General Provisions Section 1: Name The name of this organization shall be the Student Senate of Chabot College (hereinafter referred to as SSCC ). Section 2: Objectives The SSCC shall pursue the following, in addition to the objectives stated in the vision and mission statement which each academic year s Senate approves: A. Represent the Associated Students of Chabot College (hereinafter referred to as ASCC ) and assure interests of ASCC are taken into account in the decision-making processes of the college in the spirit of collegiality. B. To improve and maintain the general welfare of the ASCC. C. To work as a liaison between the ASCC and other members of Chabot College. Section 3: Structure A. The SSCC shall be composed of a democratically elected Executive Council made up of the President, Vice President, Finance Director, Legislative Director, Communications Director, Secretary, Events Coordinator, Inter-Club Council (ICC) Chair, Student Trustee, and a Representative Council made up of ten or more appointed Student Representatives. B. The President appoints one Student Representative to serve as the Representative-at-Large. C. The SSCC Standing Committees shall be chaired by specific Executive officers

2 designated by the SSCC Bylaws. These Standing Committees include the Finance Committee, Advocacy Committee, Elections Committee, Judicial Review Committee, Communications Committee, Food Vendor Committee, and the Events Committee. D. The SSCC shall have the right to form SSCC Ad-Hoc Committees to investigate and carry out council initiatives. The procedure for formation and dissolution of Ad-Hoc Committees shall be defined by Article VI. Article II. SSCC Membership and Terms of Office Section 1: Eligibility to Seek or Hold any position in the Student Senate of Chabot College A. Any student who wishes to seek or hold a position in the SSCC must: 1. Be a student in good standing in accordance with the standards established by the Chabot-Las Positas Community College District at a time of Regular or Special Election and during the entire term of office.tte 2. Maintain a minimum of five (5) units (excluding the summer term) of college credit at Chabot College during the term of office. If a student is enrolled in a class but withdraws after the NGR date, that class will be included in the student s total units taken in that semester, so long as a W appears on the student s transcript. B. Verification of eligibility shall be carried out by the Student Life Office at the time of elections, filling of vacancies, and at the beginning of each fall and spring semester. C. If a Senator has become ineligible to hold their position, the Senator in question will be notified directly, and a two (2) week period from the time of notification will then be given for the student to resolve the issue. The Senator shall submit a written report to the Judicial Review Committee at the end of the that two week period. If after two (2) weeks from the period of notice of ineligibility, the Senator is unable to resolve the issue and is still ineligible to hold their position, the Senator will be removed from the position. Section 2: Terms of Office A. Members of the Executive Council, with the exception of the Representative-at-Large, shall be elected to a term of office commencing the last day of spring instruction and ending the last day of the following academic year. B. Members of the Representative Council shall be appointed by the SSCC of the previous academic year to a term of office commencing the last day of spring instruction and ending the last day of the following academic year. 1. The filling of open positions for Representative Council after the last day of spring instruction must be publicized to the student body. All applicants will be

3 held to the requirements outlined in Article II Section The Elections Committee, with approval from the SSCC by a majority vote, shall appoint the needed Representatives. C. Summer Term 1. Duties and Responsibilities for Summer Term a. Completion of duties and responsibilities of SSCC Senators over the summer are mandatory. b. During the Summer term, commencing the last day of spring instruction and ending the day before the fall semester, Senators are required to work and fulfill the regular duties of their office. c. Regular Summer Meetings shall be scheduled prior to the summer session, at the discretion of the current SSCC. d. If a Senator has one (1) or more unexcused absence for Regular summer Meetings, their voting rights and stipend will be voided for remainder of the summer term. e. If a Senator is not able to attend a Regular Summer Meeting the SSCC President shall decide if the absence is excusable. f. The SSCC President is required to attend each Regular Summer Meeting and fulfill the duties as outlined in Article III Section 2 point A. g. Senators are not required to maintain the minimum five (5) active units during the summer term. Section 3: Resignations A. A resignation will become effective and the Senator s duties will be relieved after the resignation is recognized by the SSCC President and SSCC Faculty Advisor. B. The SSCC President and SSCC Faculty Advisor will recognize a resignation when a Senator voluntarily terminates membership by submitting a written statement to them. C. The SSCC President and/or Faculty Advisor shall notify the full Senate of the resignation within one (1) week. D. The SSCC President shall fill, or delegate to fill, the vacant positions. Article III. Executive Council Section 1: Membership and Purpose A. The Executive Council is composed of the following Officers: President, Vice-President, Finance Director, Legislative Director, Communications Director, Events Coordinator, Secretary, Inter-Club Council Chair, Student Trustee and Representative-at-Large.

