1 Addendum #2 Bid Opportunity RFP to Replace the Township of Wellesley s Fire Station #2 Closing Date: Friday, January 25, :00 hrs. Question 1: How close to the property line can the septic bed be? Answer 1: 3 metres. Question 2: How close can the parking be to the property line? Answer 2: 1 metre. Question 3: Do they need permits for tree removal or tree saving plans? Answer 3: No permits required for tree removal. Question 4: What is the proposed budget for the project? Answer 4: No set budget amount has been established for this project to date.

2 Question 5: Is a designated substances report available? Answer 5: The required Designated Substance Report has not been completed to date. An allowance to prepare the report should be established. Question 6: Is the building to be designed to post-disaster construction standards as per part 4 of the O.B.C.? Answer 6: Yes. Question 7: The conceptual site plan indicates an addition to the existing building. Are we demolishing the existing building but retaining and re-using the existing building foundation? Answer 7: Appendix D was a conceptual site layout for review and was only meant to reflect a basic layout of the site. Per 1.0 Scope of Work, a complete demolition and removal of the existing building, including the existing foundation is desired including the construction of a completely new fire hall building. Question 8: Is bonding required? Are we to provide a surety s letter indicating proof of bonding ability as part of our submission? Answer 8: Bonding is required but not with the submission. Page 21 of the RFP is a declaration that bonding is available. Additional information on Bonding will be provided in a future Addendum. Question 9: Are we to carry the Builder s Risk Insurance?

3 Answer 9: Yes. Question 10: Are we to allow for payment certifier s costs or will the Township be providing a payment certifier? Answer 10: The Township will be providing the payment certifier. Question 11: It is difficult to provide accurate pricing for a septic system without a geotechnical investigation. Would the Township be able to provide one? Answer 11: A geotechnical investigation will not be available at this time. Bidders may assume that no water table is present within 1.5 metres of the surface and that the underlying soils display a T=50. Bidders may also assume that competent bearing soils capable of sustaining a 150 kpa design load are present and that there are no hazardous soils or designated substances on the property. Question 12: Are we to apply for site plan approval as well as building permits? The landscape requirements listed do not seem in line with planning standards beyond basic seeding and sodding of the Answer 12: No Site Plan application will be required. The Township will implement any required landscaping itself upon completion of the project. Question 13: In order to provide fair and competitive pricing, can the Township provide a list of cash allowances that all contractors should carry? Answer 13: The Township will not provide a list of cash allowances. Bidders are to ensure any allowances are clearly marked within their proposal.

4 Question 14: Is there a preferred construction method (e.g. Wood framing, steel framing, etc.)? Answer 14: No. The bidder may choose the construction method provided the building meets all of the requirements of the OBC. Question 15: Are there any preferred finishes (e.g. metal siding & liner panel, Masonry veneer, composite cladding, curtain wall)? Answer 15: A minimum of 75% Masonry Veneer and glazing to be used on the front elevation wall surfaces (excluding the overhead door surfaces. No preferences to rear or side elevation finishes. Overall Building Aesthetics have been added as an evaluation component within Addendum #4 Question 16: Are there any preferred door types (Insulated steel sectional with lights, polycarbonate, Biparting doors)? Answer 16: Insulated Steel sectional doors with 1 row of lights are preferred for the garage bay doors. Question 17: What size of cistern is required? What are the design requirements of the cistern? Answer 17: There is no cistern proposed for this project. While a cistern is shown on the conceptual layout drawing within Appendix D, no cistern is requested / required for this project at this time. Question 18: What is the required clear height of the apparatus bay?

5 Answer 18: 18 (5.5 metres) Question 19: The tender form does not allow for optional pricing. Are we to provide a separate letter or will a new tender form be issued? Answer 19: A future Addendum will include new tender forms for both the Demolition and New Build with Basic Foyer (Option #1) and the Demolition and New Build with Showcase Foyer (Option #2) Question 20: Is a hose tower required? Answer 20: No Hose Tower is required / desired for this project. Question 21: Are CAD drawings available for the site and building plan? Answer 21: Yes Both have been included on the bids and tenders website. Question 22: Is the entire building to be air conditioned or just the office area? Answer 22: Office and washroom areas only are to be provided with air conditioning. The garage bay is not required to be air conditioned. Question 23: Are we required to carry any provisions for signage or will this be by the Township? If we are required, what signage would be requested?

