The new roles of Director of Corporate Resources (for both organisations) and Director of Services for Royal Blind are of deep strategic significance to the future successes of the organisations. They are a rare opportunity within the third sector in Scotland to play a key part in an inspirational story which links a long and proud history to modern cutting-edge services and support. You will be at the forefront of shaping and delivering Royal Blind s and Scottish War Blinded s vision and mission and with sight loss expected to double in the next few decades due to an ageing population and all the well-documented economic and social uncertainty, the mission of the two organisations has never been more important. In 1793, the year that Royal Blind was established, Robert Burns wrote Scots Wha Hae and it is now over a century since our sister charity Scottish War Blinded was created. Understandably, what we do now in practice bears little resemblance to these historic periods but the mission across the two organisations is largely the same to transform the lives of people with vision impairment by helping them to live more independently, building skills and self-confidence and campaigning for their equality of access and opportunity. Increasingly, sustainable solutions will need to cut across organisations and sectors, and as Scotland s largest vision impairment organisation we feel a particular responsibility to make sure we play the most effective role we can in a strategic and collaborative way and the role of Director of Corporate Resources will be at the heart of that ambition. 3 The Organisation Royal Blind is currently celebrating its 225th anniversary and is the world s oldest national institution for blind people which serves children and adults. With a goal to have a community in which blind and partially sighted people, including those with other disabilities, are fully included and leading fulfilling lives, they have a diverse portfolio of services that include: Operating Scotland s only residential school for vision impaired children and young people An education vision impairment outreach service in East Lothian The provision of support, advice, free online resources and seminars, through the Learning Hub, to teachers and relevant education professionals in mainstream schools that work with vision impaired children and young people An after school and holiday club for children with and without disabilities as well as a playgroup for pre-school children with vision impairment Supporting young adults with vision impairment, as well as other disabilities, by providing 24-hour residential care and short breaks for respite from two facilities Providing vision impaired older people with quality individual care in a homely, supportive environment through Scotland s only specialist care homes for sight loss Transcribing text into large print, audio and braille formats to make written materials accessible to blind and partially sighted people, enabling their education, knowledge, empowerment and inclusion; through this production, to also provide meaningful employment opportunities to people with vision impairment and other disabilities Scottish War Blinded, Royal Blind s sister charity, provides support to veterans of the armed forces who have a significant vision impairment. Their members, currently over 1000, include those who were injured in war or those who have lost their sight subsequently. The support they provide includes: Rehabilitation and training to adapt to sight loss Equipment to assist with independent living Funded respite care Home modifications Sports, recreation and social activities Together Royal Blind and Scottish War Blinded operate as the Royal Blind Group and they strive to be: Approachable Forward thinking Professional Positive Empowering Sector leading ROYAL BLIND & SCOTTISH WAR BLINDED DIRECTOR OF CORPORATE RESOURCES 3