4 B. The function of the Executive Council shall be to place into operation all policies and initiatives approved by the Student Senate and delegate tasks efficiently and fairly among the SSCC Senators. C. The Executive Officers shall work collectively as a team led by the SSCC President to ensure the efficiency, transparency and accountability of the Executive Council. D. It is the duty of each Executive Officer to review the current Bylaws and address any issues before the start of their term. E. The Executive officers shall coordinate and maintain the Student Senate s relations with: the student body of Chabot College, Student organizations, statewide associations, the Board of Trustees, administration, faculty and staff of Chabot College. F. Each Executive Officer shall fulfill individual duties and responsibilities as precisely described in the SSCC Bylaws. G. All Executive officers except for the position of Representative-at-Large shall be elected by the student body of Chabot College every Spring semester as described in Article III, Section 3. H. Any vacancies in the Executive officer positions shall be filled in accordance with Article II, Section 3. Section 2: Duties and Responsibilities of each Executive Officer A. The SSCC President shall: 1. Lead the SSCC to fulfill its mission and to provide a constant dialogue between all members of Chabot College. 2. Ensure the integrity and success of SSCC operations as detailed in the SSCC Bylaws and the established SSCC mission and objectives for the term of office. 3. Have the power to veto any legislation passed by the SSCC. The veto must be submitted in writing or ed to all senators and advisors within forty-eight (48) hours after the passing of said legislation. This veto may be overridden by a three-fourths (3/4) vote of the SSCC during a SSCC Special Meeting or the next SSCC Regular Meeting. 4. Meet regularly with the SSCC Faculty Advisor, the Vice President of Student Services, and the College President. 5. Represent the student body of Chabot College and the Student Senate of Chabot College at all SSCC Regular Meetings of the College Council and the Board of Trustees. 6. Chair the Judicial Review Committee and ensure that agendas and minutes for all meetings are made available to the public per Brown Act requirements. 7. Appoint a Representative-at-Large amongst Student Representatives.

5 8. Appoint interim Executive Officers to fill any vacancies per Article II, Section 3. B. The SSCC Vice President shall: 1. Act as Chair in the absence of the SSCC President in Regular and Special SSCC meetings. 2. Ensure that each Senator is a participant in at least one Shared Governance Committee of Chabot College, maintain an up-to-date list of the meeting times, dates, and locations for all Shared Governance Committees of Chabot College. This list must be available to the student body of Chabot College. 3. Maintain a list of the meeting times, dates, and locations for SSCC Standing and Ad-Hoc Committees. This list must be made public and available to all members of the Chabot College Community. 4. Inform all new members of the Student Senate in matters of SSCC governance, office conduct, and individual duties and responsibilities. 5. Coordinate and monitor office hour attendance to ensure that the SSCC Office is open and staffed. 6. Serve as the Chair of the Elections Committee and initiate the regular SSCC Elections. 7. Ensure that agendas and minutes for all Elections Committee meetings are made available to the public per Brown Act requirements. 8. Serve as the Vice Chair of the Judicial Review Committee. 9. Represent the Student Senate of Chabot College at all SSCC Regular Meetings of the Faculty Senate of Chabot College. 10. Accompany the SSCC President to meetings with the SSCC Faculty Advisor, VP of Student Services, and the College President when necessary. C. The SSCC Finance Director shall: 1. Administer the financial affairs of SSCC in accordance with the SSCC Finance Code approved by the Student Senate. 2. Be responsible for reviewing the Finance Code every semester and propose any recommendations or updates to the Finance Code to the Student Senate for approval. 3. Apportion, distribute, and record the movement of all SSCC funds expended per the approval of the Student Senate, as recorded in the minutes of SSCC meetings. 4. Account for all financial transactions involving the Student Senate, keep proper documentations of these transactions, and make such documentations available to the Student Senate and to the public when requested. 5. Draft and propose an annual SSCC Budget for the next academic year to the full

