1 POST: SALARY: HOURS OF DUTY: LOCATION: REPORTING TO: RESPONSIBLE FOR: Depute Principal & Chief Operating Officer 96, ,000 per annum As required by role Executive Suite City Campus The Principal and Chief Executive Executive oversight to ensure effective and efficient day to day operation KEY CHALLENGES 1. To assist the Principal in the successful realisation of the Board s Purpose, Way and (Blue Ocean) strategic priorities for the City of Glasgow College in delivering a College that meets expectations and aspirations for a leading world-class learning and teaching environment. 2. To oversee and monitor for the Principal and ensure delivery of high levels of operational performance across all areas of the College. 3. To deputise for and support the Principal as the senior strategic adviser and trusted confidante. KEY RESPONSIBILITIES 1. To support the Principal and Chief Executive in the effective and efficient day-to-day management of the College and leadership of its staff and deputise in his absence. 2. To deputise for the Principal both internally and externally as directed by the Principal. 3. To be responsible for the proactive development and service delivery for the following area: Delegated day to day operational management of the College New Strategic Projects Award Bearing Powers Lean management reviews 4. To carry out special projects on behalf of the Principal as and when required Page 1 of 7

To ensure that (there are high performing) teams (across the College and particularly) within areas under their leadership the Depute Principal will provided inspirational and exemplary leadership and strategic direction. 6. To act as a mentor and collegiate member of the Executive Leadership Team contributing positively to the strategic development and monitoring of the College s Purpose and Way, values, Corporate Plan, Strategic Priorities, Balanced Scorecard, implementation and improvement plans. 8. To be a leading champion of change, effective communication, continuous improvement and empowerment; securing motivation, loyalty and the support of direct reports in particular and staff in general; whilst maintaining the integrity of the office of Principal, 9. To be responsible for the oversight and leadership of end to end operational processes within and beyond the organisation, to achieve world class performance standards and planned outcomes. 10. Assist the Principal in monitoring, reviewing and assessing the impact of future scenarios and managing strategic risks. 11. To take a lead role in engaging managers and to continuously review, improve and optimise the effectiveness and efficiency of their processes. KEY ROLES 1. To deputise for the Principal managing devolved areas of responsibility and acting as the senior strategic adviser in the implementation of strategic plans and operational processes. 2. To lead in all matters relating to New Campus contract management, disposals, including further developments (especially New Campus 2 and 3). 3. To give executive leadership across the College, ensuring that the College is at the forefront of operational innovation, at the cutting edge of service delivery in the interests of all students. 4. To be the lead champion of operational effectiveness and efficiency, promoting and sharing best practice across the College s management and support functions. Page 2 of 7

To take lead responsibility for the co-ordination, preparation and monitoring of the College s Outcome Agreement and External Quality Evaluation, aligned with the Strategic Plan and in conjunction with the Principal, Board, Executive and Regional colleagues. 6. To champion City Learning and Industry Academies. 7. To participate and lead the executive preparation and monitoring of the College strategic risk management and contingency planning. 8. To achieve agreed targets and performance indicators across all areas of responsibility 9. To prepare and/or contribute to the preparation of reports, briefings, presentations and institutional responses as appropriate. 10. To assist the Principal to develop and keep under review effective, efficient and economical structures for the areas within the remit of the Depute Principal. 11. To work closely with the Principal, VP Student Experience, Executive and Faculty Directors to ensure that the student voice is heard in policy development and planning whilst support to students is kept relevant, timely and of the highest quality. 12. To ensure that staff set high expectations for our students and meet their individual learning goals. 13. To participate and lead appropriate aspects of the College strategic and annual business planning and budgeting processes. 14. To achieve agreed targets and performance indicators across all areas of responsibility. General 1. Implement and promote College policies, particularly those relating to Safeguarding, Corporate Parenting, Prevent, Diversity, Equality & Inclusion in all aspects of College operations. 2. 5 PERSON SPECIFICATION AND JOB COMPETENCIES JOB TITLE Depute Principal & Chief Operating Officer FACULTY/ SECTION Executive Leadership Team FACTOR ESSENTIAL DESIRABLE Qualifications and Training A first degree and/or professional qualification (or equivalent) in a relevant subject area Means of Assessment An appropriate management/leadership qualification and/or evidence of substantial continuous professional development particularly in the area of leadership and management A teaching qualification Evidence of continuous professional development Occupational Experience Significant relevant experience of strategic management at senior/executive level including the effective development, deployment and leadership of staff. Experience of teaching in Further or Higher Education Knowledge of the Further Education sector, in particular policy developments and funding arrangements in relation to issues which will impact upon education, training and learning in the tertiary environment. Experience of working in large scale, complex organisations Page 5 of 7

6 FACTOR ESSENTIAL DESIRABLE Significant leadership / management experience at senior level in the education sector with knowledge of the complex FE environment within which the College works. Means of Assessment Direct relevant experience of strategic planning processes particularly in relation to the areas covered by this post. An excellent understanding of the inspection methodology relevant to further education and experience of playing a key role in external inspection processes. An excellent understanding of the role of HR and Organisational Development in achieving the strategic aims of the organisation Personal qualities and competencies An ability to develop positive working relationships with individuals at all levels (internal and external) to promote the College; Highly developed communication, external liaison and networking skills.