6 Answer 23: Electrical supply to be provided by bidder for future main sign on front elevation, with future facility sign provided by Township. Incidental signage to be provided by bidder. Question 24: The optional foyer does not show an entrance for the antique fire truck. What size of opening would be required? Answer 24: A minimum 8 wide by 7 high opening will be required to accommodate all items required to fit into the optional front foyer space. Question 25: This appears to be a Request for Proposal (as per RFP cover) and not a tender, and decision will not rest on price. Also, there is considerable uncertainty regarding what is to be provided and costs cannot be accurately calculated. Can the Township please confirm that this is an RFP, not a Tender, and can the scoring system and criteria for decision and award please be published as per provincial public procurement guidelines? Answer 25: This is an RFP. Additional evaluation details have been provided with Addendum #4. Question 26: As there is no geotechnical report, can the Township please confirm that all bidders may assume competent bearing soils capable of sustaining a 150 kpa design load, and that there are no hazardous soils or designated substances on the property. This is the only way to create fairness among the proponents in the absence of real information. Answer 26: Yes. Also see Answer #11 of this addendum. Question 27: Can the Township please provide information about its criteria for firms submitting proposals for this project? Proof of Ability? Bonding capability for required bonds (Materials and Labour Payment, and Performance)? Form of Contract the Township will wish to sign? All of these things affect both proponent evaluation and the costs of the project

7 Answer 27: Additional information on Bonding will be provided in a future Addendum Question 28: There are requested options for the facility, but no ability to show the effect on the price of the options from Base Bid. Can the Township provide a proposal form that sets out what is to be included in base price, and pricing for one or two options to be added to base price? Answer 28: See Answer #19 of this Addendum. Question 29: In lieu of each proponent showing different schedules for the project, and the Township having to weigh schedule as well as cost in its decision, can the Township just establish a hand-over date to which all proponents must conform, as a reasonable way to create fairness in the proposal call? Say, complete for hand over fully functional for October 31, 2019? Or some such thing? Answer 29: Bidder to provide a proposed schedule / timeline indicating an anticipated project completion date, no later than December 13, Timelines for completion has been added as an evaluation component within Addendum #4 Question 30: A haz mat study of the existing building is required by law prior to demolition. We understand there may not be an existing haz mat study for use by proponents. This means proponents may make different assumptions about existing conditions. Can the Township agree for the purpose of this proposal call that proponents are to assume there is no hazardous material requiring special handling or removal during demolition, and that the Township will pay for the study after contract award, to confirm? Answer 30: Yes. Also see Answer #5 of this addendum. Question 31: Does the existing station have to remain operational through the period of construction of the new station? If so, this is complex. The RFP documents show in Appendix D shows

8 an addition to the existing building. Can the Township please clarify its expectations regarding fire services during the construction period? Answer 31: No - The existing fire services will be managed completely off-site for the duration of the project. Question 32: We assume the work includes decommissioning of the existing septic system to Ministry requirements, correct? Answer 32: The adequate removal / decommissioning of the existing septic system as well as the construction of a new septic system will be required. Question 33: Has it been confirmed that the existing gen set and transfer switch meets electrical code? Answer 33: Yes. Question 34: We assume the Township wishes the quality of construction to be to minimum code standard, unless otherwise noted in the RFP, and that any energy saving or enhancement of operating cost features must be shown separate from base bid price. This includes code-mandated design for Post-Disaster for structural and other systems. Please confirm. Answer 34: The design will be required to meet all OBC minimums for structural and energy efficiency design. Any enhanced energy savings features are to be highlighted within the bidders proposal. Energy Efficiencies have been added as an evaluation component within Addendum #4 Question 35: We assume the overhead doors to apparatus bay are power operated with interlink to transmitter in the apparatus for operation, and that the transmitter operation is by Fire Department. Please confirm requirements for doors and door operation.

9 Answer 35: Garage bay doors to be power operated with transmitters located within the vehicles (3 vehicles total) as well as wall mounted opening devices for each of the overhead doors. Question 36: At walk-through it was stated that the Township did not wish to collect rain water into cistern for use in vehicle washing. Please confirm. Answer 36: Yes. Also see Answer #17 of this addendum. Question 37: Is electrical feed to be overhead or underground? Answer 37: Underground. Question 38: What data com and telecom is to be brought to the building? We assume installation of all wiring for data com and telecom is not part of the RFP scope. Please confirm. Answer 38: Installation of all wiring for data com and telecom is not part of this RFP scope. Question 39: Is the apparatus bay to be bare concrete, or epoxy floor, or other flooring? Answer 39: Sealed concrete is the desired floor finish for the apparatus / garage bay flooring.

10 Question 40: Is the existing water service to and from street to be re-used or replaced? Answer 40: A new water service line of 2 size is to be installed from curb stop to the building. Question 41: Will the project be deemed "Development" by Township planning staff, and if so will there be a site plan review process and requirements for site works, landscaping, exterior lighting, storm water management, curbs to asphalt areas? It is not possible for proponents to gauge these requirements at this time, and this could result in a wide variety of prices and assumptions. Answer 41: No SWM report will be required for this project. A detailed lot grading and drainage plan will be required. No curbing will be required for the project. Refer to Answer #12 for Landscaping. All exterior lighting to provide adequate lighting levels to hard surfaces. Question 42: Does the Township wish the Proponent to engage architect and engineers in each discipline (structural, electrical, mechanical, and civil) that are licensed to practice as consultants in each discipline? If so, what level of professional liability insurance is required of the consultants? Answer 42: Answer to be provided in a future Addendum. Question 43: Will the Township consider a pre-eng building solution? Answer 43: Yes. Question 44: There is a large price differential between pre-eng envelope and its code requirements for envelope performance, and envelope performance for other forms of construction. Does the Township have a minimum standard of outside appearance, finish, and envelope