6 Senate for approval before the last SSCC meeting of each spring semester. 6. Publish a monthly written report which reflects all current SSCC expenditures to be presented at the first Regular SSCC meeting of each month. 7. Chair the Finance Committee and ensure that agendas and minutes for all meetings are made available to the public per Brown Act requirements. 8. Present the recommendations of the Finance Committee to the full Student Senate for approval via agenda proposal at an SSCC Regular or Special Meeting. 9. Represent the Student Body and the SSCC at all SSCC Regular Meetings of the Planning, Review, and Budget Committee (PRBC). D. The SSCC Legislative Director shall: 1. Be fully aware of policies and procedures of the Board of Trustees of the Chabot-Las Positas Community College District and other relevant laws and regulations that govern the Student Senate, and assist the Student Senate in operating in accordance with those laws and regulations. 2. Be responsible for reviewing the SSCC Bylaws and the Standing Committee Codes regularly and propose any recommendations on the SSCC Bylaws to the Student Senate. 3. Draft resolutions and documents regarding legislative matters for the SSCC. 4. Maintain a complete and permanent record of all amendments on any SSCC governing documents including but not limited to the SSCC Bylaws and Committee Codes approved by the Student Senate and make them available to the public. 5. Serve as a liaison between the Student Senate of Chabot College (SSCC) and the Student Senate for California Community Colleges (SSCCC). 6. Be a coordinator of any referendum action brought to the SSCC by a student or student group on campus or decided upon by a ⅔ majority vote of the Student Senate, per the SSCC Constitution. 7. Serve on the SSCC Judicial Review Committee. E. The Communications Director shall: 1. Keep the student body well-informed about SSCC governing processes, and decisions made by the SSCC. 2. Post all relevant information regarding SSCC on its bulletin boards, website, campus monitors, and social media. 3. Lead the promotion of SSCC itself by providing outreach plans to the SSCC. 4. Provide marketing plans for services, programs, and events offered by the SSCC. 5. Increase the visibility of the SSCC around campus.

7 6. Maintain the quality and correctness of any publications related to SSCC business. 7. Chair the SSCC Communications Committee and ensure that agendas and minutes for all meetings are made available to the public per Brown Act requirements. 8. Vice Chair the SSCC Food Vendor Committee. 9. Serve on the Events Committee. F. The Events Coordinator shall: 1. Propose a calendar of events including a tentative budget to the Senate by the third week of each semester for feedback and approval. 2. Submit proposals to the Senate for any new events which the Events Committee endorses. 3. Inform the Senate of any changes to the approved calendar or tentative budget. 4. Plan and execute all events hosted by the SSCC. 5. Prepare all necessary documentation for each event before the preceding meeting 6. Account for all financial transactions related to an event hosted by the SSCC, keep proper documentation of these transactions, and make such documentation available to the Student Senate when requested. 7. Chair the Events Committee and ensure that agendas and minutes for all meetings are made available to the public per Brown Act requirements. 8. Serve on the SSCC Communications Committee. G. The SSCC Secretary shall: 1. Work with the SSCC President and the SSCC Advisor to establish and order the agenda for all SSCC Regular Meetings and all SSCC Special Meetings called by the SSCC President. 2. Publish, record, and archive agendas and minutes of all SSCC meetings online where they can be accessed by the public. 3. Post agendas for all SSCC meetings in accordance with the Brown Act and the agendas to all interested parties. 4. Maintain attendance records of all SSCC members at SSCC meeting. H. The SSCC Inter-Club Council Chair (hereinafter referred to as the ICC Chair) shall: 1. Act as a liaison between the Inter-Club Council and the Student Senate and regularly provide an overview of ICC activities to the Student Senate, and SSCC activities to the ICC. 2. Conduct and preside over all regularly scheduled meetings of the ICC.

