2 Polish Neman Basin and the Water Framework Directive The update to the Polish Neman River Basin Management Plan (RBMP) was adopted on 18 th of October 2016 by the Council of Ministers. The Polish Neman RBMP includes information, which was generated or verified by the PL-LT Commision for transnational waters, for example: 1.The risk of not achieving the good status for transnational rivers bodies and lakes; 2. Statements about the lack of need to add additional transnational measures.

3 Achieving objectives of the Water Framework Directive in the Polish river basin of the Neman The program of measures, which aims to achieve the environmental objectives of the Water Framework Directive contains 106 measures which are dessignated for 39 rivers water bodies according to the pressures / needs. 4 Main pressures Ex: point sources from municipalities Significant anthropogenic pressures in the Polish region of the Neman River water are: discharges from point sources of pollution (mainly domestic economic and industrial sewage); uncontrolled discharge of household sewage coming from the population not using sewage system; loads of nitrogen and phosphorus brought together with runoff from agricultural land.

5 Achieving the objectives of the Water Framework Directive in the Polish river basin of the Neman Examples of measures to achieve the environmental objectives of the Water Framework Directive: 1. construction of sewage network in Suwalki; 2. construction of individual sewage treatment systems; 3. verification of the Environmental Programme of the communes; 4. control in the field of wastewater treatment; 5..

7 Achieving the objectives of the Water Framework Directive in the Polish river basin of the Neman The program of measures which aims to achieve the environmental objectives of the Water Framework Directive contains also measures related to the safeguard and restoration of wetland or to retention enhancement: 1.Creation of a national program of measures for rivers renaturisation (all the territory of Poland); 2.Provide a method for restoration of river water bodies under hydromorphological pressures (1 river water body in Polish Neman Basin); 3. Creation of a National database on hydromorphological changes and identification of rivers with the highest measures values (all the territory of Poland).

8 Measures from other national documents The Small Retention Plans driven by the Direction of National Forest: construction of small reservoirs and ponds The Neman Water Region Drought Plan made by the Regional Water Management Authority in Warsaw contains retention measures related to renaturisation of rivers and wetland.

11 PA NUTRI - Reducing nutrient inputs to the sea to acceptable levels SIGWET - Increasing Significance of Midfield Wetlands to Combat Baltic Sea Eutrophication (flagship) (project leader: WWF Poland) SUWMAB - Sustainable Communal Wastewater Management in the Baltic Sea Region (flagship) (project leader: Gdańsk University of Technology) DESIRE Development of sustainable wetland management restoration and biomass utilisation of peatlands in the Neman river catchment to improve water quality of the Baltic Sea (project leader: Michael Succow Foundation) National Water Management Authority of Poland is responsible for coordination of policy area PA NUTRI under the European Union Strategy for the Baltic Sea Region. In this respect we support projects concerning wetlands as the way of combatting eutrophication; including the two flagship projects and Seed Money application of the project DESIRE proposed by the project leader: Michael Succow Foundation.
