Falkenberg) of increasing transport demand - Measuring by going beyond GDP (Dir Falkenberg) - Legislative measures to reduce direct impact (road and rail, aviation, etc.) Solving congestion: building infrastructure, renewing it (Dir. Ruete) and using it more efficiently, by interconnecting networks (COM services) 2020 or 2050 perspective (Dir. Ruete), how to serve global markets? Maintaining logistics leadership (Skvara, Falkenberg) and its competitiveness 2

3 Hans-Georg Werner, CEO Business Segment Intermodal, Deutsche Bahn AG.From national train company to excellent global logistics player:» All modes of transport are important, but backbone is rail link other modes to rail for long distance;» DB Schenker builds ITS OWN pan-european corridors same strategy as Commission, concept extended even to China, bridging two different rail systems;» Integrated freight products for Value Added Services, e.g. Railports- Concept STRONG (11-12%) GROWTH in multi-modal transport with ports; Customers views: sustainability is a real issue and will become a requirement - Committed to reduce emission and accept more freight» Future trends: Hinterland transport with ports will increase, environmental constraints will increase rail traffic Rail route with Asia 19 days shorter Deregulation: DB is early starter in liberalisation.the chair remarked the progress EU legislation made possible in the rail 3

4 Alfons Guinier, Secretary General ECSA (European Community Shipowners Associations).EU shipping = 41% of global fleet world leaders;.shipping, de-facto a global sector, please use a global approach:» Co-modality: operative for many years in shipping, but actions needed on terminals (problems of congestion) hinterland connection (use of EU interest) on standards (mind international dimension)» Communication on ports policy, please use it!» Regulation, please forget dogma: No red tape EU maritime space without barriers (less administration)» A global free market: free markets access and fair competition without protectionism (WTO agreement please!)» The environment: Shipping is environmentally friendly. Global solutions for charges & ETS - but care should be made not to 'endanger' SSS. 4

5 Victor Schoenmakers, Director of the Port of Rotterdam and Chairman ESPO (European Sea Port Organisation).Adapting EU policy to the changes in global shipping and trade:» Take account of EU special geography ( km of coastline, 1200 seaports)» There is a power struggle: who controls the chain? Many answers: clustering, mergers, wiser investments, etc.» Sustainability: an all time challenge, but NIMBY & image of ports are a problem» Beyond the landlord position of port authorities to the matchmaker» Integrating ports into TEN-T: the conflict of interest between free and fair competitions and the coherent development of the port as a whole this is the future challenge Logistics core regions and multi-port cooperation Too much concentration in the north range, do we need to change it? Going beyond the interest of one port, into networks of ports.no red tape, there is no market failure 5

IRU shocked by dichotomy: money to banks but taxes on road transport, please stop penalising road transport: without transport there is no trade and prosperity Road transport is vital as production tool Please reduce restrictions and taxes on fuel: - There is no alternative to oil in road transport, please do not burn it on fixed installation, where there are alternatives - 85% of road transport is less than 150 km has no viable alternative - Modular concept is better transport, rather than more transport» Road has made significant improvement in its environmental footprint, in particular if door-door journeys are considered..concluding: policy of the three I s Innovation, for more effective technical measures to reduce environmental impact. Incentives, for faster introduction of best available technology and practices Infrastructure, to remove bottlenecks and missing links 6

7 Ola Johnsson, CEO LKAB.Hi-tech iron ore production in north Sweden; using ports (Lulea and Narvik), but need a railroad and need it very efficient.trend for globalisation and liberalisation in trade will continue in future» World will continue to need steel = lots of trade of raw materials» Transition to non-fossil fuels will take time, transport will be needed anyway even for fuel & energy products.solutions:» Better transport & NOT less transport, no alternative to shipping, and in northern latitudes we need good icebreaking» Safety is a paramount concept for shipping, and IMO rules are already ratified by about 50 countries» Technology development is paramount and help from government is necessary» Railroads are best in transport of heavy goods: capacity of the rail is still too low. 7

In future: climate change, globalisation, power and population shift, congestion» Business as usual is no option» Most vehicles and infrastructure is about 30 years old, ring in the new!. The key-word is sharing, despite being competitors» Low modal share? Modal share of IWT goes up according to geography» Infrastructure upgrade of existing network, incl. ports = low-cost and win-win» Sharing procedures, structure, but ABOVE ALL knowledge and information in order to drive cost down.pushing the concept!!» IWT Is congestions free and we do not need more land, it drives right into the centre of Europe and it is low energy intensive, covers large part of most transport intensive EU areas;» Do not impose, just facilitate if you are a policy maker.» It has good ROI and it interacts by nature with other functions: it is also a piece of nature, it is also regional development and bio-diversity. GET THE INFRASTRUCTURE FIXED!!! 8

Air freight transportation is vital for modern economy, the question is how can we mitigate externalities:» Support governmental measures (e.g. ETS)» New technology (e.g. B777) 30% reduction in carbon emissions;» Self-imposed carbon emission reduction programmes.» Optimise aircraft loads & network efficiency, e.g. modal integration in Leipzig Network integration can happen more easily with less regulation» Promote technological progress» ETS need a global agreement, avoid carbon leakage» Go for single EU sky strong support» Liberalization and fair competition of all transport markets in the world, avoid protectionism» Crisis relief measures are wanted: freeze charges! 9

10 Overall picture.customer relations» Understanding for the difference between goods and freight & the driver for innovation that comes from customers and consumers» Customers (and consumers) will show more responsibility in their sourcing» A balanced approach for ensuring sustainable logistics: we need transport when necessary and we need better transport, NOT less.resolving bottlenecks» Need for upgrading and expansion of infrastructure and find solutions for its financing» Need better integration of transport modes by using terminals and ITS to their full potential and by resolving the technical problem of rail interoperability» Removal or reduction of administrative, infrastructure and operational logistics bottlenecks» Corridor approach for freight is a good (some say vital) way of organising infrastructure into a continental network and be used to identify priorities.innovation» Need for the development of cleaner technologies in all transport modes, including investigation on alternative fuels.modal» Shipping need a global perspective Bigger ships or smaller ships to service inland more effectively? Use combination!» Port need to re-balance their development into (the) networks» The environmental performance of trucks has improved in the last 20 years, but, for some, road transport is losing efficiency because of overregulation.advice from the rapporteur: be alert at new technology: ITS, ICT, communication infrastructure to vehicles and infrastructure to infrastructure is there already, but will be more important than ever in future. 10