8 3. Post agendas for all Regular and Special ICC Meetings in accordance with the Brown Act and the agenda to all interested parties. 4. Ensure that agendas and minutes for all Regular and Special ICC Meetings are posted on the SSCC website. 5. Administer the Inter-Club Council in accordance with the ICC Bylaws approved by the applicable ICC. 6. Sign off on expenditures from the ICC Budget as approved by formal vote of the Inter-Club Council under the ICC Bylaws. 7. Draft and submit an ICC Annual Budget to the full Senate for approval before accessing the funds designated for ICC within the larger SSCC budget. 8. Account for all financial transactions related to ICC, keep proper documentation of these transactions, and make such documentation available to the Student Senate upon request. 9. Maintain an active roster of all student clubs recognized by the ICC and the Student Life Office. 10. Have the authority to appoint an ICC Vice-chair, Secretary, and Treasurer among ICC Representatives from student clubs recognized by the Student Life Office. 11. Provide the Student Senate a monthly written report of financial transactions and activities related to the ICC. 12. The ICC Chair shall serve on the Finance Committee I. The SSCC Student Trustee shall: 1. Serve as the liaison between the Chabot-Las Positas Community College District (CLPCCD) Board of Trustees and the SSCC. 2. Attend all regularly scheduled Board of Trustee meetings and represent the Student Senate and the student body of Chabot College. 3. Draft and submit written reports to the Board of Trustees on SSCC activities and concerns. 4. Draft and submit written reports back to the SSCC on decisions made by the Board of Trustees. 5. Be encouraged to participate in the Community College League of California. 6. Be encouraged to participate in the California Community College Association of Trustees. 7. Vice Chair the Finance Committee 8. Serve on the SSCC Student Advocacy Coordinating Committee. J. The Representative-at-Large shall: 1. Be appointed by the SSCC President to ensure the efficiency, transparency, and

9 productivity of the Representative Council. They shall manage the list of projects each Student Representative pursues, assign Representatives to manage projects, and oversee the completion of each project. 2. Serve as liaison between the Executive Council and the Representative Council. 3. Collect the shared governance reports and any time-sheets or self-reports requested by SSCC Judicial Review Committee, hereinafter referred to as JRC. 4. Serve on the SSCC JRC. K. It is the responsibility of each Executive Officer to train their respective successor in the duties of the office they hold before the incoming Senator begins their term Section 3: Elections and Vacancies A. General Elections 1. Shall be conducted to elect nine (9) Executive Officers and to appoint the number of Representatives needed to reach a ratio of one (1) Senator per every one thousand (1,000) students, rounded to nearest thousand. 2. Elections shall be conducted no later than April 1st of the Spring semester. B. Vacancy and Succession of Executive Officers 1. The position of President, if vacant during the term of office, shall be filled in by the succession of the SSCC Vice President, followed by the SSCC Inter-Club Council Chair, followed by the SSCC Finance Director. 2. In case of vacancies of two (2) or fewer Executive Officers during the term of office, the SSCC President may opt to fill vacancies through presidential appointment upon the approval of two-third (2/3) majority of the full Senate. 3. In the case of more than two (2) vacant Executive positions, the Elections Committee shall be tasked to fill these vacancies in accordance with the following procedure: a. SSCC Elections Committee shall establish and coordinate a clear process which shall include a written application and a panel interview. b. Upon vetting interested SSCC members and Chabot students, the Elections Committee shall forward a list of recommendations of qualified applicants to the full Senate for ratification and appointment. c. Qualified applicants shall be approved to fill specified Executive Office vacancies by a two-thirds (2/3) majority vote of the full Senate. Article IV. Representative Council

10 Section 1: Membership and Purpose A. The Representative Council is composed of nine Representatives and one Representative shall be appointed as the Representative-at-Large by the SSCC President. B. The function of the Representative Council shall be to place into operation all policies and initiatives approved by the Student Senate. C. The Representative Council shall work collectively as a team led by the Representative-at-Large. D. Each Representative shall fulfill their duties and responsibilities as stated in Article IV, Section 2. Section 2: The Duties and Responsibilities of the Representative A. Support the objectives of the Student Senate B. Review and understand the Bylaws before the beginning of their term. C. Interact on a regular basis with the student body of Chabot College and bring their suggestions, concerns, and feedback to the SSCC. D. Address student concerns. E. Support the activities and functions of the SSCC by serving on at least two SSCC standing and/or ad hoc committees. F. Represent the SSCC on at least one Chabot College Shared Governance committee and submit regular reports. G. Regularly attend all SSCC Regular Meetings on every 1 st, 3 rd, and 5 th Monday of the month. Article V. SSCC Standing Committees Section 1: SSCC Standing Committees shall consist of the following Committees: A. Finance Committee B. Judicial Review Committee (JRC) C. Events Committee D. Communication and Marketing Committee (CMC) E. Advocacy Coordinating Committee F. Elections Committee G. Campus Vendor Committee Section 2: SSCC Standing Committee Codes