11 performance that proponents must meet, or simply "minimum allowed by law [i.e. Code]. How will enchanted envelope performance or appearance and more durable finish material be evaluated in the scoring system for successful proponent selection? Answer 44: Energy Efficiencies has been added as an evaluation component within Addendum #4 Visual Appeal has been added as an evaluation component within Addendum #4 Question 45: In the case that the Township elects not to proceed with the project, will it undertake to declare a successful proponent and pay the design expenses that the proponent has incurred to that point? Answer 45: No. Question 46: Does the Township wish proponents to submit an Agreement to Bond from the surety (for the 100/100 surety requested) as part of the submission? Answer 46: See Answer #8 of this addendum. Question 47: Please confirm whether the asphalt areas will require oil/grit intercept, and if so engineered to what year storm, and whether rainwater leaders from sloped roofs can discharge to grade at building perimeter or must be piped below grade to outlet at grade elsewhere on the property. Answer 47: No exterior oil/grit interceptors will be required. RWL to be piped below grade to property lines as it relates to overall grading plan. Question 48: What duty of asphalt is required throughout, or through apparatus areas versus car parking aprons? Heavy duty throughout? Can proponents assume that existing asphalt can be pulverized and used together with existing base and subbase as the new subbase for asphalt areas, with new imported granular 'A' material for the base. Please confirm the

12 assumption that the proponents are to make, as there is considerable difference in cost among potential assumptions. Answer 48: A minimum of 100mm total depth (60mm HL8 & 40mm HL3) to be provided throughout entire asphalt surface. The existing asphalt can be pulverized and used together with existing base and subbase as the new subbase for asphalt areas, with new imported granular 'A' material for the base. Question 49: Please provide a score card of how this submission will be evaluated. Answer 49: See Answer #25 of this addendum. Question 50: Are proposals to be submitted to Paul Redman as per Tender Advertisement OR to Grace Kosch as per RFP document. Please Clarify. Answer 50: Proposals are to be submitted to Grace Kosch Clerk. Question 51: Is there a designated substance report available for the existing building to be demolished? If there is not a hazmat report available are we to assume that the existing building does not contain hazardous materials and is considered to be clean demolition? Answer 51: See Answer #5 of this addendum. Also, bidders may assume that the existing building does not contain hazardous materials and can be considered a clean demolition at this time. Question 52: Appendix 'D' - Conceptual Site Plan - This drawing is not clear and some information is not legible. Can this drawing be re-issued so that all information is legible? Answer 52: No - See Answer #7 of this addendum.

13 Question 52: It has been noted that the existing emergency generator is to be reused for the new fire station and that there is no information available regarding ratings/size at this time. If the existing generator was sized for the existing fire hall it most likely will not provide full capacity for the new fire station. In responding to this RFP are we to assume that the existing emergency generator will be adequate OR should a new properly sized emergency generator/ats be provided in the proposal? Answer 52: Bidders can assume that the existing generator is adequately sized for this project and will be reused accordingly. Question 53: The RFP states that there is an existing underground water cistern that needs to be removed and replaced to meet current needs of the fire department. a) What is the current capacity and needs of the existing cistern? b) How many cisterns are required and what is the total required capacity? c) If the cisterns are required to fill tanker trucks is the intent to fill truck inside the building OR to fill truck outside with a dry hydrant d) If trucks are filled inside the building what diameter would the fill line be? (2.5"?) e) How many gal/min is required to fill the trucks? Answer 53: The existing cistern will need to be adequately filled in or removed. See Answer #17 of this addendum. Question 54: It appears the fire truck capacity for the existing fire station is 3 trucks. The new plan appears to be for 2 trucks. Please confirm the number of trucks required for the new fire station. Answer 54: A 2 bay garage space with a minimum depth of 18.28m (60 ) is desired. A reduction in the number of front bay doors is intentional. Question 54:

14 How much glass is required in the garage doors? Typically for a 14' overhead door there would be 7 sectional panels where 1 panel has glazed units in it. Is this adequate? Answer 54: See Answer #16 of this addendum. Question 55: For bunker gear cleaning and drying will the county supply bunker gear extractor and bunker gear dryer? Answer 55: Yes. Question 56: Is the laundry room going to have a typical residential washer and dryer. If yes, will the county supply the washer and dryer? Answer 56: The Township will supply standard commercial grade laundry equipment and will require electrical to be roughed into location for equipment. Question 57: Please advise if the firetrucks are to be washed inside the new station. Answer 57: Yes, firetrucks will be washed inside the new station.