4 The Group s overall mission is to: Develop people s skills and resources for independent living Provide support and care to meet needs Support people in fulfilling their aspirations Involve blind and partially sighted people as leaders, employees and supporters, assisting in shaping and improving the services they receive Be innovative and add to the diversity of available services Provide written and spoken text in accessible formats Empower young people to become confident individuals, successful learners, effective contributors and responsible citizens Enrich education and care provision in all education sectors in Scotland and beyond, enabling the fullest possible inclusion of visually impaired and multiply disabled pupils and students Royal Blind has 554 staff (457 FTE) and Scottish War Blinded has 69 (58.6 FTE). More information can be found at: Background to the Opportunity Royal Blind is embarking on a strategic review to plan the future development of the charity and ensure that it delivers the maximum impact for vision impaired people across Scotland. This is against a backdrop of an ageing population which means that the incidence of sight loss is projected to soar in the next few decades. Scottish War Blinded will also be undertaking its own strategic review. The Board have approved the creation of two new Director posts to play key leadership roles in the development of services and outcomes Director of Corporate Resources for Royal Blind & Scottish War Blinded (this role) and Director of Services for Royal Blind. Reporting to the Chief Executive, these roles will directly contribute to the creation and delivery of a focused, long-term strategic vision commensurate with the Board s ambitions. Both roles will be critical in driving strategy and improvement to ensure service models, people strategies (staff and volunteers) and infrastructure are dynamic, effective and sustainable and fully aligned with each organisation s vision and mission. The two new experienced Directors will directly support an ambitious programme of change focused on increasing both organisations overall impact. Working as a core part of the Senior Management Team, there will be a focus on encouraging collaboration and integration, developing strategic partnerships and a continuous improvement approach to achieving better outcomes in co-production with our service users. 6 The Opportunity With overall responsibility for the strategic development and operational success of the corporate functions of Royal Blind and Scottish War Blinded, you will ensure the consistent planning and delivery of strategic objectives, and lead and manage the Finance, HR, IT, Governance and Estates and Buildings functions. You will directly contribute to the strategic decision-making process and delivery of both organisations strategic plans. Reports to: Chief Executive Direct Reports: Head of Human Resources Head of Finance Head of Information Technology Head of Estates and Buildings Executive Support Manager Responsible for approximately 30 staff in total Duties and responsibilities include: Provide individual and collegiate leadership to the development and implementation of financial, people, technology and property strategies, within the context of wider organisational strategy and mission Lead the development of an integrated and dynamic cohesion across all Corporate Resources functions, ensuring people and systems remain focused on supporting front line service delivery individually and collectively Drive excellence, efficiency and effectiveness across Corporate Resources functions and develop a strong internal customer orientation and enabling ethos Ensure the development and reporting of benchmarks, performance indicators and qualitative and quantitative markers of the effectiveness of Corporate Resources functions, aligned to organisational objectives and incorporating the views of internal customers accordingly; use this cycle to drive continuous improvement Contribute at a strategic level to the capacity building, organisational development, resilience, sustainability and impact of both organisations ROYAL BLIND & SCOTTISH WAR BLINDED DIRECTOR OF CORPORATE RESOURCES 6

7 Lead the development and monitoring of long term strategic financial plans aligned to the stated ambitions of the Board which take full account of key risks, opportunities and variables Ensure that the Chief Executive and the Board are provided with robust and meaningful financial analyses and advice in relation to income and expenditure budgets, forecasts, trends, investments, assets and liabilities Provide oversight and support to the Pension Trustees and Employer in relation to the (closed) defined benefit pension scheme and to the Employer in relation to the defined contribution pension scheme Ensure a proactive culture of continuous review of corporate procedures, systems and controls to ensure they are fit-for-purpose, provide value for money and safeguard the organisations assets and reputations Ensure that the organisations procurement policies and processes follow established best practice, are transparent, compliant and designed to deliver fit-for-purpose products and services alongside value-for-money Take a lead role in ensuring that business cases for capital and revenue investment, options appraisals and service development proposals are financially robust and based upon the best available evidence and include full financial risk assessments to inform decision making Ensure that all business and service development and planning processes and proposals take full account of implications for Corporate Resources support and infrastructure functions, including capacity and skills development and work with Services colleagues to ensure accurate understanding of overheads and cost recovery issues Work collaboratively as required with the Director of Services and Director of Scottish War Blinded to ensure a strong synergy between service planning and development and financial and resource planning Work closely with the Head of Marketing and Communications and the new commercial development function to ensure that charitable fundraising and commercial activities and plans are fully costed, including implications for Corporate Resources support, and that returns on investment can be clearly monitored and understood Drive the development of a strong culture of financial responsibility and probity within the organisations and contribute to the learning and development of relevant managers and staff across the organisation in relation to financial processes and controls Develop and implement effective and efficient business planning processes appropriate for governance, strategic planning and operational planning purposes; ensure such processes create a strong marriage between budgeting and expenditure information, delivery plans and measurable outcomes (for both Services and Corporate Resources) Ensure the development of effective, modern and integrated management information systems, enabling Royal Blind and Scottish War Blinded services in long- and short-term planning, operational management and governance reporting Provide visible professional leadership to staff in the Corporate Resources functions, ensuring they are resourced and motivated to support the delivery objectives of both organisations Ensure that both organisations assets, financial and all other resources are managed within agreed plans, identifying and implementing opportunities for making best use of assets and resources ROYAL BLIND & SCOTTISH WAR BLINDED DIRECTOR OF CORPORATE RESOURCES 7