11 A. Each SSCC Standing Committee shall have the authority to draft its Standing Committee Codes, but each Standing Committee shall act only upon Committee Codes approved by two-thirds (2/3) of the full Senate. B. The Chair of each SSCC Standing Committee shall be responsible for reviewing its Committee Code regularly. C. Any amendment on the SSCC Standing Committee Codes will take effect upon the approval of the two-thirds (2/3) of the Student Senate. Section 3: Formation of SSCC Standing Committees A. The Chairs of the Standing Committees shall be responsible for initially forming their Committee membership. They shall consist of a majority of SSCC members. The Committees shall be formed no later than the second regular Senate meetings of the Fall semester. B. The membership of the Standing Committees shall be voted on and approved by a simple majority of the Senate. C. Standing Committees Chairs have the authority to add or alter the membership of SSCC and non-sscc members in their specific committee. These members shall serve the purposes of the committee they are assigned to and must be a Chabot College student. These members shall be approved by a (⅔) vote of the Committee. Section 4: Duties and Responsibilities of Standing Committees A. Conduct business in accordance with the SSCC Bylaws and their Committee Code. B. Hold regularly scheduled meetings in accordance with the SSCC Bylaws and the California Open Meeting Law, the Ralph M. Brown Act. Section 5: Finance Committee A. Duties and responsibilities of the Finance Committee: 1. Audit and evaluate programs that request funding. 2. Any changes made to the approved budget in excess of $5,000 shall be presented and approved by the full Senate. 3. Maintain a SSCC Finance Code and comply with the SSCC Finance Code approved by SSCC. 4. Ensure that all financial activities of the SSCC legally comply with all Federal, State, and local laws, District rules, and SSCC Bylaws. 5. Assist the SSCC Finance Director in achieving his/her duties as Finance Director. 6. Take any responsibility for business charged to the committee by SSCC. B. Membership 1. The Finance Committee shall consist of SSCC Finance Director as a Chair and at

12 least three (3) members who shall be confirmed by a two-thirds (⅔) vote of the committee. 2. The ICC Chair shall serve as a standing member in the Finance Committee. Section 6: Judicial Review Committee (JRC) A. Duties and responsibilities of the JRC: 1. Deal with all matters related to interpreting and reviewing SSCC legislation. 2. Investigate complaints of possible violations by a Senator of any Federal, State, or local laws that govern the Student Senate, as well as any District policies, the SSCC Bylaws, or SSCC Standing Committee Codes 3. Holds hearings regarding the possible violation and recommend a fair and appropriate course of action to the full Senate in regards to the infraction. 4. Recommend to the full Senate the appropriate stipend for each Senator; recommendations of these stipends shall be approved by the simple majority of the Student Senate. 5. The JRC shall review the JRC code at the commencement of each term. B. Membership: 1. The President shall chair the JRC. 2. The Vice President shall act as the vice chair of JRC. 3. The Legislative Director and the Representative-at-Large shall sit on the JRC. 4. At least two (2) additional Senators may be added to the JRC, if confirmed by a two-thirds (⅔) vote of SSCC. C. JRC Procedures: 1. The Student Senate shall draft the JRC Code. 2. The JRC shall investigate any complaint received in writing by a member of the Student Senate or the Advisor to the Student Senate. The JRC shall inform any Senator under investigation. The name of the individual registering the complaint may be withheld. 3. The JRC has the right to issue a letter of warning to a Senator for a perceived violation of law or policy, or perceived failure to meet Senate obligations. Senators who receive warning letters also have the right to respond. 4. If the JRC recommends any specific course of action regarding a Senator s violation of laws or failure to meet Senate obligation, the JRC will communicate that course of action in writing to the Senator and to the full Senate. 5. The Senator may appeal to the full Student Senate for reconsideration of the issue. 6. Any SSCC Senator who is referred to the JRC is obligated to recuse themselves

