2 OFFICE OF THE CAO PRIMARY RESPONSIBILITIES CAO Principal Advisor and Liaison with Council Overall policy implementation and administration Represent County with external organizations, other levels of government, associations PLANNING Review of planning matters with County wide and provincial interest Implementation of County of Official Plan ECONOMIC DEVELOPMENT Convenor, coordinator, and advocate for county-wide interests and initiatives Support creation of community that is investment ready that nurtures growth of new firms and agricultural enterprises Market Dufferin County and its attributes Promote talent and workforce development HUMAN RESOURCES Personnel support for staff and management Payroll and benefits administration Health and safety oversight and advice

Dev sub-committee and SWIFT (1.1.2) Implement robust on-line public engagement forum (2.1.3) Review organizational reporting structure, department responsibilities and service provision to ensure continuous improvement (4.3.1) Continue review of personnel policies and ensure alignment with Bill 148 legislative changes (3.3.2) Streamline planning processes, provide enhanced support to local municipalities (2.3.2) Initiate Municipal Comprehensive Review and Compliance Update (1.1.5 and 3.3.1) Complete Natural Heritage Systems Strategy Study after prov mapping is finished. 6 County Council, Economic Development 2018 OPERATING BUDGET: +6.46% or $56,240 Increase in Council conference budget Addition EDO CPI increase on grant to Headwaters Tourism Reduction in grant to Dufferin Board of Trade - $25,000. This amount will continue to decrease over the next two years.

7 Office of the CAO CAO and Human Resources 2018 OPERATING BUDGET: +6.46% or $47,840 Salaries and benefits (cost of living adjustment plus movement of newer staff up the pay grid) Consulting services for Market and Pay Equity Survey (last full review was completed in 2006) Human Resources Service Enhancement - $176,370 New position - Learning and Organizational Development Coordinator to ensure the ongoing development, enhancement, integration and support of the organization s first Corporate Learning Plan ($91,570) Bill 148 Contribution to Reserve ($84,800)

8 Office of the CAO Planning 2018 OPERATING BUDGET: % or $44,910 Decrease in contributions from reserves and development charges Planning Service Enhancement - $0 New planning position need to coordinate circulations, notices, and comments. New position would also be able to assist data entry of planning information that would ensure GIS information is updated and can be accessed by local municipalities. Cost is offset by reduction in consulting services.
