2 Procedural background CMP at its tenth session endorsed the development of a procedure by the Board that would allow for the voluntary de-registration of CDM project activities by project participants. Endorses the development of a procedure by the Executive Board that would allow for the voluntary deregistration of clean development mechanism project activities by project participants, while ensuring environmental integrity and the consultation of Parties involved Decision 4/CMP.10, para. 10 2

CMP also decided to replace decision 5/CMP.1, annex, paragraph 32 with decision 4/CMP.10, annex II, related to the flexibility in the timing of verification for afforestation and reforestation (A/R) project activities. The initial verification and certification of an afforestation or reforestation project activity under the clean development mechanism may be undertaken at a time selected by the project participants. In the case of afforestation or reforestation project activities for which tcers are issued, subsequent verification and certification may be carried out at most once in each subsequent commitment period, at a time selected by the project participants. For afforestation or reforestation project activities for which lcers are issued, subsequent verifications and certifications shall be carried out within eight years of the date when the previous certification report was submitted until the end of the crediting period. 5 Key issues and proposed solutions Voluntary de-registration of CDM project activities At EB 80 and 81, the Board had considered possible provisions on the process for voluntary deregistration of CDM project activities. The Board was in general agreement with the draft provisions which have been replicated with small changes to procedural timing Amendments to PS and PCP Flexibility in the timing of verification of A/R project activities and PoAs CMP 10 decision text has been inserted in relevant sections Amendments to PS and VVS 5

6 Key issues and proposed solutions (cont.) Other minor issues Inclusion of reference to the form for change of the coordinating/managing entity for a PoA Amendment to PCP Para 202. When the coordinating/managing entity is changing, the incoming coordinating/managing entity shall sign and submit the MoC statement to the secretariat. The incoming coordinating/managing entity shall also attach letter(s) of authorization from each respective host Party stating the change of coordinating/managing entity and a confirmation from the new coordinating/managing entity that the PoA will be developed and implemented with the same set framework as originally described in the PoA DD, by using the Change of coordinating/managing entity for programme of activities form (CDM-CME-FORM). Correction on to the maximum allowable number of specific-case CPA- DDs that may be submitted at GSC or request for registration Amendment to PCP Para 21 (j) In the case of a proposed CDM PoA, in addition to subparagraphs (a) (g) above: ii. At least one but no more than five specific-case CPA-DDs that correspond to each generic CPA-DD. 6

7 Impacts The amendments to the CDM regulatory documents contained in appendices 13 will fulfil the mandates by the CMP. Minor changes including correction will ensure the consistency of the CDM regulatory documents. 7

8 Proposed work and timelines If the Board agrees with the proposed amendments to PS, VVS and PCP, these amendments will be incorporated and published as version 09.0 immediately. The effective date of version 09.0 of the PS, VVS and PCP can remain the same (1 April 2015) as for version 08.0 agreed at EB 81. 8

9 Stakeholder input Deregistration process: Can see no justification to no refunding of registration fee (in case if there is positive balance) 9

10 Recommendations to the Board The Board may wish to adopt draft amendments to the PS, VVS and PCP to reflect CMP 10 decisions, as well as to address minor issues identified after the adoption of their version The Board may further wish to clarify that version 08.0 of the PS, VVS and PCP will be superseded by their version 09.0 and will no longer be effective from 1 April