13 from the attendance of the meeting and JRC s decision making process. 7. The JRC shall have the right to request verification of a Senator s eligibility to hold a position from the Office of Student Life. Section 7: Events Committee A. Duties and responsibilities of the Events Committee 1. Develop detailed proposals and budgets for events tentatively approved or traditionally hosted by the SSCC. 2. Manage the delegation, planning, and execution of all events hosted by the SSCC. 3. Maintain full authority over the Social Activities Budget 4. Upon completion of each event held by the committee, at the next regularly scheduled SSCC meeting, the chair shall include in his/her report the full expenditures spent by the committee. B. Membership 1. The Events Committee shall consist of SSCC Events Coordinator as Chair. 2. The SSCC Communications Director shall serve as a member. 3. The SSCC Finance Director is encouraged to serve in the committee. 4. At least two (2) additional members may be added to the Events Committee, if confirmed by a two-thirds (⅔) vote of the committee. Section 8: Communications & Marketing Committee (CMC) A. Duties and responsibilities of the Communications and Marketing Committee, hereinafter referred to as CMC 1. Assist the SSCC Communications Director in achieving his/her duties as Communications Director. 2. Post all relevant SSCC information on the SSCC bulletin boards, web pages and social media, and coordinate regular correspondence between SSCC and the ASCC 3. Promote the SSCC itself by providing outreach plans to the SSCC 4. Provide quality, correct marketing materials for services, programs, and events offered to the student body by the SSCC 5. Keep the student body well-informed about the SSCC governing processes and decisions made by the SSCC 6. Increase the visibility of SSCC around the campus 7. Keep track of all the expenditures out of the account Materials Production

14 B. Membership 1. The SSCC Communications Committee shall chair the CMC. 2. The SSCC Events Coordinator shall sit on the CMC. 3. At least (2) additional members are recommended to be added to the CMC, if confirmed by a two-thirds (⅔) vote of the committee. Section 8: Advocacy Coordinating Committee (ACC) A. Duties and responsibilities of the Advocacy Coordinating Committee, hereinafter referred to as ACC: 1. Advocate for students through the setting of goals which will improve the quality of student life on campus. 2. Define objectives and conduct surveys to target the areas where improvement is needed. 3. Conduct research to investigate different options to resolve issues. 4. Submit to SSCC recommendations for implementation of specific advocacy efforts with a detailed budget if necessary. 5. Coordinate with Chabot Administration, Shared Governance Committees, Student Senators and other student groups as necessary for implementation of actions to improve the campus. B. Membership 1. The SSCC Legislative Director shall chair the ACC. 2. The SSCC Student Trustee shall sit on the ACC. 3. The SSCC Finance Director shall sit on the ACC. 4. Two additional members can join if confirmed by a two-thirds (⅔) vote of the committee. Section 9: Elections Committee A. Duties and responsibilities of the Elections Committee: 1. Draft elections packets to be distributed to candidates. 2. Plan general and special elections to elect new executives and appoint new Representatives before the start of a new term. 3. Review and amend Election Code prior to spring election or as needed. 4. Inform the campus and student body of the newly elected Senators and their positions. 5. Administer the application and interview process for Representatives. B. Membership

15 1. The SSCC Vice President shall chair the Elections Committee. 2. The SSCC Rep-at-Large shall vice chair the Elections Committee. 3. The SSCC Legislative Director shall be a standing member in the Elections Committee. 4. Recommends four (4) additional SSCC members to be appointed by the Elections Chair. Sections 10: Campus Vendor Committee A. Duties and responsibilities of the Committee 1. Maintain an open line of communication between the SSCC and the cafeteria vendor, with at least four (4) meeting each year. 2. Maintain quality and prices at an acceptable level for Chabot College. 3. Issues brought to the SSCC s attention regarding our food vendor must be relayed in a timely and professional manner. B. Membership 1. The SSCC Representative At Large shall Chair the Food Vendor Committee 2. The SSCC Communications Director shall Vice Chair the Food Vendor Committee 3. Recommends two additional SSCC members to be appointed by Food Vendor Committee Chairs. Article VI. SSCC Ad-Hoc Committees Section 1. Purpose The SSCC shall have the right to form Ad-Hoc Committees to investigate and carry out specific Student Senate initiatives that do not fall under the duties of Standing Committees. Section 2. Procedure of Formation and Dissolution of Committees A. All SSCC Ad Hoc Committees must be formed with the following definitions. 1. Name of the Committee 2. Any student can make a recommendation to the SSCC to form an Ad-Hoc Committee. The Senate must approve the committee with a two (2/3) vote. 3. Membership of the Committee a. The SSCC shall form Ad-Hoc Committees, consisting of one (1) Senator as a Committee Chair and one (1) or more Senators, or non-senators, as member of the Committee. 4. Purpose of the Committee