8 Provide the Chief Executive and Board with advice and strategic guidance on legislative and regulatory compliance requirements across all relevant functions and ensure that monitoring and reporting systems are properly maintained and support the Board in their duties Ensure that the organisations procurement and monitoring of professional, advisory and technical services and consultancy deliver fit-for-purpose and value-for-money support, and are kept under regular review, including (but not limited to) legal, financial, audit, insurance, technical and inspection services Co-ordinate the use, review and development of the organisations risk registers to ensure a live and dynamic process of risk management at governance, strategic and operational levels; in collaboration with other departments, create and develop an equivalent opportunities register Oversee the corporate governance and head office administration team, working closely with the Executive Support Manager to ensure efficient and effective administrative support and Board / Committee secretariat functions Advise the Chief Executive and Board on corporate governance to ensure it reflects best practice and complies with legislation and regulatory guidance as set out by the Office of the Scottish Charity Regulator and other relevant frameworks; develop and implement improvement proposals, accordingly Support the functional heads (HR, Finance, IT, Estates & Buildings) to achieve the agreed contribution to the organisations visions and missions and to attain stretching goals and objectives for the various functions. Provide coaching, mentoring, support and guidance to all direct reports as appropriate Provide strategic oversight of the Finance function. Work with and support the Head of Finance to deliver proper and robust administration of both organisations financial affairs, monthly reporting, payroll, budget and financial planning strategies, and preparing the annual financial statements Provide strategic oversight of the HR function. Work with and support the Head of HR to develop the organisations people strategy, ensuring organisational development work, HR priorities and the volunteering programme are aligned to core values and fully support organisational improvement and impact Provide strategic oversight of the IT function. Work with the Head of IT to develop and implement a strategic approach that embraces new technology, promotes IT security and compliance and ensures internal business systems are fit for purpose, meeting the changing needs of internal customers and service users Provide strategic oversight of the Estates and Buildings function. Work with the Head of Estates and Buildings to develop a property strategy aligned to the organisations objectives and a strategic and effective approach to facilities support, health and safety, vehicles and asset management Attend the Board and Committees as required in support of governance and accountability processes Deputise for the Chief Executive on occasion Represent the organisations externally at relevant networks, forums and events as required Uphold the values of the organisations ROYAL BLIND & SCOTTISH WAR BLINDED DIRECTOR OF CORPORATE RESOURCES 8

9 Candidate Background The role requires an inspiring, solutions focused and forward-thinking leader with relevant experience of directly managing multidisciplinary teams. You will be an accomplished communicator able to build and maintain strong working relationships with a range of stakeholders. Skills and Experience Extensive leadership and management experience at a senior level coupled with a strong track record in developing and delivering strategy Evidence of successful strategic and operational resource management in an appropriately complex setting Significant financial acumen and clear strengths in financial strategy, finance operations and budget planning at appropriate levels of complexity Proven skills in strategic oversight of corporate services functions, clearly linking support functions to service delivery and strategic objectives Relevant record in building capacity, developing and leading high performing multidisciplinary teams Evidence of relevant experience in people strategies e.g. through leadership of, or strong strategic contributions to organisational development, learning and development, culture change or internal capacity and skills-building programmes Evidence of strong contributions to risk management and corporate governance processes at senior management or Board level Demonstrable success in senior ownership of legislative and regulatory compliance processes Solid understanding of relevant legal and regulatory frameworks such as charity law, employment, GDPR, health and safety Clear leadership results in leading change, innovation and organisational development Experience in utilising technology, existing and emerging, to deliver performance improvements and efficiencies Understanding of key issues arising from property strategies, and the delivery of estates, buildings and facilities functions Proven ability to prioritise, make decisions and provide clear leadership and accountability Record of a consistent and resilient commitment to excellence and improvement Strong track record in building personal credibility, relationships and networks Personal Attributes Solutions-orientated with strong influencing skills Excellent communication including active listening Self-aware and accepts responsibility Self-motivated and results driven Strong collaborative spirit A commitment to diversity and inclusion High standards of integrity Strong personal impact and inspiring presence Resilience and adaptability Commands respect whilst observing others dignity ROYAL BLIND & SCOTTISH WAR BLINDED DIRECTOR OF CORPORATE RESOURCES 9

10 Remuneration Salary: 70,000 75,000 Pension: Defined contribution scheme. Employer will contribute double the employee contribution up to 10%. Holidays: 37 Days inclusive of public holidays.
