the Whole Meetings. New Business: Councillor Andrews reported on the relocation of the walk-in clinic advising the new location at 99 Toronto Road will reopen on January 28th, Question Period Media regarding the relocation of the walk-in clinic. New Business: Councillor Ferrie-Blecher reported that the Annual General Meeting of the Port Hope Archives will be held on January 19, 2017; and, Heritage Port Hope Advisory Committee has endorsed the ACO Port Hope "The Barns" celebrating agriculture and heritage. 6 5.1. Staff Reports: Development Services Technician regarding Bruton Street Temporary Street Closure. Moved by Councillor Polutnik Seconded by Deputy Mayor Burns That a Temporary Street Closure By-law be prepared for presentation to Council on February 7, 2017 to temporarily close Bruton Street between Toronto Road and Shortt Street and prohibit public access for a period of two (2) days commencing on February 14, 2017 until February 15, 2017 to allow the installation of the storm sewer maintenance hole connection to the existing storm sewer main in the middle of Bruton Street Business Referred: 5.3. 7 6.3.1 Notice of Motion - Recognition of municipal fire service as critical infrastructure by including funding for Fire Department infrastructure as part of the Provincial Government s Infrastructure Strategy. Moved by Councillor Hickey Seconded by Councillor Andrews Recommend WHEREAS the Fire Protection and Prevention Act, 1997, legislates that fire protection, public education and fire protection services are a mandatory municipal responsibility; AND WHEREAS there are total of 449 Fire Departments operating in the Province of Ontario comprised of 32 Full-time Departments, 191 Composite Departments and 226 Volunteer Departments with 11,376 Full-time Firefighters, 19,347 Volunteer Firefighters and 343 Part-time Firefighters staffing these departments; AND WHEREAS the fire service represents a significant percentage of small, rural and northern municipalities managed capital assets; AND WHEREAS the Municipal Fire Department and associated assets represent critical municipal infrastructure; AND WHEREAS there are currently no funding opportunities available from the Provincial or the Federal Government for the equipment, training, maintenance, operating or capital requirements of local fire departments; NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Port Hope hereby petition the Provincial Government to recognize the municipal fire service as critical infrastructure by including funding for Fire Department infrastructure as part of the Provincial Government s Infrastructure Strategy to Move Ontario Forward; AND BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Premier of Ontario, the Minister of Economic Development, Employment and Infrastructure, Lou Rinaldi, MPP for Northumberland- Quinte West, the Association of Municipalities of Ontario (AMO), the Federation of Northern Ontario Municipalities (FONOM), the Rural Ontario Municipal Association (ROMA) and all Ontario municipalities Question Period Police and Fire Services Committee and Committee of the Whole Page 7 of 8