16 B. An SSCC Ad-Hoc Committee may be dissolved by the chair when it is no longer deemed relevant or necessary with a final report presented to the SSCC. Article VII. Meetings Section 1: California Open Meeting Laws All SSCC Regular and Special meetings of the Student Senate and SSCC Standing Committees shall be conducted in accordance with the California Open Meeting Laws, Ralph M. Brown Act (Govt. Code ). Section 2: Rules of Order The Robert s Rules of Order Newly Revised shall be followed diligently during all SSCC meetings. Section 3: Voting Rules A. All members of the Student Senate have the right to make, vote on, and second motions. B. The Senator chairing the meeting should not make a motion, but may ask for a motion. C. The SSCC President has the right to vote, and does so in Standing Committees. In SSCC meetings, the President may vote only when his/her vote would affect the outcome: 1. to make or prevent a two-thirds (⅔) vote 2. to break a tie D. Senators who are late to a meeting may still vote as soon as they are in the room. E. All votes will be decided by a simple majority unless specified otherwise in the SSCC Bylaws. Section 4: Agendas and Minutes A. All agendas and minutes of SSCC Regular Meetings shall be drafted by the SSCC Secretary in accordance with the Ralph M. Brown Act. B. If the SSCC Secretary is absent or the position is vacant, the SSCC President shall appoint one of the SSCC Representatives as the interim Secretary to carry out the duties and responsibilities of the Secretary for a SSCC meeting. C. Minutes and/or reports from SSCC Regular, Special, or Committee meetings shall be made available to the public and given upon request.

17 Section 5: SSCC Regular Meetings A. The Student Senate shall have a regularly scheduled meeting every first (1st), third (3rd), and fifth (5th) Monday of each month from 3:00 to 5:00 pm unless otherwise agreed upon by unanimous vote of the full Senate. B. The agenda for Regular Student Senate meetings shall include, but not be limited to the following: 1. Call to Order 2. Roll Call 3. Recognition of Quorum 4. Adoption of the Agenda 5. Approval of the Minutes 6. Public Comments 7. Oral Reports 8. New Business 9. Written Reports 10. Good of the Order 11. Adjournment Section 3: SSCC Special Meetings A. Calling The SSCC President or five (5) Senators may call a SSCC Special Meeting when it is deemed necessary and is duly noticed in accordance with the Ralph M. Brown Act. B. Agendas The agenda of SSCC Special Meetings shall be distributed by the Student Senate President or one of the five (5) Senators who called the SSCC Special meeting at least 24 hours prior to the meeting via and posted in a place where the public can easily access it. C. Minutes The minutes of SSCC Special Meetings shall be drafted and distributed to the full Student Senate and the public within three (3) calendar days by one of the Senators who called the SSCC Special Meeting. Until minutes are posted, decisions made within the SSCC Special Meeting will not be effective. D. The minutes of the SSCC Special Meeting shall be approved at the next SSCC Regular Meeting. Section 4: Meetings of the SSCC Standing Committees

18 A. SSCC Standing Committees shall be responsible for determining their own respective monthly meeting schedule and publicizing this meeting schedule by the end of the second SSCC Regular Meeting of the semester. B. SSCC Standing Committees shall conduct their Regular Committee meetings at least once a month in accordance with their publicized meeting schedule. C. The agenda for Regular SSCC Standing Committee meetings shall be distributed via and posted online as well as in a place where the public can easily access at least 72 hours prior to the meeting. D. SSCC Committee Chairs or the majority of the Committee members may call for Special Committee meetings as deemed necessary. The agenda for SSCC Special Standing Committee meetings shall be distributed via to members and posted in a place where the public can easily access to at least 24 hours prior to the meeting. E. Student Senate Ad-Hoc Committees shall conduct meetings as deemed necessary by their SSCC Committee Chair. Section 5: Quorum A. Quorum for the SSCC Regular and Special Meetings shall be established when at least a majority of the Student Senate are present. B. Quorum for subordinate bodies of the SSCC shall be established when at least the majority of the Committee members are present. Article VIII. Attendance Policy A. Absences 1. SSCC Senators may miss no more than two (2) excused or unexcused Regular, Special or Emergency Senate Meetings per academic semester. 2. Absences at the SSCC Regular Meetings shall count as one (1) full absence. 3. Absences at the SSCC Committee Meetings and Shared Governance Meetings are reviewed regularly by the JRC. 4. Members arriving after roll call or leaving before the closing time of the SSCC Regular Meeting, shall be counted as half (1/2) an absence. B. Proxy Vote 1. Members of their parent committee(s)(standing, ad hoc, and or sub committee) who are not able to attend their committees meeting will have a proxy attend and act as a voting member in their stead, yet only if the absence of the committee member will result in a insufficient number to where quorum will not be met. 2. The student-rep shall act as the proxy. 3. The proxy of the committee member must be a voting member.

19 Article IX. Compensation Section 1: Compensation A. All members of the SSCC who serve a full semester are entitled to: 1. A stipend upon approval of the Judicial Review Committee and a simple majority of the Senate. 2. A special Parking Pass to be issued on swearing in as a Senator. B. Members of SSCC who either do not serve a full semester or fulfill duties and responsibilities described in the SSCC Bylaws may receive a partial stipend, as determined by a formula established by the Judicial Review Committee. C. An opt out request must be completed in writing to the SSCC President. D. Senators who opt out will not receive a stipend. Section 2: Stipend A. Students who serve in the following positions for a full semester and faithfully fulfill their own duties and responsibilities described in the SSCC Bylaws shall receive a stipend of 1. President: $ Vice-President, Finance Director, Legislative Director, Communications Director, Secretary, Events Coordinator, Inter Club Council Chair, and Representative-at-Large: $ Student Representatives: $ Student Trustee will be compensated by the Chabot-Las Positas Community College District at the end of each semester. B. Any changes to the amount of stipend awarded each semester shall require a three-fourths (3/4) majority vote by the Student Senate. C. No change in the amount of the stipend awarded each semester shall be enacted until the following semester. Section 3: Summer Compensation A. Summer Stipend 1. Students who serve in the following positions for summer semester and faithfully fulfill their own duties and responsibilities described in the SSCC Bylaws shall receive a stipend of a. President: $250.00

20 b. Vice-President, Finance Director, Legislative Director, Communications Director, Secretary, Events Coordinator, Inter Club Council Chair, and Representative-at-Large: $ c. Student Representatives: $ d. Student Trustee will be compensated by the Chabot-Las Positas Community College District at the end of each semester. Article X. Removal from Office Section 1: Failure to Perform A. Any Student Senator who neglects to follow obligations will be referred to the SSCC Judicial Review Committee (JRC). B. Any Student Senator who has two (2) or more absences from a regular SSCC meeting in an academic semester will be referred to the SSCC JRC. C. Any Senator may request for the JRC to review another Senate member if there is reason to believe they have not fulfilled their duties. Students may request for JRC review through a Senator. Article XI Amendment of SSCC Bylaws and SSCC Committee Codes All amendments of the SSCC Bylaws and the SSCC Committee Codes must follow the following procedure: A. First Reading: 1. The suggested amendment shall first appear only as a discussion item on the SSCC Regular Meeting agenda. No adoption of amendments may take place during the introduction of items to the SSCC. 2. The item must be included in the agenda proposal. B. Second Reading: 1. The suggested amendment shall then be placed on the next SSCC Regular Meeting agenda as an action item. 2. The suggested amendment shall be effective upon the simple majority of the SSCC. C. Approval: 1. Upon approval and adoption of the amendments of SSCC Bylaws and SSCC Committee Codes, these amendments shall become effective and shall supersede all conflicts with any previous SSCC Bylaws and SSCC Committee Codes. 2. All Bylaw adoptions are subject to review and approval by the College President.
